SUBJECT: HIGHWAY SAFETY IMPROVEMENT PROJECT ON ROSEMEAD
BOULEVARD — RESOLUTION NO. 2012- 66 AUTHORIZING CITY STAFF
TO EXECUTE AN AGREEMENT WITH THE STATE OF CALIFORNIA FOR
THE REIMBUR SEMENT OF FUNDS
SUMMARY
As part of the City's Fiscal Year 2011 -12 Capital Improvement Program, the City Council
approved a project titled, "Rosemead Boulevard Highway Safety Improvement Program ".
The program involves traffic safety and traffic calming enhancements along Rosemead
Boulevard, from Mission Drive to the north City limit. The bulk of this project is funded
through the State of California Highway Safety Improvement Program, with a total
approved grant of $430,900.
The project design is currently in the review stage with the State of California Department
of Transportation ( Caltrans). Following design approval from Caltrans, it is anticipated that
construction will get underway in early 2013. The project is also being scheduled to
coordinate with the City of Temple City, who is undertaking similar improvement efforts on
Rosemead Boulevard. Improvements will include the installation of wider sidewalks,
pedestrian lighting, bikeway improvements, signage, striping, traffic signal modifications,
and landscape enhancements. Recently, Caltrans informed the City that a supplement
agreement must be approved prior to receiving grant reimbursements.
Staff Recommendation
It is recommended that the City Council approve Resolution No. 2012 -66 authorizing the
City Manager, or his designee, to execute an agreement with the State of California,
Program Supplement Agreement No. 009 -N to Administering Agency -State Master
Agreement for State Funded Projects No. 07- 5358R, for the reimbursements of $430,900.
The State of California Department of Transportation ( Caltrans) now requires that a
supplement agreement to an already existing Master Agreement between the City and the
State by executed for individual grant funded projects. In addition, a resolution is also
required before incurred project costs can be reimbursed by the State.

Proiect Details
The Rosemead Boulevard Highway Improvement Project includes the following
improvements:
• Repair sidewalks /curb ramps in compliance with ADA accessibility requirements.
• Widen sidewalks and install new pedestrian lighting from the Union Pacific Railroad
underpass /north City limit to Lower Azusa Road.
• Continue bicycle travel lanes from the north City limit to Lower Azusa Road to
coordinate with Temple City's planned improvements.
• Add Pedestrian Count Down signals for the crosswalks at major intersections, and
upgrade street signage/ markings to increase visibility.
• Upgrade landscaping and install new trees from the north City limit to Mission Drive.
LEGAL REVIEW
The attached resolution has been reviewed and approved by the City Attorney.
FINANCIAL REVIEW
The State reimbursement of the $430,900 will fund the bulk of the construction contract.
ENVIRONMENTAL REVIEW
The project is categorically exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15304 (a) of the CEQA Implementing Guidelines. This exemption
covers projects involving minor alterations of land that do not have a significant effect on
the environment.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD,
CALIFORNIA, AUTHORIZING CITY STAFF TO EXECUTE THE
PROGRAM SUPPLEMENT AGREEMENT NO. 009 -N, FOR THE HIGHWAY SAFETY
IMPROVEMENT PROGRAM, CYCLE 4, PROJECT NO. HSIPL -5358 (015) BETWEEN
THE CITY OF ROSEMEAD AND THE STATE OF CALIFORNIA
WHEREAS, certain State funds administered by the State of California are
conditionally available to the CITY OF ROSEMEAD, and
WHEREAS, the City has applied and received a funding approval of $430,900
from the State - funded Highway Safety Improvement Program, Cycle 4; and
WHEREAS, the Program Supplement Agreement No. 009 -N is proposed to obtain
State funding for the Rosemead Boulevard Highway Safety Improvement Program,
Project No. HSIPL- 5358(015); and
WHEREAS, the Program Supplement Agreement No. 009 -N to Administering
Agency -State Master Agreement No. 07 -5358R must be executed before project invoices
can be reimbursed: and
WHEREAS, the utilization of said funds is in the best interest of the CITY OF
ROSEMEAD.
NOW, THEREFORE, the City Council of the CITY OF ROSEMEAD does hereby
authorize the City Manager or the Director of Public Works to execute the Program
Supplement Agreement No. 009 -N to Administering Agency -State Master Agreement for
State Funded Projects No. 07- 5358R, between the City of Rosemead and the State of
California.
