A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD,
CALIFORNIA, AUTHORIZING CITY STAFF TO EXECUTE THE
PROGRAM SUPPLEMENT AGREEMENT NO. _, FOR THE PROJECT NO. STPL-
5258 (012) BETWEEN THE CITY OF ROSEMEAD AND THE STATE OF CALIFORNIA
WHEREAS, certain Federal -Aid funds administered by the State of California are
conditionally available to the CITY OF ROSEMEAD, and
WHEREAS, the City has received approval and in order to proceed, the
Administering Agency — State Agreement No. 07 -5358R must be executed; to cover the
projects, and
WHEREAS, said Master Agreement requires a Program Supplement be executed
for each project; and
WHEREAS, the Program Supplement Agreement No. is proposed to obtain
Federal -Aid funding for the Hellman Avenue /San Gabriel Boulevard Intersection
Improvement Project, Project No. STPL- 5258(012); and
WHEREAS, the utilization of said funds is in the best interest of the CITY OF
ROSEMEAD.
NOW, THEREFORE, the City Council of the CITY OF ROSEMEAD does hereby
authorize the City Manager or the Director of Public Works to execute the Program
Supplement Agreement No. to Administering Agency -State Master Agreement for
State Funded Projects No. 07- 5358R, between the City of Rosemead and the State of
California.

SUBJECT: SURFACE TRANSPORTATION PROGRAM LOCAL PROJECT AT THE
INTERSECTION OF HELLMAN AVENUE /SAN GABRIEL BOULEVARD
— RESOLUTION NO. 2012 -67 AUTHORIZING CITY STAFF TO
EXECUTE AN AGREEMENT WITH THE STATE OF CALIFORNIA FOR
THE REIMBURSEMENT OF FUNDS
SUMMARY
As part of the City's Fiscal Year 2011 -12 Capital Improvement Program, the City
Council approved a program titled "Hellman Avenue /San Gabriel Boulevard Intersection
Improvements ". The project includes the construction of a new concrete intersection,
traffic signal upgrades, traffic striping, miscellaneous concrete work and other
appurtenances. The project is funded through the Federal Surface Transportation Local
Funds (STP -L) program, with approximately $330,000 available to complete this project.
The project design in currently in the review stage with the State of California
Department of Transportation ( Caltrans). Following design approval from Caltrans, it is
anticipated that construction will get underway in early 2013. Recently, Caltrans
informed the City that a supplement agreement must be approved prior to receiving
grant reimbursements.
Staff Recommendation
It is recommended that the City Council approve Resolution No. 2012 -67 authorizing the
City Manager, or his designee, to execute Program Supplements and the Administering
Agency - Federal Master Agreement with the State of California for the Hellman
Avenue /San Gabriel Boulevard Intersection Improvement Project.
DISCUSSION
The City was able to secure a funding allocation through the Federal Surface
Transportation Local Funds (STP -L) program in the amount of $330,000 to complete
intersection improvements at Hellman Avenue and San Gabriel Boulevard. Staff has
finalized the design of these improvements and is currently in the review stage with
Caltrans. Following design approval from Caltrans, it is anticipated that construction will
get underway in early 2013. Given the existing pavement structure and the large volume

of traffic from the adjacent San Bernardino freeway, it was determined that the
intersection should be constructed in concrete. In addition to the concrete pavement,
work will also include traffic signal improvements, new striping /signage, and other
miscellaneous improvements.
As part of Caltrans requirements, a resolution and a supplemental agreement need to
be approved by the City Council to expedite funding. Under the terms of the
agreement, the City will act as the administering agency for purposes of bidding and
award of the project including contract administration and inspection services in
accordance with federal and state guidelines.
