CC - 2012-65 - Authorizing City Staff to Execute the Program Supplement Agreement No. 008-N for The Highway Safety Improvement Program, Cycle 4, Project No. HSIPL_5358 (014) Between the City and the State of CaliforniaRESOLUTION NO. 2012 -65 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, AUTHORIZING CITY STAFF TO EXECUTE THE PROGRAM SUPPLEMENT AGREEMENT NO. 008 -N, FOR THE HIGHWAY SAFETY IMPROVEMENT PROGRAM, CYCLE 4, PROJECT NO. HSIPL -5358 (014) BETWEEN THE CITY OF ROSEMEAD AND THE STATE OF CALIFORNIA WHEREAS, certain State funds administered by the State of California are conditionally available to the CITY OF ROSEMEAD, and WHEREAS, the City has applied and received a funding approval of $339,500 from the State - funded Highway Safety Improvement Program, Cycle 4; and WHEREAS, the Program Supplement Agreement No. 008 -N is proposed to obtain State funding for the Rosemead Boulevard Highway Safety Improvement Program, Project No. HSIPL- 5358(014); and WHEREAS, the Program Supplement Agreement No. 008 -N to Administering Agency -State Master Agreement No. 07 -5358R must be executed before project invoices can be reimbursed; and WHEREAS, the utilization of said funds is in the best interest of the CITY OF ROSEMEAD. NOW, THEREFORE, the City Council of the CITY OF ROSEMEAD does hereby authorize the City Manager or the Director of Public Works to execute the Program Supplement Agreement No. 008 -N to Administering Agency -State Master Agreement for State Funded Projects No. 07- 5358R, between the City of Rosemead and the State of California. The program involves traffic safety and traffic calming enhancements along Garvey Avenue and Walnut Grove Avenue. The bulk of this project is funded through the State of California Highway Safety Improvement Program, with a total approved grant of $339,500. The project design is currently in the review stage with the State of California Department of Transportation ( Caltrans). Following design approval from Caltrans, it is anticipated that construction will get underway in early 2013. Improvements will include the installation of traffic signal enhancements, the extension of raised medians on Garvey Avenue, signage, striping, and pedestrian enhancements. Recently, Caltrans informed the City that a supplement agreement must be approved prior to receiving grant reimbursements. Staff Recommendation It is recommended that the City Council approve Resolution No. 2012 -65 authorizing the City Manager, or his designee, to execute an agreement with the State of California, Program Supplement Agreement No. 008 -N to Administering Agency -State Master Agreement for State Funded Projects No. 07- 5358R, for the reimbursements of $339,500. DISCUSSION The State of California Department of Transportation ( Caltrans) now requires that a supplement agreement to an already existing Master Agreement between the City and the State by executed for individual grant funded projects. In addition, a resolution is also required before incurred project costs can be reimbursed by the State. ITEM NO. City Council Meeting October 23, 2012 Page 2 of 2 Proiect Details The Garvey Avenue/Walnut Grove Avenue Highway Improvement Project includes the following improvements: • Repair sidewalks /curb ramps in compliance with ADA accessibility requirements. • Install traffic signal improvements including emergency vehicle preemption components, traffic video detection components, and turn signal enhancements. • Add Pedestrian Count Down signals for the crosswalks at major intersections, and upgrade street signage/ markings to increase visibility. • Extend medians to enhance traffic safety at Garvey Avenue/Walnut Grove, replacing the existing bots dots that prevent dangerous turn movements in this area. In addition, install new landscaping and decorative hardscape to complement existing median aesthetics. LEGAL REVIEW The attached resolution has been reviewed and approved by the City Attorney. FINANCIAL REVIEW The State reimbursement of the $339,500 will fund the bulk of the construction contract. ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15304 (a) of the CEQA Implementing Guidelines. This exemption covers projects involving minor alterations of land that do not have a significant effect on the environment.
