NOVEMBER 12, 1974
A Regular Meeting of the Rosemead City Council was held in the
Council Chambers of Rosemead'City Hall and called to order at
8:00 p.m. by Mayor Paul S. Taylor.
1. The Pledge of Allegiance was led by Councilman Gary Taylor
The Invocation was delivered by Reverend Tom Phillips of the Church
of Christ.

4. SPECIAL PRESENTATIONS: HONORING PAST COMMISSIONERS
Mayor Paul Taylor thanked past Commissioners Paul Schymos, John

Acting City Manager Tripepi presented the Hearing Officer's Report
dated November 6, 1974.
Conditions 8 through 10 were suggested as follows:
8. Waitresses will wear skirts and blouses.
9. Bottomless or topless prohibited.
10. The Applicant shall sign an acknowledgement, in form
satisfactory to the City Attorney, to the effect that the
granting of this permit shall not entitle the permittee to
a Conditional Use Permit.
It was moved by Councilman Pike, second by Councilman G. Taylor to
approve the Hearing Officer's Report subject to conditions 1-10
and grant the requested license.

APPROVAL OF REVISED FAU PROPOPOSAL.
Acting City Manager Tripepilpresented this proposal entitled:

13. RELEASE OF DRAINAGE IMPROVEMENT BOND. (MOTEL "611)
Acting City Manager Tripepi presented this letter from the City/
County Engineer dated October 25, 1974, stating that the Motel 116"
performance bond for drainage has served the desired purpose and
should be returned.

release the drainage improvement performance bond for Motel

Councilwoman Trujillo requested that staff study further the problem
with the open stairways that overlook private yards at the Motel 116"
Development.
after further discussion, Mayor P. Taylor asked Staff to present
a report on this at the next meeting. No objections...
14. CONSIDERATION OF CLAIM AGAINST THE CITY.
Acting City Manager Tripepi presented this claim by Gonzales, Berry,
and Battle dated October 17, 1974 and the recommendation from the
City Attorney that the claim be denied.
Attorney Watson explained the reason for this claim and the
recommended denial.
It was moved by Councilman Andersen, second by Councilman Pike to
deny this claim against the City.

15. ACTION TO AUTHORIZE CITY ATTORNEY TO DEFEND ACTION AGAINST CITY
RELATIVE TO REDEVELOPMENT PROJECT AREA NO. 2...
Mayor P. Taylor read this action RE: Caputo, et al. vs. All Persons,
etc., Rosemead Redevelopment Agency, City of Rosemead and the
suggestion from the City Attorney that his office be authorized to
take all necessary steps to defend the action against the City in
order to sustain the validity of the redevelopment plan.
It was moved by Councilman Pike, second by Councilman Andersen to
authorize the City Attorney to defend the City in the foregoing action.

16. REPORT FROM CITY ATTORNEY RE: SPECIAL ZONE FOR ELDERLY
Attorney Watspl presented a report from his office with preliminary
esearch of the feasibility of this zone for the elderly. He suggested
that it be referred to the Planning Commission for study and proposal
to the City Council - at which time the City Attorney's office could
give a:legal opinion.
It was moved by Councilman Andersen, second by Councilman Pike to
request the Planning Commission to study the feasibility and other
facets for provision for housing for the elderly.

The Meeting Recessed to Executive Session at 8:55 p.m. The Meeting
Reconvened at 9:35 P.m. with all present.
Mayor P. Taylor acknowledged a letter of resignation from Robert
Wilson, Planning Commissioner.
Mayor Taylor made the following appointments to the Planning Commission:
Mr. Roy Revelles - two year term
Mr. Marvin Lowrey - two year term
It was moved by Councilman Andersen, second by Councilman Pike to
ratify the foregoing appointments.

Acting. City.'Manager Tripepi presented this letter offering the
subject property'to the, City,at a price of $1.00 per square foot
or $33;218,;60; and recommended that it be forwarded to the Rosemead
Redevelopment Agency: There were no objections....

expressing appreciation for the installation of sidewalks.

RESOURCES ADVISORY STUDY COMMITTEE..

Councilwoman Trujillo reported on the November 6th meeting of the
Community Resources Advisory Study Committee and presented the
following recommendations from the Committee:
1) Request that the City Council authorize initiation of discussion
with the Garvey School District for supervised free and open
recreation at Fern Youth Field.
It was moved by Councilman Andersen, second by Councilman Pike to
approve the foregoing request.

2) Request that the City Council inform the Los Angeles County
Board of Supervisors that they support the efforts of agencies
seeking to obtain manpower funding under the Comprehensive
Employment and Training Act.
Richard Diaz, Executive Director of Bienvenidos Community Center
addressed the Council stating that he was there to seek active
support in bringing in money to the City of Rosemead to develope
a manpower program.
Mr. Diaz presented the Council with a packet containing the application
for CETA Funds and information of services offered by the Bienvenidos
Community Center. It was discussed that the Center now receives
approximately $128,000 which is restricted as to employment use.
Programs were discussed including a possible continuing graffiti
program.
Mr. John Judziewiclz, Manager of the Chamber of Commerce addressed
the Council at this time informing them of the Employment services
offered by the Chamber through the State.
Acting City Manager Tripepi recommended that a letter be forwarded
to the Board of Supervisors notifying them that the City Council is
in receipt of the application for CETA funding filed by Bienvenidos '
Community Center and is considering endorsement of the application.
There was no objection from the Council...
B. Councilman G. Taylor urged that an informational notice of the
January 21st Special Election be put in the December City
Newsletter. The Council concurred...

C. Councilman Pike referred to a recent ruling by the Attorney
General relative to certain elected officials who were unable
to complete their term of election due to change of election
dates and possible compensation due them.
Attorney Watson will review this opinion and make a report at the
next meeting..
Councilman Pike also referred to the recall petition that was
passed against him.
ORAL COMMUNICATIONS FROM THE AUDIENCE
A. Mr. Doug Stone, 3620 Dubonnet, Rosemead, addressed the Council
regarding Sheriff patrol on private property (especially in
regard to Universal Square) and about maintenance on Valley Blvd.
He also advised the Council of low hanging trees on Muscatel Ave.
Attorney Watson referred to a memo written approximately two years
ago relative to traffic regulation in parking lots and stated that
he would retrieve it for Council study.
Staff was asked to check on the traffic control and the tree problem.
19. MATTERS FROM CITY OFFICIALS (contd)
D. Acting City Manager Tripepi presented a letter from the Los
Anglees Chamber of Commerce inviting City officials to a
Symposium on Industrial Redevelopment to be held on November 27th
from 10:00 to 2:00 p.m.
Mr. Tripepi also presented notification of the National League
of Cities Meeting to be held in Houston, Texas, December 1-5, 1974•
It was moved by Councilman Andersen, second by Councilwoman Trujillo
to authorize any member of the City Council, the Acting City Manager,
and the Planning Director to attend the National League of Cities
Meeting.
