CC - Item 5B - Replacement of Ball Field Light and Equipment at Rosemead ParkROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER 1 DATE: NOVEMBER 13, 2011 SUBJECT: REPLACEMENT OF BALL FIELD LIGHTS AND EQUIPMENT AT ROSEMEAD PARK SUMMARY Replacement of ball field light standards at Rosemead Ball Field #1 are included in the Capital Improvement Budget for Fiscal Year 2012 -13 in the amount of $250,000. The estimated cost of the proposed project is $210,900 as quoted by Musco. However, they have also provided a quote to replace standards and fixtures at field #1 and # 2 for a total of $354,900. This quote also includes additional fixtures where light poles are located adjacent to the walking trail so as to increase lighting for trail users. Further, a contingency of $35,500 (10% of estimated costs) is recommended for the project to address any unforeseen circumstances given the age of the existing lighting system. Musco Lighting has been the sole provider of Rosemead's sports lighting, including ball field and pool facility lighting, for several decades. The proposed Musco lighting system will replace an existing 30+ year old Musco system. They are the worldwide industry standard for sports lighting as Musco designs and manufactures its own sports - lighting systems for sports fields and professional sports stadiums around the globe. Musco offers routine maintenance, repair, and analysis of its equipment and installation comes with a twenty-five year warranty and twenty-five year maintenance of the system. Additionally, their Green System is rated 50% more efficient than standard sports lighting systems. Lastly, Musco's Control -Link helps users control, monitor, and manage facility lighting on -site or over the internet. Musco offers these products and services as part of their base proposal as compared with other lighting companies. Musco's proposal includes replacement of twelve ball field light standards at Rosemead Park (removal and disposal of existing poles and fixtures, installation of 12 new galvanized poles and corresponding foundation work, 72 fixtures and electrical work, installation of controls and staff training are included). The project will also result in significantly more efficient lighting, in- person and online controls, a twenty-five year warranty and twenty-five years of maintenance. ITEM NUMBER: 5P City Council Meeting November 13, 2012 Page 2 of 2 Staff Recommendation It is recommended that, pursuant to sections 3.24.070 (E) and 3.24.090 (G) of the Rosemead Municipal Code, the City Council authorize the City Manager to enter into a professional services agreement with Musco Lighting as a sole source for the replacement of sports lighting at ball field #1 and #2 at Rosemead Park as they offer a higher quality product and better services as part of their base contract. The contract will be in an amount, including possible contingencies, not to exceed $390,400. PUBLIC NOTICE PROCESS This item has been noticed through the regular agenda notification process. FISCAL IMPACT: $250,000 was included for this project as part of the Fiscal Year 2012 -13 Capital Improvement Program. An additional allocation of up to $140,400, from the City's Street Lighting District Fund, would be necessary to fund the expanded project as proposed. The contract balance is due 20 days Late payment will be subject to service charges of 1 1/2% per month (18% APR). Musco will make every effort to coordinate shipment so that delivery corresponds with the customer's payment schedule. It will be the responsibility of the wholesaler to ensure that Musco is aware of this delivery timeframe. We will expect payment within the terms described above unless there is a written statement from Musco's corporate headquarters stating the acceptance of different terms. Delivery to the job site from the time of order, submittal approval, and confirmation of order details including voltage and phase, pole locations is approximately 30-45 days. Due to the built -in custom light control per luminalre, pole locations need to be confirmed prior to production. Changes to pole locations after the product is sent to production could result in additional charges.
