A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $181,,797.60 AND DEMANDS NUMBERS 16955-17168. TAYLOR The Joint Meeting of the Rosemead Redevelopment Agency and the Rosemead City Council of the City of Rosemead, California was called to order in the Rosemead High School Auditorium located at the corner of Mission Drive and Rosemead Boulevard in the City of Rosemead at 8:40 p.m. by Mayor Paul S. Taylor presented-Introductory Statements and read, in full, a letter to Property Owners in.Project.Area.No. 2 over his, signature as Redevelopment Agency Chairman.replying.to a letter to Property Owners dated August 7, 1974 mailed over the signature of Councilman Gary Taylor. At the Mayor's request, Attorney Watson read his Memo dated 8/12/74 to: Honorable Paul Taylor, Chairman Rosemead Redevelopment Agency which gives a legal opinion to the Agency on the legal limitations on the exercise of eminent.domain or condemnation.by the Rosemead Redevelopment Agency in.Project Area No. 2. Mayor Taylor.outlined-the procedures for conduct of the Public Hearing and declared the Public Hearing Open at 8:43p.m, .Hg stated that each speaker should limit his remarks to five minutes in order that all those desiring to speak can be heard. City Clerk Davenport stated that notice of this public hearing had been published, posted, and mailed to property owners according to the latest assessment roll.: Councilwoman,Trujillo and Councilman G. Taylor stated that they would.like to go on record as opposing aur time limitations to this hearing. Attorney Watson.stated that according to the'Health & Safety Code, anyone having objection to the proposed plan or.who deny the existence- of blight or the regularity.,of _the prior proceedings may be heard and recommended that'time also be,given to those,in"favor of the plan. Attorney Watson'exglained,the'le al g procedures in,ac6leving a. redevelopment program and'the changes in the redevelopment plan proposed by staff.' Director of Planning.Miller reported on the ;Initial Study prepared by himself,and Assistant City Attorney Brown and the Negative Declaration for Redevelopment Plan for Project Area'No. 2.. He stated that the zoning is not being changed and the Proposed Plan is'in conformance with the General Plan. 0 • Page Three CC & RRA Minutes 8/13 & 14/1974 Assistant City Attorney Brown defined blight, described blight existing throughout the project area and referred to maps and pictures showing evidence of blight in Project Area No. 2. The maps and pictures were made a part of the record on direction of the Mayor. Mayor P. Taylor requested anyone wishing to address the Council/Agency during this public hearing to please stand and be sworn in. City Clerk Davenport administered the Oath. Amendments to the Proposed Redevelopment Plan for Project Area No. 2 were discussed as follow: a. Legal Description - revisions in language which do not change the boundary of Redevelopment Project Area No. 2 - City of Rosemead. b. Proposed Amendments to Redevelopment Plan for Project Area No. 2 (page 1-5, Sections 1-6) c. Addendum to: "Proposed Amendments to Redevelopment Plan for Project Area No. 2 (Page 6, Sections 7-8 with attached pages of maps, diagrams, & tables - 6 pages) d. Additional Amendments to.Redevelopment Plan for Project Area No. 2. Councilman/Agency Member Gary Taylor suggested action on the Petition presented by Mr. Robert 0. Ritchie regarding restoration of the R-1 zone on certain properties currently zoned Planned Development (PD) within the boundaries of proposed Redevelopment Project Area No. 2. Chairman Taylor stated that the petition would be referred to the Planning Commission. It was moved by Mr. Pike, second by Mr. Andersen to refer the foregoing amendments (a-d above) to the Planning Commission for report and recommendation. It was moved by Mr. G. Agency Secretary Davenport stated that she is in receipt of Planning Commission Resolution 74-13 entitled: RESOLUTION OF THE ROSEMEAD PLANNING COMMISSION REPORTING ON PROPOSED AMENDMENTS TO THE REDEVELOPMENT PLAN FOR PROJECT AREA NO. 2 AND RECOMMENDING THE APPROVAL THEREOF. A RESOLUTION OF THE ROSEMEAD REDEVELOPMENT AGENCY APPROVING THE REDEVELOPMENT PLAN FOR PROJECT AREA NO. 2, APPROVING PROPOSED AMENDMENTS RELATING THERETO AND RECOMMENDING APPROVAL BY THE CITY COUNCIL. It was moved by Mr. Pike, second by Mr. Andersen to waive further reading and adopt Resolution 74-18. Mr. Pike, with consent of the second, withdrevthe foregoing motion.
