SUBJECT: REVIEW OF TRAFFIC CONDITIONS AT BARTLETT AVENUE AND LOFTUS
DRIVE
SUMMARY
A request was received at the October Traffic Commission meeting to review traffic
conditions at Bartlett Avenue and Loftus Drive. A resident in this neighborhood indicated
that there are pedestrian and vehicle safety concerns in this area, due to the lack of stop
signs and crosswalks at this intersection. A traffic study was conducted at the location,
including a warrant study to determine if the installation of stop controls and crosswalks
was appropriate. After studying the location, it was determined that the installation of some
traffic controls would improve safety in this area.
Staff Recommendation
That the Traffic Commission recommend to the City Council the following improvements:
1. The installation of a stop sign at Loftus Drive for westbound traffic at the intersection
of Bartlett Avenue; and
2. The installation of a yellow marked school zone crosswalk across Loftus Drive at the
intersection of Bartlett Avenue
ANALYSIS
Bartlett Avenue is a north -south local residential collector street with a posted speed limit of
25 miles per hour and is width of approximately 36 feet. Mildred B. Janson Elementary
School is located adjacent to and west of Bartlett Avenue between Marshall Street and
Olney Street. At the intersection of Bartlett Ave. and Marshall Street, there is an existing 4-
way stop - controlled intersection and yellow marked school zone crosswalk. In the vicinity
of Loftus Drive, there is a "T- intersection heading eastbound. The posted speed limit on
Loftus Drive is 25 miles per hour and the street is approximately 28 feet wide. Both Bartlett
and Loftus provide one travel lane in each direction with on- street parking generally allowed
expect for street sweeping restrictions. Attachment 1 shows views of the area surrounding
the intersection of Bartlett Avenue and Loftus Dive.

Warrant Study Analysis
A field investigation and counts were conducted at the intersection of Bartlett Avenue and
Loftus Drive on Thursday, November 15, 2012, to determine intersection geometric
conditions and traffic control conditions. Some pedestrian activities, including school
children, were observed crossing Bartlett Avenue in the vicinity of Loftus Drive. A traffic
count of turn movements was conducted at the intersection of Bartlett Avenue and Loftus
Drive to determine existing traffic volumes and traffic characteristics during the AM and PM
peak hours of a typical weekday (Tuesday, Wednesday, or Thursday), when Mildred B.
Jensen Elementary School was in full session. .
Based on the analysis of these counts, it was determined that the peak hours of traffic
movements were as follows:

In addition, an accident investigation was conducted using the last four (4) available years
from SWITRS (Statewide Integrated Traffic Records System) records for the intersection of
Bartlett Ave and Loftus Dr. The record research found that there were no vehicle or
pedestrian accidents within this time frame.
Findings
The criteria for determining if all -way stop controls are warranted is based on a number of
factors as set by the California Manual of Uniform Traffic Control Devices ( MUTCD). These
factors include an analysis of minimum volumes of traffic on each street approach,
accidents, vehicle speeds, pedestrian traffic and potential sight obstructions.
Based on a review of these factors, it was determined that the intersection does not meet
minimum volume or accident thresholds as determined by the MUTCD for the installation of

(total of both approaches) averages 300 vehicles per
hour for any 8 hours of an average day.

The combined vehicle, pedestrian and bicycle volumes
entering the intersection from the minor street
approaches averages at least 200 units per hour for the
same 8 hours.
If the 85` percentile approach speed of the major- street
(Posted speed limit is 25 mph)
exceeds 40 mph the minimum volumes are 70 percent of
the above values.
After reviewing this information, the location was further analyzed to determine if other
measures could be used. On Loftus Drive heading westbound towards Bartlett Avenue,
there is an existing pedestrian crossing warning sign posted for westbound traffic in
advanced of the intersection. However, there is currently no stop sign or yellow marked
school crosswalk for pedestrians. Since this path of travel provides a safe route of travel to
school for pedestrians and school -aged children, it has been determined that the addition of
both a stop sign and crosswalk on the west leg of Bartlett Avenue at Loftus Drive is
warranted to improve safety conditions. The addition of this stop sign and crosswalk will
help safely guide pedestrians to the 4 -way stop and marked crosswalk at Bartlett Ave. and
Marshall St. and serve as a travel route to school.
According to the MUTCD, local agencies may adopt rules and regulations by ordinance for
the placement of a stop sign at any location in its jurisdiction where the stop sign would
enhance traffic safety'. In accordance with this provision, it is recommended that both a
stop sign and crosswalk be added at the west leg of Bartlett Ave. and Loftus Dr. to enhance
safety conditions for a school route.

Funding for the stop sign and crosswalk are included in the City's operating budget for road
maintenance.
