SUBJECT: TRAFFIC CONCERNS ALONG ROSE GLEN AVENUE AT ARROYO
DRIVE /OAKMILL AVENUE
SUMMARY
A request was received to discuss traffic concerns along Rose Glen Avenue, south of San
Gabriel Boulevard and north of Oakmill Avenue /Arroyo Drive. A resident in this area
expressed concerns that traffic conditions (vehicle speeding, road characteristics, street
markings /signage) provide for safety concerns for residents in the neighborhood. The
resident has asked that traffic calming measures be installed using the City's Neighborhood
Traffic Calming "Toolbox" Program. Potential improvements may include the use of
additional street striping /markings, parking restrictions, signage, and speed enforcement.
One interesting characteristic of this area is that the border for the cities of Rosemead and
Montebello sits on Arroyo Drive. As such, any improvements that are made would require
the cooperation of both cities.
Staff Recommendation
That the Traffic Commission take public input and provide comments on potential traffic
calming improvements at this location.
ANALYSIS
In November 2012 a request was received to evaluate traffic conditions along Rose Glen
Avenue and Arroyo Drive. A resident in this area indicated that there are several traffic
concerns in the neighborhood, including:
• Excessive vehicle speeding
• Road characteristics — long straight -away road provides for high speeds
• Unsafe conditions for pedestrian crossings
• Street Markings /Signage are not adequate
Rose Glen Avenue is a 50 -foot roadway in between San Gabriel Boulevard and Arroyo
Drive. Rose Glen is a two -lane (one lane in each direction), north -south trending roadway
with low to moderate traffic conditions during morning and evening peak hours. On- street
parking is generally open along the street, with the exception of street sweeping
restrictions. The speed limit is 25 miles per hour along the street.
