CALL TO ORDER An Adjourned Regular Meeting of the City Council of the City of Rosemead was held in the Council Chambers of City Hall, 8838 East Valley Boulevard and called to order by Mayor Pike at 7:30 a.m. 2. ROLL CALL Present: Councilmen: Andersen, Hunter, Maude, Pike, Taylor Absent: Councilmen: None Ex officio: Davenport, Gunn, Graiwer, Tripepi BUSINESS 3. CONSIDERATION OF REQUEST BY INGLESIDE LODGE FOR INCLUSION IN THE CONSOLIDATED FIRE PROTECTION DISTRICT OF LOS ANGELES COUNTY. City Manager Gunn presented this letter of request dated August 30, 1973. ORDINANCE NO. 361. REQUESTING BOARD OF SUPERVISORS TO HAVE CERTAIN TERRITORY WITHIN THE CITY OF ROSEMEAD INCLUDED WITHIN THE CONSOLIDATED FIRE PROTECTION DISTRICT. City Manager Gunn presented this Urgency Ordinance by title. AN ORDINANCE OF THE ROSEMEAD CITY COUNCIL REQUESTING THE LOS ANGELES COUNTY BOARD OF SUPERVISORS TO HAVE CERTAIN TERRITORY WITHIN THE CITY OF ROSEMEAD INCLUDED WITHIN THE CONSOLIDATED FIRE PROTECTION DISTRICT OF LOS ANGELES COUNTY AND DECLARING THE URGENCY THEREOF. Assistant Attorney Graiwer presented possible action that could be taken by the Council to attempt to qualify Rosemead to set Fire District Tax for Revenue Sharing purposes due to the fact Annexation 40 (Ingleside) was not included in the Consolidated Fire Protection District. 1. The Council could adopt this Urgency Ordinance; but with the understanding that the inclusion may require LAFCO approval. 2. The Council could direct the City Attorney to file an application with LAFCO for detachment of the subject property from Monterey Park for the purpose of giving the City of Rosemead benefit of the Revenue Sharing. After that is instituted, the subject property could be reannexed: (MO) It was moved by Councilman Taylor, second by Councilman Maude that further reading be waived and Urgency Ordinance No. 361 be adopted. REQUESTING THAT CERTAIN TERRITORY BE INCLUDED WITHIN THE CONSOLIDATED FIRE PROTECTION DISTRICT. Assistant Attorney Graiwer presented this Ordinance by title. It was moved by Councilman Hunter, second by Councilman Andersen that (MO) further reading be waived and Ordinance No. 362 be Introduced. Page Two C/C Minutes 8/31/73 Roll Call Vote as follows: AYES: Councilmen: Andersen, Hunter, Maude, Pike, Taylor NOES: Councilmen: None ABSENT: Councilmen: None REQUEST FOR APPLICATION TO LAFCO (MO) It was moved by Councilman Andersen, second by Councilman Hunter to request the City Attorney to:make application to LAFCO to detach the subject property - Annexation No. 40 - and annex to Monterey Park. 4. RESOLUTION NO. SETTING TAX RATE FOR FIRE PROTECTION DISTRICT. Assistant Attorney Graiwer advised the Council that action could not be taken on this item until the foregoing item is settled. 5. RESOLUTION NO. 73-88. SETTING LIBRARY DISTRICT TAX RATE. City Manager Gunn presented this Resolution by title. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD PROVIDING REVENUE SHARING CREDIT FOR COUNTY LIBRARY TAXES PAID BY CITY PROPERTY OWNERS BY ELIMINATING EXISTING TAX AND ESTABLISHING A TAX IN PLACE THEREOF. It was moved by Councilman Andersen, second by Councilman Taylor that further reading be waived and Resolution No. 73-88 be adopted. Roll Call Vote as follows: AYES: Councilmen: Andersen, Hunter, Maude, Pike, Taylor NOES: Councilmen: None ABSENT: Councilmen: None Councilman Maude suggested getting together with the other Cities who are having problems similar to ours in setting the tax rates authorized by AB1588 - and that we adjourn to a date before the next regular meeting to evaluate progress. MATTERS FROM CITY OFFICIALS: A. Mayor Pike announced a request by Mayor Tom Bradley of Los Angeles for a proclamation from the City naming September 2 and 3, 1973 as The New Jerry Lewis Muscular Dystrophy Telethon Weekend. Council left this item to the discretion of the Mayor.
