MINUTES
A joint meeting of the Rosemead City Counci..l and the Board
of Education of Rosemead School District and Garvey School
District was held on Tuesday, July 31, 1973 at 7:30 PM in
the Muscatel School Auditorium, Rosemead, California.
Mayor Pike called the City Council to order at 7:30 PM.
ROLL CALL: Present: Councilmen: Hunter, Maude, Taylor, Pike
Absent: (excused) Councilman Andersen
Ex officio present: City Manager, C. Leland Gunn
Assistant City Manager,Frank Tripepi
Garvey and Rosemead School Boards were called to order.
The Pledge of Allegiance was led by Councilman Herbert Hunter,
The Invocation was delivered by Councilman Stuart Maude.
Mayor Pike greeted the school boards and stated that
he was glad to have them all present. He then read selected
comments from a written report that was presented at the
annual League of California Cities by Wilson Riles, State
Superintendent of Education.
Mayor Pike then stated that studies were made on how
unification would effect other schools in the districts
but studies were not made as to the effect unification
would have on the Rosemead Schools.
Mr. Henry Winkler, Immediate Past President of the
Board of the Garvey School District said that before Mayor
Pike went any further he wanted to commend the City Council
for taking the initiative to call the joint meeting.
Discussion continued concerning the possibility of
feasibility studies and where the funds would come from.
SB90 was brought into the discussion because it has changed
school financing drastically and Mrs. Bitely of the Garvey
School Board stated that SB90 was not the God-sent gift
to Education that it is cracked up to be.
After being introduced, Dr. Richard Wales, Special
Services Coordinator for County Schools, was asked why the
feasibility studies that were presently being conducted,
had been undertaken. He stated that the County Committee
can be petitioned to do a study and pursuant to this,
Monterey Park, San Gabriel, and Alhambra petitioned them
to do a study.
He stated that he was working on two proposals for
unification but at this time they were only tentative. One
possibility being an annexation procedure for a portion of
Garvey, this would be taking a portion of Garvey District
and annexing it to Rosemead. He felt this would be
favorable and it is a logical step toward unification.
The other tentative proposal was that of unification on
City boundaries.
Mayor Pike suggested that studies be made to see what
would happen to the City of Rosemead if we had the Rosemead
High School deleted fromthe E1 Monte School District and
included in possible unification based on the Rosemead
City boundaries.
Mayor Pike asked Dr. Wales if the County Committee
would assist with the funding for a feasibility study, and
Dr. Wales stated that they couldn't.
it was suggested by Garvey Board member Sandoval that
the City should finance the studies. At this point, Dr.
Maude asked if we could possibly use information from the
studies presently being conducted. Dr. Wales indicated that
since the studies were made for a particular area, information
was pertinent only to that area. Following further discussion,
it was stated by Dr. Maude that the City of Rosemead should
not pay the entire cost for a study that benefits areas
other than Rosemead.
it was suggested that the City and School District
share in the funding for this study but there was no verbal
support from the Rosemead School Board and Board member
Jack Thornton stated that their budget had been severely
cut already and he personally would not endorse any funding
for these studies.
it was questioned that if the other School District
unified could Rosemead at a later date unify along its
boundaries?
Dr. Wales said that it would be possible but we would
be at a disadvantage.
It was questioned that if the Monterey Park and San
Gabriel petitions to unify are approved, what would it do
for education?
Rosemead School Board answered this by stating that
unification provided for a unified budget and unification
provides for a continuous program from kindergarten through
the 12th grade.
Without having any type of report to base proposals on,
Mayor Pike felt that a study should be condutttd that will
give us answers to some of the questions raised tonight.
All officials present were requested to give the
matter further thought in their deliberations.
Mayor Pike adjourned the meeting at 9:10 PM.
