CC - Item 5A - Request to Participate in the 710 CoalitionROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER DATE: JANUARY 8, 2013 SUBJECT: REQUEST TO PARTICIPATE IN THE 710 COALITION SUMMARY The City recently received a request to participate in the 710 Coalition in partnership with the surrounding cities of San Gabriel, San Marino, Monterey Park, and Alhambra. As proposed, the group will help advocate for the completion of the 710 Freeway from its current terminus in Alhambra to the Interstate 210 Freeway in Pasadena. Participation in this coalition will require an annual financial contribution of $6,000 from Measure R funds to fund strategic planning and outreach efforts to help promote the successful completion of the Interstate 710 extension. Staff Recommendation It is recommended that the City Council authorize the participation in the 710 coalition, including the payment of membership dues and execution of appropriate agreements. DISCUSSION Metro is currently working on an Alternatives Analysis (AA) relative to the Interstate 710 Extension Project (Project). This Project is aimed at attaining the goal of reducing traffic congestion in areas between State Route 2 and Interstates 10, 210, and 605. After completion of the AA, work will initiate on an Environmental Impact Report/Environmental Impact Statement (EIR /EIS). Metro's preparation of the Draft EIR /EIS is underway and is scheduled to be released for public comment in February 2014. As planned, the final document will be completed in spring 2015. Several alternatives are currently under consideration by Metro, including the following alternatives: no build, enhanced transportation systems /transportation demand management (TSM/TDM), enhanced bus /rapid transit services (BRT), enhanced light rail transit services (LRT), and the construction of the 1 -710 Freeway connection between its current terminus in Alhambra and the 1 -210 Freeway. The City was recently approached by members of the 710 Coalition, a group of nearby San Gabriel Valley cities advocating for the successful completion of the 1 -710 freeway extension. The group has asked that the City join the coalition and help participate in efforts to advocate for the freeway alternative listed above. The 710 Coalition has I'[W NCB® City Council Meeting January 8, 2013 Page 2 of 2 provided a proposal, including a cost estimate and scope of services for the Council's consideration. FINANCIAL REVIEW The funding for participation in the 710 Coalition would be paid through Measure R monies. ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (a) of the CEQA Implementing Guidelines.
