SUBJECT: AWARD OF CONTRACT FOR JAY I MPERIAL PARK DESIGN
SUMMARY
In November, 2012, the City issued a Request for Proposals for landscape architectural
design services for Jay Imperial Park. Specifically, the scope of work included
conceptual design, design development, construction documents, and construction
administration services. The deadline for proposal submissions was December 19,
2013, 5:00 p.m. in the City Clerk's Office.
We received proposals from four firms including Steven A. Ormenyi & Associates,
NUVIS Landscape Architecture and Planning, Lawrence R. Moss & Associates, and
Meyer and Associates. All are reputable landscape architecture and design firms with
more than 25 years of experience and all have completed projects in the region. All four
firms have, in their proposals, demonstrated extensive similar municipal project
experience and the requisite expertise to perform the requested services for the Jay
Imperial Park project. Lastly, all firms indicate an ability to complete this phase of the
project, as required, by mid -May, 2013.
However, proposed design and associated costs vary significantly as follows:

As indicated, Lawrence R. Moss & Associates' proposal is more than $46,000 less than
the second lowest bid. Moss & Associates has worked with the City of Rosemead on a
variety of other projects including master planning and landscape design and
consultation. They consistently perform quality work and are qualified to complete the
requested design and affiliated responsibilities for Jay Imperial Park.

Staff Recommendation
It is, therefore, recommended that the City Council authorize the City Manager to enter
into a professional services agreement with Lawrence R. Moss & Associates for
landscape architectural design services for Jay Imperial Park in the amount of $63,000.
Additionally, as the property is not City- owned, it is recommended that contingency
funding in the amount of $9,450 (15% of proposed costs) be approved to cover any
unforeseen circumstances identified through further evaluation of the site. Thus, the
total available contract amount, including possible contingencies, is not to exceed
$72,450.

This item has been noticed through the regular agenda notification process.
FISCAL IMPACT:
Funding for the design and development of Jay Imperial Park is part of a grant from San
Gabriel & Lower Los Angeles Rivers and Mountains Conservancy and has been
included in the Fiscal Year 2012 -13 Capital Improvement Program.
