SUBJECT: SISTER CITY COMMITTEE APPOINTMENTS
SUMMARY
The City Council will consider the appointment of two applicants to the Sister City
Committee Executive Board. Members of the Sister City Committee Executive Board
serve in a voluntary, advisory role to the City Council and have no authority to incur
costs to the City or bind the City in any way.
Recommendation: That the City Council confirm the appointments of Robert Oehler
and Vincent Pao to the Sister City Committee Executive Board.
BACKGROUND
The City of Rosemead has two "sister cities " — Keelung, Taiwan and Zapopan, Mexico.
In recent years the relationship with Keelung, Taiwan has been somewhat active while
the relationship with Zapopan, Mexico has been less active. The purpose of the sister
city program is to "promote cultural, educational, humanitarian and economic
exchange."
Sister City Committee Executive Board members serve in a voluntary, advisory role to
the City Council and have no authority to bind the City in any way. Furthermore,
Administrative Policy No. 10 -08 includes a section entitled City Payment of Expenses
Prohibited which states: "Travel expenses to and from Rosemead's Sister Cities and
related expenditures on behalf of individuals, including members of Sister City
committees and he City Council, will not be paid by the City."
The function and responsibility of the five - member Sister City Executive Board is to
guide the efforts of the Sister City Committee. To be qualified to serve as a Sister City
Executive Board member, a person must reside or work in Rosemead. Two vacancies
exist on the Executive Board due to the resignations of Jeffrey Lin and Win Wang. Both
applicants who are recommended for appointment to the Sister City Executive Board
work in Rosemead. Mr. Pao is employed by Bravo Travel while Mr. Oehler serves on
the Rosemead Chamber of Commerce Board of Directors. The remaining members of
the Sister City Executive Board are James Wang, Daniel Deng, and Tom Wu.
