A. REQUEST TO REVIEW TRAFFIC CONDITIONS ON LOFTUS DRIVE
Summary
A request was received for the Traffic Commission to review traffic conditions and access along Loftus Drive, just
east of Temple City Boulevard. Residents in this area have expressed concerns that left turn access onto Loftus
Drive from Brookline Avenue and Strang Avenue is often delayed, especially during peak morning hours. Further,
there are concerns that existing on- street parking at the southern intersections of Loftus Dr. /Brookline Ave. and
Loftus Dr. /Strang Ave. limits line -of -sight visibility to the east and west. After visiting the site, it was determined that
the installation of some traffic safety enhancements would improve safety in this area.
Staff Recommendation
It is recommended that the Traffic Commission recommend to the City Council the following:
1. The installation of approximately 10 feet of red curbing at each comer of the south intersection of Loftus
Drive /Brookline Avenue and Loftus Drive /Strang Avenue; and
2. The installation of "Keep Clear" pavement markings with limit lines in the westbound travel lanes at the
intersection of Loftus Drive /Brookline Avenue and Loftus Drive /Strang Avenue.
B. REQUEST TO REVIEW TRAFFIC CONDITIONS ON ROSEMEAD PLACE
Summary
A request was received for the Traffic Commission to review traffic conditions on Rosemead Place, from Garvey
Avenue to the street end. The request expressed concerns regarding the street width and that vehicles speed along
the street. In response to these concerns, staff would also like to look at potential traffic calming enhancements
including additional signage and edge line striping. Prior to fully analyzing this location, staff would like further input
from the Traffic Commission as to possible traffic calming measures that could be added. In addition, the resident
that made the request has been encouraged to attend the Traffic Commission meeting to express his concerns
regarding traffic safety in this area.
C. DRAFT CITYWIDE ENGINEERING AND TRAFFIC SURVEY
SUMMARY
The California Vehicle Code requires that the City conduct a citywide speed analysis (Engineering and Traffic
Survey) of local streets every 7 years. This requirement helps to ensure the proper posting of speed limits and also
to enable the Sheriffs Department to utilize radar or other electronic speed measuring devices for speed
enforcement efforts. For state -owned highways (i.e. Rosemead Boulevard) the City must complete the analysis

every 10 years for speed limits to be enforceable. To meet this requirement, staff has coordinated an analysis to
evaluate the existing speed zones within the City of Rosemead.
Staff Recommendation
It is recommended that the Traffic Commission:
1. Review and approve the draft Citywide Engineering and Traffic Survey establishing speed limit zones; and
2. Recommend approval of the Engineering and Traffic Survey to the City Council.
