CC - Item 4F - Sidewalk, Curb and Gutter Replacement Project - Rejection of BidsROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: JEFF ALLRED, CITY MANAGER 4 0 DATE: FEBRUARY 12, 2013 SUBJECT: SIDEWALK, CURB AND GUTTER REPLACEMENT PROJECT — REJECTION OF BIDS SUMMARY As a part of the City's Fiscal Year 2012 -13 Capital Improvement Program, the City Council approved the "Sidewalk, Curb and Gutter Replacement Project," which consists of the repair and replacement of sidewalk, curb and gutter in various locations throughout the City. This project is aimed at increasing pedestrian safety, improving compliance with the Americans with Disabilities Act (ADA) and is funded through gas tax monies. On February 6, 2013, bids were received and reviewed for the project. Staff Recommendation It is recommended that the City Council reject all bids received for this project and direct staff to readvertise the project for bid. DISCUSSION At 11:00 a.m. on February 6, 2013, the City Clerk publicly opened and read one (1) sealed bid with the following result: 1 FS Construction Sylmar, CA $182,438.00 The bid received by FS Construction exceeds the engineer's estimate of $150,000.00. Furthermore, this same project received nineteen (19) competitive bids at this time last year. Staff believes that by rebidding the project and conducting additional outreach to local concrete contractors, more bids will be received, ensuring the City receives the best available prices. FINANCIAL REVIEW Funding for this project is provided for in the Fiscal Year 2012 -13 Capital Improvement Program through state gas tax monies in the amount of $200,000.00. ffEM NO. `� .® City Council Meeting February 12, 2013 Page 2 of 2 ENVIRONMENTAL REVIEW This project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to section 15304 (a). This exemption covers minor alterations of existing land that do not have a significant effect on the environment.
