CALL TO ORDER: The regular meeting of the City of Rosemead Planning Commission was called to order
by Chairman Loi at 7:00 p.m, in the council chambers of the Rosemead City Hall at 8838 East Valley
Boulevard, Rosemead
Commissioner Breen led the Pledge of Allegiance.
Vice -Chair Herrera delivered the invocation.

1. APPROVAL OF MINUTES Minutes of November 4 and 18, 2002.
(MO) Motion by Commissioner Ortiz, seconded by Commissioner Alarcon, that the minutes of the
City of Rosemead Regular Planning Commission Meetings of November 4 and 18, 2002, be
APPROVED as submitted.

2. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS
Deputy City Attorney Stan Price explained the public hearing process and the right to appeal
Planning Commission decisions to the City Council.
3. ADMINISTRATION OF OATH
The assistant planner administered the oath to members of the audience wishing to speak before the
Planning Commission.
4. PUBLIC HEARING
A. CONDITIONAL USE PERMIT 02 -895 -8818 East Garvey Avenue
A request by Mr. Cang Nguyen, dba "A+ Education Center," for the expansion of an
existing afterschool tutoring center located in the M -1 (Light Manufacturing) zone.
Presentation: Planning Director Johnson
Staff recommendation: APPROVE —for a period of one (1) year, subject to the
conditions listed in "Exhibit A."

Planning Director Johnson announced the modification of condition number
twenty -nine ( #29); whereby, CUP 01 -856 shall unify under CUP 02-895—jointly not to
exceed an occupancy load of seventy (70) students and eight (8) employees.

APPROVE Conditional Use Permit 02 -895 for a period of one (1) year, subject to the
conditions listed in "Exhibit A "— inclusive of the condition number twenty-nine ( #29)
modification.

an existing on -sale beer and wine (Type 41) ABC license in conjunction with a restaurant
located in the C -31) (Medium Commercial with a Design Overlay) zone.

Staff recommendation: APPROVE —for a period of one (1) year, subject to the
conditions listed in "Exhibit A."

Owing to the fact that this site's parking lot is always filled and available space is
difficult to find, Chairman Loi inquired whether customer parking is allocated to each
tenant; whereupon, Planning Director Johnson verified a nondesignated parking lot.

Staff recommendation: APPROVE —for a period of six (6) months, subject to the
conditions listed in "Exhibit A."

Questions from the commissioners to the staff
Commissioner Alarcon wished clarification concerning revised conditions. Assistant
Planner Villasenor attested to only one revision; wherein, condition number three (0)
was initially assigned a one (1) -year term, as opposed to the current decrease of six (6)
months.
Chairman Loi requested to know the reason for the term modification; whereby,
Assistant Planner Villasenor replied to compel immediate construction.

ORAL COMMUNICATION FROM THE AUDIENCE
This is the time for the public to address the Planning Commission on any matter not presented on the

MATTERS FROM CITY OFFICIALS AND STAFF
A. Vice -Chair Herrera, Chairman Loi, and Planning Director Johnson wished a Merry
Christmas to commissioners and staff, thereafter, the vice -chair praised the city for an
exceptional lighting display along Valley Boulevard.
10. ADJOURNMENT
There being no other business to come before the commission, the meeting was at journed at 7 p.m.
The next meeting will occur on MONDAY, JANUARY 6, 2003, at 7.00 P.M.
