CALL TO ORDER: The regular meeting of the City of Rosemead Planning Commission was called to order
by Chairman Loi at 7:00 p.m. in the council chambers of the Rosemead City Hall at 8838 East Valley
Boulevard, Rosemead
Commissioner Alarcon led the Pledge of Allegiance.
Commissioner Breen delivered the invocation.
ROLL CALL:
PRESENT: Chairman Loi, Vice- Chairman Herrera, Commissioners Alarc6n, Breen, and
Ortiz

EX OFFICIO: Price, Johnson, Wilkinson, and Romanelli
1. APPROVAL OF MINUTES Minutes of November 4 and 18, 2002, are deferred to December
16, 2002.
2. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS
Deputy City Attorney Stan Price explained the public hearing process and the right to appeal
Planning Commission decisions to the City Council.
3. ADMINISTRATION OF OATH
The commission secretary administered the oath to members of the audience wishing to speak before
the Planning Commission.
4. PUBLIC HEARING
A. CONDITIONAL USE PERMIT 02- 899 -4437 Earle Avenue
A request by Mr. Hoyu Fong for the construction of a single- family residence with over 2,500
square feet of living area located in the R -1, Single- Family Residential zone.
Presentation: Associate Planner Wilkinson
Staff recommendation: APPROVE —for a period of six (6) months, subject to the
conditions listed in "Exhibit A."

In view of the fact that conditional use permits are initially issued for a period of one
(1) year; Commissioner Alarcon put forth the question as to why a six (6) -month
duration has been proposed this time. In response, Planning Director Johnson
explained that residential projects typically stall during the preliminary development
stage; consequently, permit extensions are commonly required. The shorter term will
prevent home construction from being delayed one (1) to two (2) years; moreover, it
will allow new neighborhood owners to be informed of projects that previously lagged
a couple of years after CUP approvals.

Chairman Loi questioned a staff report table inconsistency; in which, a thirty percent
(30 %) Floor Area Ratio was cited, as opposed to the actual forty percent (40 %).
Chairman Loi opened the public hearing to those IN FAVOR of this application:
The applicant, Mr. Hoyu Fong of 7621 Highcliff Street, Rosemead, thanked the
planning staff for a diligent operation and disclosed enthusiasm over this project;
thereafter, Mr. Fong announced his acceptance of the six (6) -month permit term, in
addition to answering any commission questions.
Public hearing was opened to those who wished to OPPOSE the application:
None.
There being no one further wishing to address the commission, Chairman Loi closed the
public hearing segment for this project.
(MO) Motion by Commissioner Alarcon, seconded by Commissioner Ortiz, to APPROVE
Conditional Use Permit 02 -899 for a period of six (6) months, subject to the
conditions listed in "Exhibit A."

B. CONDITIONAL USE PERMIT 02- 900 -4110 Loma Avenue
A request by Mr. Thanh Van Doan for the construction of a single- family residence with over
2,500 square feet of living area located in the R -2, Light Multi - Family Residential zone.
Presentation: Planning Director Johnson
Staff recommendation: APPROVE —for a period of six (6) months, subject to the
conditions listed in "Exhibit A."
Applicant(s): In the audience.
Questions front the commissioners to the staff:
Planning Director Johnson revealed the inclusion of supplementary condition number
twenty -five ( 425); wherein, it is stated: "The existing fence material along the north
property line shall be removed and replaced with a decorative concrete block wall 6
feet in height.... "
Chairman Loi opened the public hearing to those IN FAVOR of this application:
The project architect, Mr. Lam Nguyen of DLA Design Center, 11770 East Warner
Avenue, Suite 205, Fountain Valley, vowed to maintain a spacious and aesthetically
beautiful project design while concurrently accommodating staff requirements. In
conclusion, Mr. Nguyen bid the commission's approval of this application.
Public hearing was opened to those who wished to OPPOSE the application:
None.

Conditional Use Permit 02 -900 for a period of six (6) months, subject to the

A request by Andy Lam, dba "Rosemead Kumon Math and Reading Center," for the
operation of an afterschool tutoring center.
Staff recommendation: APPROVE —for a period of four (4) years, subject to the
conditions listed in "Exhibit A."

Questions from the commissioners to the staff.•
Commissioner Breen urged a five (5) -year extension, in preference to four (4) years.
Chairman Loi closed the puhlic hearing segment for these projects.
(MO) Motion by Commissioner Breen, seconded by Commissioner Alarcon, to APPROVE
Conditional Use Permit 96 -684 (Extension) for a period of five (5) years, subject to
the conditions listed in "Exhibit A."

CONSENT CALENDAR
A. PC RESOLUTION 02 -53 —A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA,
APPROVING CONDITIONAL USE PERMIT 02 -885 FOR THE OPERATION OF AN
AUTO BODY AND PAINT SHOP WITH THE WHOLESALE AND STORAGE OF
AUTOMOTIVE PARTS TO BE LOCATED AT 2714 RIVER AVENUE IN THE M -1
(LIGHT MANUFACTURING) ZONE (APN: 5282- 026 -025).
Deputy Attorney Stan Price presented the resolution by title only.
(MO) Motion by Commissioner Breen, seconded by Commissioner Alarcon, to waive
further reading and adopt said resolution.

7. ORAL COMMUNICATION FROM THE AUDIENCE
This is the time for the public to address the Planning Commission on any matter not presented on the
agenda.
No response.
8. MATTERS FROM CITY OFFICIALS AND STAFF
A. Commissioner Alarcon reported graffiti at the intersection of Ramona and Burton Avenues.
B. Associate Planner Wilkinson wished everyone a Happy Thanksgiving holiday.
C. Chairman Loi related a vacation rescheduling; whereby, he would be present for the
December 16 commission meeting.
D. Planning Director Johnson provided a Wal -Mart update; whereupon, the city council voted
not to proceed with the Redevelopment Area No. 1 amendment integrating the Wal -Mart sign
until their application is filed, fees paid, and the Environmental Impact Report (EIR) is
completed. Furthermore, owing to incomplete applicant submissions, Director Johnson
declared the probable postponement of the December 4 commission meeting.

There being no other business to come before the commission, the meeting spas atjourned at 7 p. /IL
