CALL TO ORDER: The regular meeting of the City of Rosemead Planning Commission was called to order
by Chairman Alarcon at 7:00 p.m. in the council chambers of the Rosemead City Hall at 8838 East Valley
Boulevard, Rosemead
Vice Chairman Loi led the Pledge of Allegiance.
Commissioner Herrera delivered the invocation.

1. APPROVAL OF MINUTES Minutes for December 17, 2001, were deferred to the next
meeting.
2. EXPLANATION OF HEARING PROCEDURES AND APPEAL RIGHTS
Deputy City Attorney Stan Price explained the public hearing process and the right to appeal
Planning Commission decisions to the City Council.
3. ADMINISTRATION OF OATH
The commission secretary administered the oath to members of the audience wishing to speak before
the Planning Commission.
4. PUBLIC HEARING
A. DESIGN REVIEW 01 -96 /CONDITIONAL USE PERMIT 01- 857 -9512 Valley Boulevard
A request by Jeff Chen, dba "Comfort Suites Hotel," for the development and operation of a
sixty -five (65) -room hotel located in the C -3C, Medium Commercial with a Design Overlay
zone.
Presentation: Assistant Planner Villasenor
Staff recommendation: APPROVE —for a period of one (1) year, subject to the
conditions listed in "Exhibit A."

Concerned with inadequate parking availability, Vice - Chairman Loi inquired whether
seventy -one spaces would suffice for fifteen (15) employees; at which point, Assistant
Planner Villasenor answered affirmatively stating that the number of parking bays
fulfill the "one (1) space per hotel room" code requirement. Planning Director
Johnson concurred revealing that one hundred percent (100 %) occupancy is a rarity in
the hotel business. In view of the fact that Los Angeles -based hotels only demonstrate a
sixty (60 %) to sixty -five percent (65 %) tenancy, plus employees generally do not own a
vehicle and cover different work shifts; it is determined, therefore, that a parking
deficiency is not anticipated.

Municipal Code to construct a residential addition that is less that the required lot size located
in the R -2, Light Multi- Family Residential zone.

Staff recommendation: APPROVE— subject to the conditions listed in "Exhibit A."

of all conditions; then he announced his availability to answer any questions.

C. TENTATIVE PARCEL MA 26446 /CONDITIONAL USE PERMITS 01 -847, 848, 849,
850 - 7637 -41 Graves Avenue
A request by Gilbert Lo for the subdivision of one (1) residential parcel into four (4) lots with
the development of four (4) new single - family residences each with a living area of over 2,500
square feet located in the R -2, Light Multi- Family Residential zone.
Presentation: Planning Director Johnson
Staff recommendation: APPROVE —for a period of two (2) years, subject to the
conditions listed in "Exhibit A."

Chairman Alarcon opened the public hearing to those IN FAVOR of this application:
The project engineer, Mr. Tom Cao of Tritech Associates, 135 North San Gabriel
Boulevard, Suite 100, San Gabriel, commended staff for a thorough staff report;
thereafter, Mr. Cao requested the right to rebut any opposition and declared his and the
applicant's full acceptance of all conditions.
Public hearing was opened to those who wished to OPPOSE the application:
Ms. Dolly Leong of 8455 Mission Drive, Rosemead, voiced her opposition to the four
(4) -unit project citing oversized, overpriced homes and an unwelcome east side block
wall as her principal grievances. Moreover, Ms. Leong requested that the project
designer and commissioners restrain pricing and establish an easement that would
provide a fire department turnaround and a weed abatement access way to her adjacent
property.
In rebuttal, the engineer, Mr. Cao, informed the complainant that an approved fire
department access design does not require a turnaround alongside her parcel. In
addition, Mr. Can disagreed with the costly, sizeable units argument stressing the fact
that the existing Del Mar and Graves housing development comprises a higher floor
area ratio than the proposed project; additionally, code compliance has been satisfied all
around.
Deputy City Attorney Stan Price notified Ms. Leong that the Planning Commission
does not have the authority to direct pricing. On the other hand, the right to appeal
commission decisions to the city council is always an option.
There being no one further wishing to address the commission, Chairman Alarcon closed the
public hearing segment for this project

Tentative Parcel Map 26446 /Conditional Use Permit 01 -847, 848, 849, and 850 for a
period of two (2) years, subject to the conditions listed in "Exhibit A."
