A regular meeting of the Planning Commission
of Rosemead was held in the City Hall, 3964
Boulevard. The meeting was called to order
Wilt at 8:02 o'clock p.m.

The Pledge of Allegiance was led by Commissioner McCaffree.
Absent: Commissioner Rightmeier.
Ex officio: Boyko, Flanery, Woollett, Armstrong.
Present: Commissioners: Casares, Lieberg, McCaffree, Sam,
Sandquist, Wilt.
Commissioner Rightmeier arrived at this time.
APPROVAL OF MINUTES:
It was moved by Lieberg, second by Sam that the minutes of
March 7, 1960, be approved as presented. Roll call vote as
follows: Ayes: Casares, Lieberg, McCaffree, Rightmeier,
Sam, Sandquist, Wilt. Noes: None. Absent: None.
4. HUMBLE OIL: REQUEST FOR ZONE EXCEPTION.
Attorney Boyko stated that the conditions discussed at the
last meeting have now been setup with language and form
which he believes will be agreeable to the Commission and
Humble Oil.
Attorney Doherty representing Humble Oil suggested that as
each condition came up which had been changed in any manner,
he would state Humble Oil's acceptance.
1. Was changed to read after the word submitted, the
words to the Planning Commission for approval were added
and in line 6 the semi colon was changed to a comma and the
words as so approved added. Attorney Doherty stated Humble
Oil would accept condition No. 1 as amended.
2. The last word in line 3 and the first two words in
line F(or 3/8 ") be stricken. Line )3 after the word gates
the semi colon be changed to a comma and the following in-
serted by anchoring the fence to be erected along the nor-
thern and southern boundaries to the existing wall; be in-
serted. Attorney Doherty stated the deletion and amendment
in condition No. 2 was acceptable to Humble Oil.
3. Attorney Boyko stated the first correction should
be the typographical error in the last line. The word in-
stalled should read insulated. Line 5 the semi colon after
the word gas should be changed to a comma and the following
inserted in the event natural gas becomes unavailable.
Attorney Doherty stated Humble Oil would accept condition No-3.
4. Attorney Boyko stated the fourth word in line 3
shoulTbe stricken. Attorney Doherty stated this change was
acceptable to Humble Oil.
7. Attorney Boyko stated that through an oversight one
of the sub items listing agencies had been omitted, sub item
(5) should be added to read Industrial Waste Division, De-
partment of County Engineer. Attorney Doherty stated con-
dition No. 7 was acceptable to Humble Oil as modified.
10. In line 6 should have the words in height in the
aggregate stricken and the word apart inserted in this place.
Attorney Doherty stated that condition No. 10 was acceptable
to Humble Oil as amended.
24. Attorney Boyko stated that the following should be
added to condition No. 24. Any producing well site and pro-
duction and storage facilities shall, be surrounded with
trees, shrubbery, plants, and screens which shall be continu-
ously maintained, so as to develop attractive landscaping.
Attorney Doherty stated condition No. 24 was acceptable
to Humble Oil.
30. Line I of'condition No. 30 should have a comma
placed after the word site and the word and at this point
should be stricken, line 2 the second word are should be
stricken and shall be inserted in its place. Attorney Do-
herty stated condition No. 30 was acceptable.to Humble Oil.
32. Attorney Boyko stated that.this next suggested
change was at the request of.Humble Oil. The following
conditions were stricken in lines 2 acid 3 "where such outer
limits are contiguous with residential property,': and the
following inserted, excluding, howeveF, the eastern boundary
of the drill site, which is adjacent to the Rubio Wash.
Attorney Doherty stated condition No. 32 was acceptable to
Humble Oil.
38. A typographical error in condition No. 38, line 2
the worU special was changed to read public.
The following wall variables were reported by Humble Oil,
measurements were taken each 100 feet on the existing flood
control wall 6'3" - 7 - 7 11" - 6' - 61 - 7 1 4" - 7 1 2 " -
6'6 " , additionally there is a 4' high cyclone type chain
link fence atop this wall with an additional single strand
of barbed wire. It was moved by Lieberg, second by Sandquist
that this statement be entered into the record as acceptable.
Roll call vote as follows: Ayes: Casares, Lieberg, McCaffree,
Rightmeier, Sam Sandquist, Wilt. Noes: None. Absent: None.
Attorney Boyko stated that the legal requirements of the
zoning ordinance have been complied with. It is now in
order to receive a recommendation from the staff.
Advisor Flanery stated the Commission may find that (1) it
appears probable that there is oil underneath the property
under consideration or under adjacent property which oil
cannot be otherwise . extracted, and that (2) such exception
will not be materially detrimental to the public welfare
nor to the property of other persons located in the vicinity
thereof.
It was moved by McCaffree, second by Sandquist.that the
Planning Commission accept the Humble Oil's request for
zoning exception subject to the revised conditions. It
was requested by Attorney Boyko that the motion be amended
to read that the Commission grant a proposed zone exception
based upon the findings of fact as stated by Planning Ad-
visor Flanery and subject to the conditions as revised to-
night. Roll call vote as follows: Ayes: Lieberg, McCaffree,
Rightmeier, Sam, Sandquist, Wilt. Noes: None. Absent: None.
Casares abstained from voting.
Attorney Doherty expressed his thanks to the Commission and
staff.
GRIEGORIAN: REQUEST FOR ZONE EXCEPTION.
Advisor Flanery stated that the Commission had a small use
map in their possession showing past uses of the property
under discussion. He explained further that investigations
were made during the day when disposal trucks.would be in
service - so this report could not state whether or not this
property was used for storage of trucks at night. Advisor
Flanery stated further that possibly the proposed use would
be less detrimental than some uses permitted under the pre-
sent zoning - such as a public garage or boxing arena and
it was his opinion that increased property values would ul-
timately force an operation.such as this to move.
Secretary Woollett advised the Commission that he had re-
ceived three communications concerning this matter and

would be happy to read them in full.if the Commission wished.
Communications read in full by Secretary Woollett.
George Grabler., 8902 East Mission Drive, stated he had sold
Lot 29 on the corner of Steele and Hart Streets to Mr. .
6riegorian in 1940 and it.,had been used for truck storage
since the date of purchase.
The Rosemead Chamber of Commehce communication contained a
resolution requesting that this exception be denied.
Robert Shapiro, owner of property at 9131 East Valley Blvd.
protested the granting of this exception.
Attorney Welton, representing Mr. Griegorian called attention
to the petition filed at the public hearing and signed by
those persons immediately affected. '
Commissioner Lieberg asked Mr. Griegorian for an estimate
of the improvements not including property or buildings
previously constructed. Mr.`Griegorian gave an estimate
of $45,000.00.
Commissioner Casares moved that this exception be granted
subject to the conditions suggested by the Planning Advisor
including Items 16 through 19.
Chairman Wilt asked Advisor Flanery if this exception were
granted if it would still be necessary to obtain special
permits for the construction of the wall and radio tower.
Advisor Flanery stated it would be necessary.
Attorney Welton stated applications have been made for these
permits. Commissioner Casares's motion dies for lack of a
second.
Commissioner Casares stated i.n his opinion, being familiar
with this area that Mr. Griegorian's proposed . use was not
detrimental due to surrounding business such as a garage,
lumber yard, used plumbing, etc.
After considerable discussion, it was moved by Rightmeier,
second by Sam that this request for zone exception be denied.
Commissioner Lieberg called attention to the action taken
by the Commission on January 4, 1960. He stated further
that he felt that improvements had been made in anticipation
of the zone exception, rather than waiting for the outcome.
Roll call vote as follows: Ayes: Lieberg, McCaffree, Right -
meier, Sam, Sandquist, Wilt. Noes: Casares. Absent: None.
Advisor Flanery was asked to state the findings of,fact
which were,]. That there were protests to the granting of
this exception. 2. There are no practical difficulties
or unnecessary hardships in the denial of this exception.
Chairman Wilt stated that if there were no objections,.
Advisor Flanery's findings would be adopted.
Secretary Woollett advised Mr. Griegorian that this matter
can be appealed to the City Council if he so desires.
Attorney Boyko advised Mr. Griegorian that he has fifteen
(15) days in which to appeal.
ZWICK: ZONE EXCEPTION - PUBLIC HEARING.
Factual data concerning this proposed exception was provided
by Advisor Flanery.
Chairman Wilt stated that the Public Hearing was now open.

All persons wishing to testify before the Commission this
evening concerning any matter should stand and be sworn
in at this time. The oath was administered by.Advisor.Flanery,
Mrs. A.W. Baerthlein, 8921 East Nevada Avenue,
Catherine Sproul], 3946 North Ivar Avenue,
Willietta Kunz, 3911 North Ivar Avenue,
Mrs. Edith O'Reilly, 8846 East Valley Boulevard
All addressed the Commission favoring the granting of this
exception.
Mrs. Edith Vannoy, 8914 East Nevada Avenue, objected to the
granting of this exception.
After considerable discussion by the Commission, Murray Zwick
stated he would be happy to grant an easement on his property
for later development as an access way to parking areas.
Chairman Wilt stated if there was no one else who wished to
speak concerning this exception and if there were no objec-
tions from the Commission this Public.Hearing would be
closed,.there were no objections.
Commissioner Casares stated that there seemed to be a great .
similarity between this proposed exception and the- proposed
exception by Griegorian. After further discussion it was
moved by Sandquist, second by McCaffree that the Commission
continue the matter of the Zwick Zone Exception request
until the next regular meeting of this Commission and in-
struct the staff to prepare for presentation to the Commission
a draft of the condition to be attached indicating access
to the parking property. After a short discussion, roll call
vote as follows: Ayes: Casares, Lieberg, McCaffree,
Rightmeier, Sam, Sandquist, Wilt. Noes: None. Absent: None.
7. It was moved by Sam, second by Casares that in regard to the
Humble Oil matter people in the North Heglis Tract had no
chance to speak concerning this exception and therefore,
it would be the wish of the Commission that Secretary Woollett
inform these people as to the reasons they were not contacted.
8. Secretary Woollett stated that he had contacted fourteen (14)
Planning Consultants and that he could have one here next
Wednesday if that was alright with the Commission.
After considerable discussion it was decided to hear these
consultants during the next two weeks on Wednesdays and
the following two weeks on Fridays.
It was moved by Casares and second by Rightmeier that the
Commission hold public meetings for the purpose of hearing
presentations by the various Planning Consultants on Wed-
nesday during the next two weeks and Friday the following
two weeks. Roll call vote as follows: Ayes: Casares,
Lieberg, McCaffree, Rightmeier, Sam, Sandquist, Wilt.
Noes: None. Absent: None.
Secretary Woollett stated the area he had given these con-
sultants for consideration was Broadway on the North, Rush
Street on the South, the City of San.Gabriel on the West
and the City of El Monte on the.East.
It was moved by Casares, second by McCaffree and unanimously
carried that the meeting adjourn. Next regular meeting
April 4, 1960. Meeting adjourned 10:57 o'clock p.m.
