Minutes of March 7, 1960
A regular meeting of the Planning Commission of the City of Rosemead was
held in the City Hall, 3964 North Rosemead Boulevard. The meeting was
called to order by Chairman Wilt at 6:00 o'clock p.m.
The Pledge of Allegiance was led by Secretary Woollett.
2. Present: Commissioners: Casares, Lieberg, McCaffree, Rightmeier, Sam,
Wilt, Sandquist.
Absent: None.
Ex officio: Boyko, Flanery, Woollett, Armstrong.

APPROVAL OF MINUTES:
It was moved by Casares, second by Sam that the minutes of February 15,
1960, be accepted as printed and the reading waived. Roll call vote as
follows: Ayes: Casares, McCaffree, Rightmeier, Sam, Sandquist, Wilt.
Noes: None. Absent: None. Lieberg abstained from voting as he had not
read the minutes.
Commissioner Lieberg requested the chair to determine the number of persons
present concerning each item on the agenda. Since only two people were
present concerning Item 6, it was moved by Lieberg, second by Rightmeier
and unanimously carried that Item 6 on the agenda be heard at this time.
All persons present who desired to address the Commission, either for or
against any matter this evening were requested to stand and be sworn in.
Advisor Flanery administered the oath.
LUPOLI: PLOT PLAN APPROVAL.
Advisor Flanery presented the factual data concerning this proposed de-
velopment. Mr. and Mrs. Ray Lupo)!, 9044 East Hershey Street, Rosemead,
were present to answer any questions concerning their proposal.
It was moved by Casares, second by Lieberg that the Commission approve
this plot plan subject to ordinance requirements. Roll call vote as
follows: Ayes: Casares, Lieberg, McCaffree, Rightmeier, Sam, Sandquist,
Wilt. Noes: None. Absent: None.
5. HUMBLE OIL COMPANY: REQUEST FOR ZONE EXCEPTION - DISCUSSION.
Commissioner Casares stated that he had contacted several persons living
approximately 75 feet from the drill site at 4th and Breed in Los Angeles.
They did not feel that this well was a nuisance now, the only complaint
being the amount of royalty payments, which were approximately 25C per
month.
Chairman Wilt asked Commissioner Sam to give his views concerning noise.
Commissioner Sam read excerpts from a book comparing decible ratings to
familiar sounds.
Commissioner Sam stated further that the new tract on Heglis Avenue had
received no written notice and had not been approached with a petition.
Commissioner Lieberg stated that decible ratings were very difficult for
the layman to understand due to the fact that humidity must also be taken
into consideration.
Secretary Woollett read in full the proposed zone exception conditions
compiled by Commissioner Lieberg.
Commissioner Casares requested that these restrictions not be reread, but
considered by number.
Commissioner Sam requested the Commission to please consider the matter
that he had brought before them concerning the residences on Heglis Avenue
that had not been notified. After considerable discussion concerning
this matter (10 homes - 6 or 7 now occupied). it was decided that the
Public Hearing would not be reopened
Frank Doherty representing Humble Oil Company stated that the law requires
all persons appearing on the last equalized assessment roll be notified,
these people are not listed on this roll.
It was moved by Casares, second by Rightmeier and unanimously carried
that this discussion end and we proceed with the meeting.
The proposed conditions as submitted by Commissioner Lieberg were taken
up in number order.

5; 5a, 5b. No comment.
6. It was suggested by Attorney Boyko that immediately following
the word agency, that the following should be added "or such other
agencies as should be specified by the Planning Commission from time to
time ".
6a. No comment.
7. Commissioner Lieberg stated that this item is a Los Angeles
County requirement and he would certainly appreciate it if Advisor Flanery
could explain it. Advisor Flanery stated that this requirement is always
included, but he was unaware of the reasons. Attorney Doherty explained
teat this requirement is to determine the various water tables so as to
protect them from contamination.
b. The question arose concerning the required 8 foot fence sur-
rounding the entire drill site and the 6 foot fence around sumps.
Attorney Doherty stated that it would be a simple matter to place 45 deg.
angle barb wire around the top of this fence.

10. Commissioner Casares questioned the dating in this item and
was assured by Commissioner Lieberg that these dates were intended as
a basis to work from.

13. No comment. 13a. Secretary Woollett stated that he would like
to clarify the width of Sullivan Avenue, the dedicated width is 40 feet
and not 50 feet as stated in this item. Attorney Doherty stated he would
request that the entire Item 13a be stricken. That Humble Oil volunteers
to post bond concerning the use of this roadway, but the way this item
is drawn -up puts them in the position of insurers, Attorney Doherty
further stated that Humble Oil would be willing to post a $5,000.00
bond and the County Engineer to be the sole judge concerning damage
to this roadway. After a short discussion it was decided to pass.
this item for the time being with a recommendation to be made by Attorney
Doherty at the conclusion of the discussion of these conditions.

15. No comment. 15a. Commissioner Casares asked i.f these figures
were customary. Attorney Boyko stated that the $500,000.00 might be high.
Attorney Doherty stated this was no problem.
16. No comment. 16a. Attorney Doherty stated that if this site
reached commercial production these facilities would be made permanent.
17, 17a, 17b. No comment.

20. Attorney Doherty stated that most conditions imposed give the
oil company the option of using either process, this condition would limit
them to one or the other. It was suggested by Attorney Boyko that the
first portion of Item 20 be stricken, and this portion added to Item 3,
"provided these are completely enclosed with buildings installed with
sound - deadening materials ".

22. Attorney Doherty stated that it would not be practicable to
pipe out oil in non commerical quantities, that possibly small amounts
may need to be trucked out. This condition was changed to read after
commercial production is obtained oil shall be removed from the drill
site by pipe line only subject to Item 12.

26, 26a. No comment. 26b. After considerable discussion it was
changed to read-70 decibles during the day', 65 decibles at night.at the
exterior limits of the drill site as maximum reading.
Commissioner Casares requested a recess at this time, this request tem-
porarily delayed.
27, 28, 29. Are standard provisions. Advisor Flanery stated he
Is convinced that these three items should remain unchanged. Attorney
Boyko was asked by the Commission to investigate Item 26.
Attorney Doherty was asked at this time to give his recommendation on
Item 13. Attorney Doherty stated that he would like to have the letters
concerning this matter included in this condition providing a special
$5,000.00 bond or any reasonable amount and the County Engineer be the
sole judge of Humble Oil's actual damage to the roadway.
The Chairman declared a five minute recess.
it was moved by Li.eberg second by McCaffree that the Commission request
the Attorney to bring the required documents to the next regular meeting
in legal form for necessary action. Roll call vote as follows: Ayes:
Lieberg, McCaffree, Rightmeier, Sam, Sandquist, Wilt. Noes: None.
Absent: None. Casares abstained from voting.
6. GRIEGORIAN: ZONE EXCEPTION - PUBLIC HEARING.
The factual data concerning this proposed exception was presented by
Advisor Flanery.
Attorney, Francis Welton, 5811 North Temple City Blvd., Temple City,
representing Mr. Griegorian addressed the Commission concerning this
matter.
Attorney Welton submitted a petition signed by property owners in the area
favoring the granting of this exception. This petition was accepted by
the Commission and designated Proponents Exhibit "B ".
Attorney Welton submitted a map of the area designating the properties
that were represented on this petition. This map was accepted by the
Commission and designated Proponents Exhibit •'C ".
Secretary Woollett stated that four (4) notices of this hearing had been
returned.
Secretary Woollett further stated that a communication had been received
from Samuel S. Salve. This communication protesting the granting of this
exception was accepted by the Commission and designated Opponents Exhibit
No. i
Mrs. Faye B. Kline, 4028 N. Loma Avenue, Rosemead;
Bob Shapiro, 3803 North Rio Hondo Avenue, Rosemead;
S. W. Rich, 3926 North Hart Street, Rosemead;
Val Dupuis, 9156 East Bentel Street, Rosemead; addressed the Commission
opposing the granting of this exception.
A short rebuttal was given by Attorney Welton.
When questions of water flow and drainage arose Mr.Griegorian4 representative
Mr. A.R. Blakesley, 1310 South Myrtle Avenue, Monrovia, Engineer was...
called upon to answer these questions.
Dr. Stuart H. Maude, 9639 East Valley Boulevard, stated an operation of
this type belongs in an M -1 zone, that to develop a good business district
you must follow good business practices.
Chairman Wilt asked if there was anyone else present desiring to speak on
this matter, since there were none, Chairman Wilt declared the Public
Hearing closed.

It was moved by Lieberg, second by Sandquist that this item be continued
until the next regular meeting of this Commission. Advisor Flanery is to
investigate history of use and zoning and report same. Roll call vote as
follows: Ayes: Casares, Lieberg, McCaffree, Rightmeier, Sam, Sandquist,
Wilt. Noes: None. Absent: None.
It was moved by Casares, second by Lieberg that the staff be further re-
quested in its report to: 1. Make a recommendation of the desirability
of the property for exception. 2. In the event the exception is granted
to formulate a set of conditions to attach to the exception to satisfy
and protect adjacent property owners. Roll call vote as follows: Ayes:
Casares, Lieberg, McCaffree, Sam, Sandquist, Wilt. Noes: Rightmeier.
Absent: None.
7. PLANNING COMMISSION RECOMMENDATIONS ON ANNEXATIONS. ANNEXATION NO. 3.
ANNEXATION N0. 4. ANNEXATION NO. 7.
Secretary Woollett stated he had received no indication from Annexation
Areas 3 and 4 for specific zoning requests. Several requests had been
received concerning possible zoning for Annexation Area 7•
Homes of Merit owning three (3) parcels of ground and have a current M -3
zoning on the front portion of the property, requested M -3 zoning for all
the property.
Mr. Matteson, 9030 East Garvey Avenue, the property adjacent to the west
of Homes of Merit was satisfied with the existing zoning.
F.E. Campbell,9022 East Garvey Avenue, owning four (4) parcels of ground
was satisfied with the existing zoning.
Edward M. Zaffina, 2329 Honolulu Avenue, Montrose, requested M -3 zoning.
It was moved by McCaffree, second by Lieberg, 1. that this property be
recommended for annexation by the City and 2. if the property is so an-
nexed to the City the zoning might be as requested this evening. In the
absence of a request,existing zoning to be continued. Roll call vote as
follows: Ayes: Lieberg, McCaffree, Rightmeier, Sam, Sandquist, Wilt
Noes: Casares. Absent: None.
It was moved by Casares and second by Sandquist that the Commission recom-
mend to the City Council that if Annexation Areas 3 and 4 are annexed to
the City that the existing zoning be continued unless requested otherwise.
Roll call vote as follows: Ayes: Casares, Lieberg, McCaffree, Rightmeier,
Sam, Sandquist, Wilt. Noes: None. Absent: None.
It was moved by Lieberg, second by Sam that the meeting adjourn. The
next regular meeting will be March 21, 1960. Roll call vote as follows:
