Minutes of December 19, 1960
A regular meeting of the Planning Commission of the City
of Rosemead was held in the City Hall Council Chambers
3954 Rosemead Boulevard- The meeting was called to order
by Chairman hilt at 0:10 p.m. o'clock.
1. The Pledge of Allegiance was led by Commissioner Casares.
2. Present: Commissioners: Buchanan, Casares, Lieberg,
McCaffree, Wearden, Wilt.
Absent: Commissioner: Kunz.
Ex officio: Boyko, Flanery, Pederson, Lazzarino.
3. APPROVAL OF MIMITES:
It was stated by Buchanan that on Page 2, Item 7, Paragraph
2, the last line should read "side on Grand Avenue between
Earle and Delta Streets be vacated ".
Commissioner MIcCaffree stated the word "Christie]" in the
title of item 7, Page 2 should be changed to "Christian ".
Ccirmissioner Kunz arrived at this time ( : p.m. o'clock).
Commissioner Lieberg stated that he felt when minutes referred
to a report, a copy of that report should be attached to the
minutes; also, conditions attached to Zone Exception Cases,
Plot Plans, etc., should be fastened to the pertaining
minutes.
It was moved by Buchanan, second by Casares and unanimously
carried that the minutes of November 21, 1960 be approved
as corrected.
<<. ORDINANCE PERTAINING TO THE PROTECTION! AND REGULATION OF
PUBLIC SIDEWALKS.
It was moved by Lieberg, second by McCaffree and unanimously
carried that this item be placed after Item R on this agenda.
5. PLOT PLAN NO. 34 - . JANICE BARTLETT, CHARLOTTE SIPPLE,
8817 GUESS STREET, 3914 MUSCATEL AVENUE.
Advisor Flanery presented the factual data.
After a brief discussion W. K. Bartlett Jr. 1020 E. Marbury
Street, lJest Covina spoke on behalf of the owners.
After discussion it was stated that the proposed house on
parcel D to be constructed at a fubH(e date would convert
this plan into a subdivision with /providing subdivision
requirements. In addition, Commissioner Buchanan pointed
out the difficulty of getting fire apparatus into the back
area.
Attorney Boyko stated he felt the purpose of the Subdivision'
Ordinance was not to prolong construction on a five or more
parcel area, but to prevent inadequate provisions for such an
area. Mr. Boyko added the City was in the process of consider-
ing an ordinance covering subdivision which could be modified
to apply to small scale subdivision problems.

It was moved by'Wearden, second by Lieberg that Plot Plan No. 34
be tabled until the small subdivision ordinance is submitted
and that further study be made of the general area involved.
After further discussion, Wearden with the consent of second,
withdrew his motion.
Attorney Boyko suggested that the applicant be advised to
meet with the staff to determine the possibility of working
out a subdivision plan.
A substitute motion was presented by Commissioner Lieberg,
second by Kunz that consideration of Plot Plan No. 34 be
continued until the regular meeting of February 6, 1961
without prejudice to the applicant to submit a revised plan
or subdivision.
Roll call vote as follows: Ayes: Buchanan, Casares, Kunz,
Lieberg, McCaffree, Wearden, Wilt. noes: None. Absent: None.
ZEC 10: E.L. AND W.D. TINGLEY - EAST SIDE OF ROSEMEAD BLVD.
APPROXIMATELY 100 FEET SOUTH OF STEELE STREET.
Advisor Flanery presented the factual data.
Chairman Wilt declared the Public Hearing open, 9:15 p.m.
o'clock.
Advisor Flanery administered the oath to Leslie Olson, 1022
Tristan Drive, who spoke on behalf of the owner. :M.r. Olson
stated the carportwall would extend to the roof line cutting
off any sound traveling to neighboring properties.
In answer to Commissioner Lieberg's inquiry, Mr. Olson stated
that the apartment house would have approximately 7 or � two
bedroom apartments and the rest would be one bedroom apartments.
There would be 29 Apartment units„ approximately 35 bedrooms
and 29 off - street pari;ing spaces provided.
After further discussion, Per. Flanery swore in Albert .I.
Zimmerman, X22 ilakeefer Avenue, Azusa, owner of property on
Guess Street who stated he was in favor of re- zoning this
property and other property in that area.
After considerable discussion Advisor Flanery swore in
Robert Berger 9017 Guess Street Rosemead who asked whether
a wall would be provided at the southerly end of the - proposed
layout, and if so how high it would be.
It was stated a wall would be provided at both the northerly
and southerly property lines and the usual height was six feet
high.
Mr. Olson was as•ed how disposal trucks could get in to pick-
up the trash and turn around in the 15 foot area allowed for
this. Mir. Olson stated that this would present a problem,
but that space for containers could be included in the front
landscape in an attractive way. It was pointed out that
disposal pici< -ups along Rosemead Boulevard could cause traffic
problems.
Advisor Flanery swore in Robert ?"ayor., ^020 Second Street
Downey. Mr. Mayor reminded the Commission that Rosemead
Boulevard was a divided highway at the point where this apart-
ment house was to be erected and that cars leaving from this
driveway could only travel in one direction.
Mr. Wilt assured ?r. Mayor that the Commission was aware of
this fact but that traffic at this point was extremely heavy
during certain hours and considerable during the rest of the
time.

Attorney Boyi<o asked Pair. Olson what the hardships in t h i s
case were to distinguish this as a Zone Exception Case
instead of a Zone Change.

i Olson stated that the piece of propertyinvolved did not
have accessway to public streets; that although it was just
one lot, three - fourths of the lot was zoned R -3, the other
portion R -1 and it did not seem feasible to build a single -
family residence on the back piece of property when the front
area was zoned R -3.
Chairman Wilt asked if there were any other persons wishing
to speak for or against Zone Exception Case No. 10. There
being no further participants, Chairman Wilt declared the
Public Hearing closed: 9 :47 p.m. o'clock.
It was moved by Lieberg., second by ilcCaffree that a request
go to the Traffic and Safety Commission to supply the Planning
Commission with their opinion of the 15 foot driveway with
access to Rosemead Boulevard, giving them the number of
carports using that driveway. In addition a copy of the
general layout of this property should be supplied to each of
the Commissioners for study, and that this item of business
be continued to the regular meeting of !anuary 16. 1961.

TENTATIVE TRACT NO. 26273.
Advisor Flanery presented the factual data.
Chairman Wilt declared a short recess, 10 :07 o'clock p.m.
Meeting called to order 10 :03 o'clock P.M.
After a short discussion, Secretary Pederson read two letters
received from Helen M. and William ,Johnson, and Frederick W.
Wood. Letter as follows:
"In reference to your meeting to be held December 19,
1960 concerning dedication of property along the
East side of Walnut Grove Ave, for Street improvement.
We would be willing to sell the amount needed (18 feet)
or will dedicate same if you (County or City) will assume
all obligation for installing Gutters and Sidewalks."
Commission Buchanan stated he did not understand the connection
this correspondence had to do with the Subdivision. Secretary
Pederson stated that the parcels facing Walnut Grove were also
owned by the same people who owned parts of the subdivision.
Commission Buchanan also asked if it would be possible for
the Bartlett Avenue cul de sac to be continued west, through
to Walnut Grove Avenue.
Advisor Flanery stated that one of the advantages of creating
a subdivision is that there is no accessway onto a secondary
highway; to provide access to a traffic laden street such as
Walnut Grove Avenue via a residential area would also be
providing a "short -cut" for traffic to get to and from Walnut
Grove Avenue.
Commissioner Lieberg questioned the provision of a 26 foot
street serving the upper portion of Bartlett Avenue, With
cars parked on both sides of the street it would be impossible
for fire equipment to enter this area. Mr. Lieberg suggested
the parkway be ommitted and used to provide a wider street.

After lengthy discussion, Hoel Tamietti, Treadwe
Corporation, 30 Santa Clara Street, Arcadia spoke on behalf
of the applicant. Mr. Tamietti stated that the Flood Control
District had requested a 5 foot easement on the rear of
those parcels bordering Rubio Wash and that generally this
area must be fenced off.
Mr. Buchanan stated that the County had already installed
a fence on the wall bordering Rubio Wash and that another fence
installed five feet from the wall would create a strip of
land impossible to get to and that weeds and trash could
accumulate in this area thus creating a fire hazard and eyesore.
Mr. Tamietti stated that there would not be a possiblity of
building in the easement area as the County issued all building
permits and could prevent this practice.
Attorney Boyko stated that the only authority regulating
this subdivision was the City of Rosemead and that if the
Commission whished to recommend to the council that this
easement not be granted, or that the easement should be
granted without requiring a fence, than it would be necessary
for the applicant to comply with the Council's wishes only.
Mr. Tamietti expressed his willingness to go along with the
Council.
Mr. William Williamson, 3 '124 N. Walnut Grove Avenue stated
that regarding the curb and gutter request previously discussed,
he knew of property owners who would not be in favor of
dedicating land due to the fact that their homes would then be
situated very close to the road.
Commissioner Buchanan stated he did not think this was the time
to discuss this situation.
Secretary Pederson and Attorney Boyko both stated that this
was a favorable time in as much as another opportunity to
reach so many property owners may not be afforded the
Commission.
Mrs. Stingle, 3810 Walnut Grove Avenue stated she was in
favor of dedication as long as the City was accepting the
responsibility of installation of curbs and sidewalks but
that she knew of one case in particular where the resident would
not be so willing to comply.
Commissioner Lieberg presented a motion with the request
that no second be given immediately until the Commission had
the opportunity to think over the contents and make corrections.
After discussion the motion read as follows:
It was moved by Lieberg, second by Casares, that this
Subdivision Tract i 26273 be recommended to the City Council
for approval with the conditions submitted by Mr. Flanery
with the additional provisos that minimum curb to curb
width of streets indicated on the tentative tract map as
under 30 feet shall be increased to 30 feet in width with
reduction in the parkway where necessary to accomplish this.
In addition a 5 foot utility and planting easement shall be
made wherever the parkway is reduced below 5 feet in width.
Also dedication of an additional approximate 18 feet of right -
of -way on the east side of Walnut Grove Avenue to the City
of Rosemead shall be made by the property owners of those
adjoining parcels which the applicants are owners of record;
the City to install curb, gutter, and paveout on this
Walnut Grove Avenue dedication. In addition, a 5 foot sur-
charge easement along Rubio Wash shall be required as re-
quested by the Flood Control District, and that no fence
running parallel to the wash shall be permitted in this ease-
ment. In addition the cul de sac radius will be increased
by 2 feet and the above 5 foot utility and planting easement
shall apply to all property that abuts the cul de sac.

Chairman Wilt declared a recess, 11 :35 o'clock p.m.
Meeting was called to order 11:45 o'clock p.m.
Advisor Flanery presented the factual data.
J. W. Potter, 242 i!. Bradoaks Avenue, Monrovia was requested
to come forward to answer questions from the Commission.
Mr. Potter stated that a portion of the planned cul de sac
was situated on land adjoining his property but at the present
time he was unable to buy this land due to the lien placed
on it.
It was noted that a map had been originally submitted which
provided a cul de sac entirely on the property owned by
.1. W. Potter. Commissioner Wilt state he felt this was a
more practical plan.
Noel Tametti, Treadwell Engineering Corporation, 30 Santa
Clara Street, Arcadia provided the Commissioners with
additional information regarding this original plan.
After further discussion and since the applicant agreed to
re- submit a tentative map, it was moved by Lieberg, second
by McCaffree that Tentative Tract lo. 26231 be continued to
January 3, 1961.
Roll call vote as follows: Ayes Buchanan, Casares, Kunz,
Lieberg, McCaffree, Wearden, Wilt. Hoes: !done. Absent:

9. ORDINANCE PERTAINING TO THE PROTECTION AMD REGULATION OF
PUBLIC SIDEWALKS.
After a brief discussion it was moved by Lieberg, second by
McCaffree and unanimously carried that due to the length of
the meeting this item would be held over to the next regular
meeting, January 3, 1961.
10. LOS ANGELES REGIONIAL TRANSPORTATIOIN STUDY REPORT - DARRELL
FLAidERY.
Advisor Flanery stated that this was a study report carried
on by the State Division of Highways for the purpose of
providing an integrated study of the over -all area and that
the City of Rosemead would be asked for land use and other
information of a planning nature.
Chairman Wilt asked what would be required of the Planning
Commission at this time.
Advisor Flanery stated that a booklet which included forms
to be filled out had been given the City Administrator and
that at present this was all the information that was needed.
11. PROPOSED OFF- STREET PARKING 13934 -3946 E. BENTEL AVENUE
Advisor Flanery presented the requirments for this proposed
off - street par!<ing area as follows:

6 foot masonery wall or ornamental fence along the westernly
line up to within 20 feet of the north property line. 2 to
32 foot wall extending 50 feet from the west property line
and set -back 20 feet from Bentel Avenue. Landscaping in
front areas and also in 2 per cent of the interior area. The
area should provide approximately 45 spaces.
It was stated this was not a formal application to the
Planning Commission.
12. ZEC NO. 2: (OIL WELLS) LETTER ADDRESSED TO CITY OF ROSEMEAD
FROM HUMBLE OIL AMD REFINIIMG COMPANY.
from
Secretary Pederson read a letter /Humble Oil and Refining
Company which informed the Commission that the property
formally used by Humble Oil Company had been restored to
its original condition and that no further wells are to be
drilled from the drill site; and they requested notification
releasing them from the faithful performance bond from
Fidelity and Deposit Company of iMiaryland in the amount of
$10,000.00.
After a brief discussion, Chairman Wilt appointed Commissioners
Caseres and_Lieberg to inspect and report on conditions at
this site at the next regular meeting, .January 3, 1961.
13. MATTERS FROM COMMISSION AND STAFF:
A. Secretary Pederson stated that a Planning Commission
Cir- :dating File had been begun which contained
information of interest to the Commission. This brown
folder labeled "Planning Commission Information" can
be obtained in the City Hall.
B. Secretary Pederson told of a request from the applicant's
of Tract 26273 that the un -named street be called
St': le Street.
C. APPROVAL OF LANDSCAPE PLAN - ZEC 5.
Secretary Pederson stated that the California Christian
Home wanted to know whether previously submitted
plans were sufficient or if additional landscaping plans
were necessary.
Commissioner IJicCaffree stated that at the time of
considering this case he felt it was the intent of the
Commission to request plans from the applicant during the
time of development.
Secretary Pederson was requested to inform California
Christian Home of the Commission's desire to receive
additional landscaping plans but that it was not the
Commission's intention to delay planning and construction
by this requirement.
D. Chairman Wilt stated that Mr, and Mrs. Mel Boano,
owners of property at 3903 and 3909 Earle Street were
requesting information regarding the Commission's
policy of requiring a minimum lot area 5,000 feet per
residence excluding driveway area. Chairman Wilt asked
the Commissioners if they wished to rescind or change
this policy.
The Commissioners agreed that until the Planning Consul-
tant could recommend a better policy they felt it wise
to maintain the present policy.

E. Chairman Wilt stated that due to the lateness of the
hour, the Memorandum dealing with the L. A. County
Road Departments request for the adoption of an ordi-
nance requiring installation of curbs and gutters
on all new construction in the City, from Roy Pederson,
be placed on the next regular meeting agenda.
After a short discussion it was moved by Lieberg,
second by Kunz that the Attorney be requested to
draw up an Ordinance which will require curbs and
gutters to be installed on all Plot Plans approved
by the Planning Commission where such curbs and gutters
do not increase the applicants project cost by more than
10 per cent. The Ordinance to also contain provisions
for the curbs and gutters to be installed within one
year of the time the City Engineer has advised the appli-
cant that the necessary engineering has been completed.
The Ordinance should also contain an escape clause which
provides for petitioning the Planning Commission for
relief on grounds of extreme hardship.
After discussion, Commissioner Lieberg with consent
of second withdrew his motion.
Chairman Wilt requested that this item be placed on
the agenda of the next regular meeting January 3, 1961.
F. Commissioner Lieberg stated that on Plot Plan 34 there
was a question of having that area studied as to possi-
ble future developments, and that this study should be
taken into consideration to insure progress in this
matter.
Chairman Wilt stated he would personally see that this
matter gets the proper attention.
It was moved by McCaffree, second by Casares, and unanimously
carried that the meeting ad!ourn. Meeting ad ourned 1;03
