PLANNING COMMISSION
Minutes of March 20, 1961
A.regular meeting of the Planning Commission of the
City of Rosemead was held in the Council Chambers,
395'+ North Rosemead Boulevard. The meeting was
called to order by Chairman Wilt at 3 :04 o'clock p.m.
I. The Pledge of Allegiance was led by Commissioner
McCaffree.
2. Present: Commissioners: Buchanan, Casares, Kunz, Li.eberg,
McCaffree, Wilt.
Absents Commissioner Wearden
Ex officio: Boyko, Flanery, Pederson, Phillips.
3. APPROVAL OF MINUTES:
Commissioner Lieberg stated that on page 2, item 5,
paragraph 4, line 4 after the word "possible" add "on
to Rio Hondo Avenue ". Also on page 5, paragraph 2
"Commissioner Lieberg stated that 74:5% of all plot
plans have been approved by the Planh ng Commission"
should be added.
Commissioner McCaffree stated that

4. PLOT PLAN NO. 36 - SAUNDERS - 3853 No. Muscatel Avenue -
CASNER CONSTRUCTION
Chairman Wilt stated that Mr. Mansur had looked this
plot plan over. He further explained that Commissioner
Buchanan and he had talked with Mrs. Saunders regarding
this plot plan.
Mrs. Saunders, 3853 North Muscatel Avenue, stated that
she would like a ninety (90) day extension to work this
plot plan over. .
Commissioner Lieberg asked if the City Council had
placed any time limit on this plot plan. The City
Council had not.
(MO) it was moved by Lieberg, second by Casares and unanimously
carried that plot plan 36 be given up to ninety (90)
days deferrment at the request of the applicant and that
it may be placed on the agenda at anytime prior to the
expiration of the ninety ( 0 10) day period..
NEW BUSINESS
5. PLOT PLAN N0. 43 - MILLER- 3620 North Ellis Lane -
SANTA ANITA CONSTRUCTION COMPANY.
Advisor Flanery presented the factual data regarding this
plot plan.
Robert Selway, Santa Anita Construct -ion, 8717 East
Las Tunas, San Gabriel, applicant, presented a deed and
stated that this was a separate parcel from the portion
of the lot facing Temple City Boulevard.
Advisor Flanery stated that Regional Planning has no
records to show the date of a previous lot split.
Attorney Boyko stated that on the legal description there
is a date of August 10, 1959, and the name of Ernest V.
Chaves and wife.
Chairman Wilt stated that this is a very good plan for
this location and would be an improvement for the area.
(MO) It was moved by Lieberg, second by Casares that Plot
Plan No. 48 be approved subject to the following conditions:
(1) that a thirty (30) foot easement be dedicated for
road purposes for the ultimate widening of Ellis Lane.
(2) that the sewer line for lot I not be under the drive-
way that serves lot 2..
(3) if there is a 25 foot space 20.feet wide from the
front of the garage to the northerly edge of the
driveway on lot 2, guest parking need not be provided.
(RC) Roll call vote was as follows: Ayes : Buchanan, Casares,
Kunz, Lieberg, McCaffree, Wilt. Noes: None, Absent:
Wearden.
Secretary Pederson stated applicant should present five
(5) copies of a revised plot plan, showing these conditions,
to the City Hall for staff approval.
6. .PLOT PLAN NO. 49 - DiGIORG10 - 5009 North Earle Street,
SANTA ANITA CONSTRUCTION COMPANY,
Advisor Flanery presented the factual data regarding this
plot plan.
Secretary Pederson stated he had talked with Mr. Mansur
regarding the possibility that this area north of Grand
Avenue m';ht become M -1 throughout as a result of
the Ma-ter PIc').
Commissioner Buchanan stated that this driveway was serving
a large area, and the Commission should consider this very
carefully.
A. J. Tambie, 9316 East La Rosa Drive, Temple City, future
owner, stated that the M -1 zone across the street presents
no problems since the Edison Company keeps the property
up very well.
(iJ0) It was moved by Casares, second by Kunz to deny Plot Plan
49 under the provisions of Section 729, Article 9, Chapter
I of the Rosemead Municipal Code..
Commissioner Buchanan stated it seemed very unfair to the
applicant to simply deny this request; he further suggested
that a postponement would be much fairer..
Robert Selway, Santa Anita Construction, 8717 East Las
Tunas Drive, San Gabriel, stated that this is the only
way to use this size of lot to its fullest capacity.
Chairman Wilt asked if this driveway could be made into
a half street and half cul de sac. Mr. Selway stated
this would create 60 foot deep lots and this size is not
very desirable..

Commissioner Casares stated that it doesn't seem reasonable
to have a lot with 17,000 square feet and not utilize it
now. This would make a good subdivision.
(SMO) A substitute motion was made by Lieberg, second by Casares
to postpone Plot Plan 49 for the meeting of April 17 for
the applicant to have the opportunity to work with Advisor
Flanery on the possibility of a half street.
Secretary Pederson stated that if the Commission feels this
proposed development should not be approved on the basis
of Section 729 it would be further inconveniencing the
applicant to ask him to revise his proposed plans.
(RC) Roll call vote was as follows: Ayes: Buchanan, Casares,
Kunz, Lieberg, McCaffree, Wilt. Noes: None. Absent:
Wearden.
7. PLOT PLAN 50 - GRAEBER & CROFFORD - 9333 Glendon Way -
CIRCLE BEE CONSTRUCTION CO.
Advisor Flanery presented the factual data regarding this
plot plan.
Commissioner Casares stated that the plot plan had so many
pen and pencil changes it was very difficult to read. He
further suggested that a new plot plan be submitted.
Nancy Graeber, 1266 Farmstead, La Puente, stated that Mr.
Bonnell at Regional Planning Commission is responsible
for these prints being penciled so badly.
Commissioner Buchanan stated that the sewer lines should
be shown on the plans.
Secretary Pederson stated that this plan could be approved
subject to a:.revised plan to be submitted to the staff for
approval.
(MO) It was moved by Lieberg, second by Casares and unanimously
carried that Plot Plan 50 be tabled until the meeting of
April 3 subject to a revised plot plan showing separate
sewer lines, curbs and gutters and a paved easement..
Commissioner Casares was excused at this time (9 :50 o'clock
P. m.)
8. PLOT PLAN NO. 51 - LONGOBARDO & ANDERSEN - Corner of Rio
Hondo & Olney Street - PICKERING
CONSTRUCTION COMPANY, INC.
Advisor Flanery presented the factual data regarding this
plot plan.
Annetta Mae Anderson, 4824 Birchland Place, Temple City
explained the curb and gutter, sidewalk and easements
situation at this location.
Erma Prosser, Realtor, 9116 East Las Tunas, Temple City
stated that the proposed.house in Parcel "C" would be
six (6) feet from the Los Angeles County storm drain
easement.
(MO) It was moved by Lieberg, second by Wilt that Plot Plan
51 be approved as presented.
(RC) Roll call vote was as follows: Ayes: Kunz, Lieberg,
McCaffree, Wilt. Noes: Buchanan., Absent Casares and
Wearden.

9. MATTERS FROM COMMISSION AND STAFF.
A. Secretary Pederson stated the time for the preparation
of the 1961 -62 Budget is nearing and the Commission
should begin thinking about any suggestions it may
have which should be considered in the budget.
Commissioner Lieberg suggested that the staff prepare
a tentative budget for the Commission to work from.
B. Secretary Pederson stated that the City Council has two
ordinances which it is considering and these will re-
quire a statement of commission policies to Le issued
in pamphlet form at the time requests for property de-
velopment are made which will fall under the jurisdic -'
tion of these ordinances.
(MO) It was moved by Lieberg, second by Wilt and unanimously
carried that the Secretary prepare a tentative list of
policies and procedures for the Planning Commission to
work with.
C. Secretary Pederson stated that the City had received
a petition from 12 people protesting the composting
operation on Delta Street.
Advisor Flanery stated he called Mir. Tillery and ad-
vised him that it would be a violation to use these
composting bins. He further stated that this type
of operation is not permitted in this zone and it
might be wise to ban it now.
D. Commissioner Lieberg stated he would like to receive
the recommendations for the surfacing of driveways
from Advisor Flanery for the Commission to consider
as policy requirements in plot plan approvals.
E. Chairman !,%lilt stated that Commissioner Buchanan would
build a rostrum for the audience to speak from, and
the City will furnish the material.
F. Chairman Wilt stated that the sidewalk and curb and
gutter ordinance was presented to the City Council
at the last meeting.
Commissioner Lieberg stated that this ordinance is
for the betterment of the City of Rosemead and is
very applicable. lie further asked that a copy of
the ordinance as adopted be sent to the Planning
Commissioners.
(MO) It was moved by Lieberg, second by Kunz and unanimously
carried that the meeting adjourn. Meeting adjourned at
10 :45 o'clock p.m. Next regular meeting will be April
3, 1961.
