The meeting was called to order by Chairman Wilt at 7:45 o'clock p.m. 1. The Pledge of Allegiance was led by Commissioner Crabtree. 2. Present: Commissioners: Taylor, Kunz, Buchanan, McCaffree, Wilt, Crabtree. Absent; Commissioner Casares. Ex officio: Boyko, Flanery, Hassenplug, Phillips, Wroe. 3. Chai -nn,i Milt declared the Public Hearing open at 7:50 o'clock p,m, Advisor• Fl anery presented the factual data regarding Zone Excoption Case No. 16 as follows: To establish, operate, and maintain two parking lots on two _;c.,t ;race parceis in the R -1 Zcne (Single Family. Residence), to be used in conjunction with two existing commercial uses. i. Tire subject property consists of two non - contiguous par - ce'.s fronting approximately 100 feet and 50 feet, respectively on Steele Street. The parcel at 9027 Steele Street (Exhibit As is presently vacant; however, the parcel at 9129 (Exhibit B' is developed with a single- family residence and garage. The area immediately to the north of the subject parcels is develcp to mixed commercial uses. Adjacent to the more wn:.steriv parcel is a parking lot. The remainder of the sur- rounding area is developed to mixed residential uses. 2. The subject property has been zoned R -I since August 21, 10-:Z i, the property was part of the unincorporated area OF Los �iinaeies County. 3, East Steele Street is a local street with a right of way of 50 feet developed with curb and gutter but no sidewalks at these 'acatlons. 4, One-hundred fifty -four (154) notices of this hearing were mailed by first -class mail, postage prepaid, on April 3, 1963, to those persons whose names and mailing addresses appeared on the latest available assessment roll of the County Assessor 0 6 PC - 4/15/63 as property owners of record within a 500 foot radius of the boundaries of either of the parcels under consideration: Legal notice of this hearing was published in the Rosemead Review on April 4, 1963. Advisor Flanery further explained Exhibit " A " and "B" maps as follows: The two proposed parking lots are shown on the Plot Plans marked Exhibit A and B, respectively. The parking layout shown on Exhibit A indicates 35 parking spaces, with land- scaping as required in Section 750 of the Zoning Ordinance. A 5 foot high concrete block wall is proposed on a portion of the easterly boundary; however, a 6 foot high masonry wall would normally be required (Section 261). One parking space will extend approximately 4 feet into the front yard setback area. The proposed 25 parking space lot, shown on Exhibit B, indi- cates underwidth aisles and substandard circulation; there- fore, adjustments in the parking layout are necessary. In addition, walls and landscaping in accordance with Sections 750 and 261 would be required. Commissioner Casares arrived at 7 :57 o'clock p.m. Berk Kellogg, representing First City Bank, applicant, 9027 East Steele Street, explained the need for additional parking in this area. It will primarily serve bank employees and adjacent merchants. Attorney Boyko suggested that the two parcels involved in this joint zone exception be considered separately. George Fisher, Manager, San Moritz, stated that they definitely need more parking and have joined into the exception. Roy Conley, owner, 9030 East Valley Blvd. stated he needed this parking for his property but was not in favor of a dedi- cated alley between the parking area and the buildings. The following persons spoke in opposition to the parking pro- posed for 9129 East Steele Street: Mrs. A. T. Mizell, 9142 East Steele Street, Mrs. Ted Coombs, 9136 East Steele Street, Mrs. Miller, 9132 East Steele Street. Ernie Blanchard, owner and applicant, 9129 East Steele Street presented a petition signed by property owners on the north side of Steele Street favoring a Parking zone. He further explained that there is a Valley Blvd, entrance and there will be a Steele Street entrance also. This will be for his busi- ness only and a time limit would be alright as he could chain off the Steele Street entrance in the evening. Attorney Boyko explained the difference between a private and a public parking lot and the restrictions and conditions re- garding same. Chairman Wilt declared the Public Hearing closed at 8 :50 o'clock p.m. Lengthy discussion was held in regard to the conditions to be placed on 9027 East Steele Street. (MO) It was moved by McCaffree, second by Kunz, that Exhibit "A" - 9027 East Steele Street of Zone Exception Case No. 16 be approved subject to the following special and standard conditions: - 2 - PC - 4/15/63 46 1. That there be a five (5) year time limitation on this approval, subject to review on April 15, 1968: 2. That a free ingress and egress be preserved over the northerly 20 foot accessway: 3. That adequate lighting be provided in accordance with staff specifications. 4, That the Steele Street setback be modified to 16 feet from the property line. 5. That three copies of a revised plot plan, showing the complete development of the subject property, and incorporating such of the following conditions as may be shown on a plan, be submitted for approval by the City. The property shall there- after be developed and maintained substantially in conformance with siirh approved revised plan. 6. That a 5 to 6 foot masonry wall shall be provided along the easterly boundary of subject property extending from a point 20' south of the rear property line to the wall re- quired in Condition fro. 7; said wall shall be stepped down or tapered to 42 inches in height in the building setback area as modified. 7. That a 42 inch masonry wall shall be provided along the southerly border of subject property. Such wall shall be set back a minimum of 16 feet from the front property line. 8. That the areas between the property lines and the build- ing setback lines be landscaped in accordance with a land- scape plan to be submitted to.and approved by the City. Such landscaping shall be continuously maintained and cared for. 9. That the parking area shall be landscaped in compliance with Section 750 of the Zoning - ,rdinance and in accordance with a landscape plan to be submitted to and approved by the City. Suchlandscaping shall be continuously maintained and cared for, 10. That all areas used by automobiles, cars, or trucks shall be paved with blacktop, concrete, or macadam type of sufacing, and shall have appropriate bumper guards where needed and shall be lined so as to provide for parking spaces not less than 8 foot by 18 foot, with adequate access thereto. Any lights used to illuminate the parking area shall be so arranged as to reflect the light away from any residential developments. It is the intent of this Condition that de- velopment be in substantial compliance with Section 261 of the Zoning Ordinance. 11. That applicant shall provide this parking facility to employees and other personnel of the enterprises it is designed to serve and for customers, patrons, agents, and related per- sonnel which arc the result of the existence of said enter- prise. 12. That applicant shall complete all improvements indicated on the plot plan prior to use of the area for parking purposes. 13. That provisions be made for al.l natural drainage to the satisfaction of the City Engineer. Drainage plans and two signed grading plans shall be submitted to the City Engineer, Design Division, prior to commen.ament of grading operations. 14. This exception shall not be effective for any purpose until the owner of the property involved has filed at the office of the City Hall his affidavit stating that he is aware of and accepts all the conditions of this exception. - 3 - 0 • PC - 4/15/63 15, It is hereby declared to be the intent that if any provi- sion of this exception is held or declared to be invalid the exception shall be void and the privileges granted hereunder shall lapse. 16. It is further declared and made a condition of this ex- ception that if any condition hereof is violated or if any other law, statute, or ordinance is violated the permit shall be suspended and the privileges granted hereunder shall lapse; provided that the applicant has been given written notice to cease such violation and has failed for a period of 30 days to do so. Noes: None. Absent: None. Advisor Flanery presented the Findings of Fact as follows: 1. There were qualified protests to the granting of this zone exception. 2. Under the conditions as setforth such exception would not be detrimental to the public welfare nor to other persons in the vicinity thereof. Discussion was held in regard to the conditions to be placed on 9129 East Steele Street. (MO) It was moved by Casares, second by McCaffree, that Exhibit "B" - 9129 East Steele Street of Zone Exception Case No. 16 be ap- proved subject to the following special and standard conditions: 1. That there be a five (5) year time limitation on this ap- proval subject to review on April 15, 1968. 2. That this parking lot be closed from 10:00 p.m. until 7 :00 a.m. and that adequate lighting be provided. 3. That a free ingress and egress be preserved over the northerly 20 foot accessway. 4. That the Steele Street setback be modified to 16 feet from the property line. 5. Same as for 9027 E. Steele Street. 6. That a 5 to 6 foot masonry wall shall be provided along the east and west boundaries of subject property extending from a point 20 feet south of the rear property line to the wall required in Condition No. 7; said wall shall be _stepped down or tapered to 42 inches in height in the building set- back area as modified. 7. through 16. - Conditions same as 9027 East Steele Street. PLOT PLAN NO. 127 - Virgil & Estella McCal.lon (Owner) - 10:00p.m. Alert Construction Co. (Applicant) 9450 East Ralph Street Advisor Flanery presented tle factual data regarding this plot plan. Chairman Wilt stated that there is a large vacant property to the west of this plot plan. Mr. McCallon, 1202 Kwis Street; La Puente, owner, stated that they are planning on living in the new home to be built in the rear, and that they will finish the rear of the garage on Parcel 1. Discussion was held in regard to the possibility of a revised Lewis Webb, applicant, 9102 DeAdalena St., felt that it would be financially impossible to bring the Walnut Grove parcels up to code. (AMO) It was moved by McCaffree, second by Wilt, that the motion be amended to include the installation or' curbs, gutters and sidewalks on the Wells Street frontage of both parcels. (RCA) Roll call vote on the amendment to the original motion was as follows: Ayes: Casares, Taylor, Kunz, Buchanan, McCaffree, Crabtree, Wilt. Noes: None. Absent: None. Mr. Webb, applicant, stated he felt the curbs, gutters and sidewalks would be much more important than the two car garages. (AMO) it was moved by Casares, Second by Taylor, to amend the original motion as follows: 1. That the garage on the corner Walnut Grove Avenue parcel be moved south to provide for a minimum of a 25 foot setback also that a carport be added or a 2 car garage be provided. 2. That the 2 car garage and off street parking requirements be waived on the southerly Walnut Grove Avenue parcel. - 5 - plan or a better use of this property due to the vacant adjacent property. (MO) It was moved by Casares, second by McCaffree, and unanimously carried, that Plot Plan No. 127 be revised and resubmitted at the next regular meeting - May 6, 1963. 7. PLOT PLAN NO. 128 - C.E. Couderc & M. Candiotta (Owners) 10:28p.m. Lewis Webb Jr. (Applicant) 4315 & 4319 North Walnut Grove Avenue Advisor Flanery presented the factual data regarding this plot plan. Commissioner Casares stated he felt the Walnut Grove parcels should be brough up to code. (MO) It was moved by Crabtree, second by Casares, that Plot Plan No. 128 be approved subject to the Planning Commission's Standard Requirements and the following conditions: 1. That two car garages or carports be constructed on both the Walnut Grove Avenue parcels. 2. That off street parking be provided on the corner parcel. 3. That 10 feet of right -of -way be dedicated for the future widening of Walnut Grove Avenue. PLOT PLAN NO. 129 - Joseph Klima-Jr. (Owner) 11 :15 p.m. Valley Craft (Applicant) 3859 North Rio Hondo Avenue Advisor Flanery presented the factual data regarding this plot plan. Mr. Klima, Jr., owner, stated that he planned to remove the front house and garage to make it possible to provide for the proposed three bedroom residence. (MO) It was moved by Buchanan, second by Crabtree, that Plot Plan No. 129 be approved subject to the Planning Commission's Standard Requirements and that curbs, gutters and sidewalks be installed. (RC) Roll call vote was as follows: Ayes: Casares, Taylor, Kunz, Buchanan, McCaffree, Crabtree, Wilt. Noes: None.. Absent: None. LEGISLATIVE: OLD BUSINESS 9. GENERAL PLAN - COUNCIL ACTION - DELETION OF PROPOSED EXTENSION OF STEELE STREET FROM GERNERT STREET TO MUSCATEL AVENUE. Secretary Wroe stated this matter was referred to the Planning Commission by the Council's action for a report or ratification. Commissioner Casares stated he felt this extension should be in the General Plan. Chairman Wilt stated if there were no objections this matter would be deferred until the meeting of April 16, 1963. There were no objections and it was so ordered. 10, CONSIDERATION OF ORDINANCE AMENDING INTERIM ZONING ORDINANCE WITH RESPECT TO C -1 REQUIREMENTS. Chairman Wilt stated if there were no objections this item of business would be deferred until the meeting of April 16, 1963. There were no objections and it was so ordered, 11. REPORT - ADVISOR FLANERY - USES IN VACANT C ZONED STRUCTURES. Advisor Flanery stated that perhaps this report would be best deferred until the Commission had more time to study it. Chairman Wilt asked if there were any objections to this item of business being deferred until the next regular meeting. There were no objections and it was so ordered. 12. 1963 -64 BUDGET - PLANNING.COMMISSION RECOMMENDATIONS Secretary Wroe explained the work sheets for the proposed budget, however, this could be deferred until the next regular meeting. - 6 - PC - 4/15/63 0 Chairman Wilt stated if there were no objections this item of business would be deferred until the next regular meeting. There were no objections and it was so ordered. NEW BUSINESS 13. None. COMMUNICATIONS 14. None. 15. MATTERS FROM COMMISSIONERS AND STAFF A. PLOT PLAN NO. 119 - MICHAEL ZANGARA - 6334 E. MARSHALL STREET Secretary Wroe explained that Michael Zangara has submitted a revised plot plan showing the relocation of the garage on Parcel A. It appears to be a much better arrangement for a corner lot. Discussion was held in regard to the turn - around radius of the driveway. Advisor Flanery stated if would be sufficient, however a large car would have to make two attempts possibly. (MO) It was moved by Kunz, second by Casares, and unanimously car- ried that the revision and relocation of the garage on Parcel A of Plot Plan No. 119 be approved. (MO) It was moved by McCaffree, second by Casares, and unanimously carried the the meeting adjourn to a joint study meeting with the City Council on April 16, 1963.
