PLANNING COMMISSION
Minutes of July 29, 1963
An adjourned regular meeting of the Planning Commission was
held in the Council Chambers, 8815 East Valley Boulevard. The
meeting was called to order by Chairman Wilt at 7:37 o'clock
p .m.
1. The Pledge of Allegiance was led by Mayor Maude.
2. Present: Commissioners: Taylor, Buchanan, Crabtree,
Wilt
Absent: Commissioners: Casares, Kunz, McCaffree
Ex officio: Flanery, Mansur, Phillips, Watson, Wroe
3. APPROVAL OF MINUTES:
None
Chairman Wilt explained that this is a joint study session
with the City Council to study the Multiple Residential
Development Committee's report.
4. JOINT STUDY SESSION - CITY COUNCIL AND PLANNING COMMISSION -
PROPOSED ZONING ORDINANCE.
Commissioners Casares, Kunz, and McCaffree arrived at this
time.
City Administrator Farrell read the Multiple Residential
Development report in full and each numbered section was
discussed and approved as follows:
1. Mr. Mansur explained that on page 2 of the proposed
zoning ordinance "apartment" and "accessory building" are
defined.
2. Third line, add "22" stories or 35 feet, "whichever is
less." The balance of item 2 will be reworded by the
City Attorney.
3. First line change 11 15 " to "20 feet." Second sentence to
be stricken and line 3 add a "comma" after the word
balcony.
4. Approved as written.
5. Third line delete the word "part" and replace with "all ",
then add at the end of the sentence, "to provide adequate
utility access."
6. Seventh line after the word "buildings ", add "or wing of
the same building," on the same lot be not less than,
"15 feet for balconies, roof overhangs, etc. ".
7. Approved as written.
8. Seventh line after the word for, add "bachelor and ". The
last sentence to be referred to the building department
for consideration of adding to the Building Code Require-
ments.
9. Approved as written, however, the last line "be paved with
asphaltic or cement concrete" should be referred to the
Building Code to include specifications.

II. Members of Modification Committee, item 3, change "Manager"
to "Administrator." First line, add after the word permit,
"minor" modification. The last sentence to be reworded as
follows: "Findings will be reported to the City Council
and Planning Commission within 15 days and the Modification
Committee itself could refer such matters to the Planning
Commission." The Modification Committee to investigate
minor modifications in all zones.
12. City Attorney to reword this section.

18. Add at the end, "in addition to the unit area."

Advisor Flanery explained that there is no minimum lot area
requirement for the R -3 Zone in the proposed zoning ordinance..
Item No. 7 of this report should include a 5,000 square foot
minimum lot area for an R -3 zone.
(MO) It was moved by Casares, second by Buchanan, that the R -3 Study
Committee recommendations as modified and discussed this
evening be approved and recommended to the City Council for
adoption as a part of the proposed zoning ordinance.
(RC) Roll call vote as follows:
Ayes: Kunz, Buchanan, Casares, Wilt, Crabtree.
Noes: None
Absent: Taylor
Commissioner McCaffree abstained from voting.
Chairman Wilt explained there were a few items discussed at
the last Planning Commission meeting regarding the proposed
zoning ordinance and that some action should be taken at this
time.
1. The Council took action to delete "home occupations" on
page 16, Section 9107.01,
(MO) It was moved by Crabtree, second by McCaffree, that on page 16,
Section 9107.Ol 6th and 7th lines,. "home occupation" be left
in the proposed zoning ordinance.
(RC) Roll call vote was as follows:
Ayes: Kunz, Crabtree, McCaffree.
Noes: Buchanan, Casares, Wilt..
Absent: Taylor
Chairman Wilt explained it was a tied vote and, therefore, the
floor was clear for further action.

(MO) It was moved by Casares, second by Wilt that the Planning
Commission accept the Council's action that "home occupations"
be deleted in Section 9107.01.
(RC) Roll call vote was as follows:
Ayes: Kunz, Buchanan, Casares, Wilt.
Noes: McCaffree
Absent: Taylor
Commissioner Crabtree abstained from voting.
2. The City Council took action to change "one" year to "three"
years in Section 9121.05 on page 44.
(MO) It was moved by Buchanan, second by Crabtree, and unanimously
carried that the Planning Commission accept the City Council s
action in regard to Section 9121.05.
3. Page 67, Section 9129 - "Certificate of Occupancy ", will
conform to the building code, and the Planning Commission
is in agreement with the City Council.
(MO) It was moved by Casares, second by Buchanan, and unanimously
carried that the meeting adjourn. Meeting adjourned at 12:47
o'clock a.m. Next regular meeting will be a Public Hearing
for the proposed zoning ordinance on Tuesday, August 6, 1963,
at 7:30 o'clock p.m.
