Minutes of September 17, 1963
A regular meeting of the Planning Commission was held in the
Council Chambers, 8815 East Valley Blvd. The meeting was
called to order by Chairman Wilt at 7:42 o'clock p.m.
1. The Pledge of Allegiance was led by Recording Secretary
Phillips.
2. Present: Commissioners: Casares,.Taylor, Buchanan, McCaffree,
Crabtree, Wilt.
Absent: Commissioner: Kunz.
Ex officio: Farrell, Flanery, Hassenplug, Phillips.
3. APPROVAL OF MINUTES: September 3, 1963
Commissioner McCaffree stated on page 6, last sentence

(MO) It was moved by Crabtree, second by Casares, and unanimously
carried that the minutes of September 3, 1963, be approved
as corrected..
ADMINISTRATIVE:
OLD BUSINESS
4. REQUEST FOR SIDEWALK VARIANCE - 9248 EAST MARSHALL STREET
PLOT PLAN NO. 90.
City Administrator Farrell read this request from Mrs. Lara
and Mrs. Contri in full and explained that a deposit had
been made to the City to cover the cost of sidewalk instal-
lation in order to permit occupancy.
Chairman Wilt explained that sidewalks are very necessary
and that these improvements do progress on the block in due
time.
(MO) It was moved by McCaffree, second by Taylor, and unanimously
carried that the request for a sidewalk variance at 9248
East Marshall Street - Plot Plan No. 90 - be denied and that
said sidewalks shall be installed in compliance with the
Municipal Code.
Attorney Hassenplug explained that the applicant has the
right to appeal to the City Council within fifteen (15)
days after written notice of this action.

PROPOSED ZONING MAP - SET PUBLIC HEARING
City Administrator Farrell explained the proposed zoning map
has been prepared to coincide with the new zoning ordinance
and that there had been very minor changes made. The largest
change made is the A -1 zone to R -I zone which would be a very
logical change as most of the A -1 zones are developed resi-
dentially.
Chairman Wilt declared a recess at 9:37 o'clock p.m. The
meeting reconvened at 9:55 o'clock p.m.
City Administrator Farrell stated that any changes the Commis=
sion would like to make should be made at this time, then a
new map will be prepared for the Public Hearing.
PERSONS IN THE AUDIENCE WISHING TO DISCUSS THE LOT SPLIT
MORATORIUM
Chairman Wilt stated there was a problem regarding lot splits
which were in the City Hall at the time the action was taken
to hold all future plot plans for a ninety (90) day period.
City Administrator Farrell read a communication from Mr. L.B.
Jennings, 8843 and 8845 East Marshall Street and Sacheli Com-
pany, developers for Mr. Jennings regarding his plot plan
which was on file in the City Hall, but not heard before the
Commission as yet.
(MO) It was roved by McCaffree, second by Kunz, that Mr. Jennings'
Marshall Street Plot Plan be placed on the agenda of the next
regular meeting.
Commissioner Crabtree stated he would like the motion to in-
clude all plot plans that were in the City Hall prior to
September 3, 1963.
(RC) After lengthy discussion and the agreement of maker of motion
and second to include the above addition to the motion, the
roll call was as follows:
Ayes: Kunz, McCaffree, Crabtree.
Noes: Casares, Taylor, Buchanan, Wilt.
Absent: None.
Commissioner Casares commented that this ninety day period
may be creating a hardship on certain plot plans.
Further discussion was held in regard to this problem.
(MO) It was moved by Casares that lot splits be accepted for con-
sideration by the City Administrator to be placed on the agenda
starting October 29, 1963.
Motion died for lack of a second.
Commissioner Taylor suggested the Planning Commission return
to the business on the agenda at this time.
Discussion and individual polls were taken regarding the pro-
posed zoning map to determine if any changes on the map were
desired by the Commissioners.
The following changes were to be made on the final map which
is to be used at the Public Hearing.
1. All A -1 zones to be changed to R -1 zones.
2. That all P zones to remain as is.
3. That all Flood Control Washes to be in the R -1 zone.
4. That the C -3 zone be deleted on the northeast corner of
Rosemead Blvd, and Mission Drive (Rosemead High School
property).

(MO) It was moved by McCaffrce, second by Wilt and unanimously
carried that the first public hearing on the zoning map be
set for Tuesday, OctoL-.er 1, 1963, 8:00 o'clock p.m. at
Muscatel School. The second hearing to be set for Wednesday.
October 9, 1963, same time and place,
(MO) It was moved by Wilt, second by Casares, and unanimously
carried that the alley report and tour should be rescheduled
from October 1 to October 15, 1963, at 6:30 o'clock p.m.

Chairman Wilt explained the proposed lot split ordinance is
in the proposed Subdivision Ordinance, pages 4 2 - 49. Discus-
sion was held and the follo: ding charges were suggested.

9212.07 - 3rd line change fifty to "ten ".
9212.07 -G - add "or completely removed".

9212.11 - City Attorney to reword to include a sixty (60)
day from filing date instead of "first convenient
date" .

9212.14 - City Attorney to check this section.

9212.16 - 6th line strike "a reproducible paint and ".
9212.18 - This section should include the Modification
Committee.
(MO) It was moved by Kunz that the City of Roscmoad accept no more
lot splits for approval unless street frontage can be provided.
Motion died for lack of a second,
Chairman Wilt stated that there is an urgency on this proposed
ordinance and that more time is needed to study same. Perhaps
a special meeting should be held,
(MO) It was moved by Kunz, second by Wilt, and unanimously carried
that the meeting adjourn to Wednesday, October 25th, 1963, at
7:30 o'clock p.m. Meeting adjourned at 12:20 o'clock a.m.
