A regular meeting of the Planning Commission was held in the Council Chambers, 8815 East Valley Boulevard. The meeting was called to order by Chairman Wilt at 7 :40 o'clock p.m. The Pledge of Allegiance was led by Commissioner McCaffree. ROLL CALL Present: Commissioners: Casares, Taylor, Kunz, Buchanan, McCaffree, Crabtree, Wilt. Absent: Commissioners: None. Ex officio: Cushman, Hassenplug, Phillips, Wroe. APPROVAL OF MINUTES - FEBRUARY 4, 1964 Attorney Hassenplug stated on page 1, Item 4, second paragraph, reword third line as follows: "rules this is not a violation of the subdivision act then it would not ". Chairman Wilt stated on page 2, Item 10, Article B., first line, strike "has" and "a ". Commissioner Crabtree stated on page 2, last motion, third line, insert "to apply to all zones." Chairman Wilt stated on page 3, Section 9124.2, Item 14 added, should be deleted and added as Item 10 in Section 9124.1. (MO) It was moved by Buchanan, second by Crabtree and unanimously carried, that the minutes of February 4, 1964, be approved as corrected. ADMINISTRATIVE: OLD BUSINESS 4, None. NEW BUSINESS 5. ZONE CHANGE CASE N0. 6 - PUBLIC HEARING Advisor Cushman presented the factual data as follows: "Request: Petitioner: Owner: Location and description PROPOSAL: R -1 to M -1 Donald E. Meek 4456 Palmero Drive Los Angeles, California Same A triangular shaped 23,200 square feet located on the northeast corner of, and with frontages of 167 feet on Encinita Avenue and 292 feet on Lower Azusa Road The applicant states that the change of zone is warranted because a railroad right of way is located adjacent to the northeast side of the property beyond which there is industrial zoning; that a State Division of Highway's maintenance station is located across the street to the west and that the property to the south is separated from the subject property by Lower Azusa Road. PC 2 -18 -64 • • GENERAL FACTUAL DATA: 1. The subject property is vacant. 2. Adjacent to the north is a railroad right of way beyond which is a vacant industrial parcel, water plant and single family residences. The area to the south is fully developed with single family residences to the southwest. A school is located on the southeast corner of Lower Azusa Road and Encinita Avenue and to the west is a State Division of Highway's maintanance station. 3. The basic zoning of A -1 in the area was established in the Rosemead District in 1933, adopted by City of Rosemead and changed to R -1 by City Ordinance 118 in November, 1963. The zoning to the north is in the City of Temple City." Advisor Cushman administered the oath to those wishing to testify at this public hearing. Chairman Wilt declard the Public Hearing open at 8:02 o'clock p.m. Mr. Wilson, realtor, stated that the General Plan of the City recommends M -1 zone for this location and that this property would be ideal for a small service station. Mr. Mau, owner of property across Lower Azusa Road from the subject property, stated that all the property to the south should be rezoned to Commercial or Manufacturing. If his property re- mains R -1 then he would object to this Zone Change. Donald Meek, owner of subject property, stated that this triangular piece of property has no value whatsoever zoned R -1. There is a sale pending this zone change and he definitely feels a change to M -1 would make this lot usable. Commissioner Casares reported that the Rosemead School District has no objections to this proposed zone change. Mr. Slader, 220 S. Plateau, West Covina, owner of property to the south stated he felt all the property to the south along Lower Azus Road should be zoned commercial or for manufacturing. Chairman Wilt declared the Public Hearing closed at 8 :17 o'clock p.m. (MO) It was moved by McCaffree, second by Kunz, that Zone Change Case No. 6 be recommended to the City Council for approval of zone change from R -1 to M -1 -D. Discussion was held regarding the possibility of a change to a lesser zone. (RC) Roll call vote was as follows: Ayes: Casares, Taylor, Kunz, Buchanan, McCaffree, Crabtree, Wilt. Noes: None. Absent: None. LEGISLATIVE: OLD BUSINESS 6. REPORT - FREEWAY ROUTES - ADVISOR CUSHMAN Advisor Cushman reported that the Rio Hondo Freeway is scheduled for study sometime in the 1970's and is not planned for construct! until 1980. There has been no design or survey made at this tim;I, therefore the route is very tentative, somewhere between Rosemead Boulevard and San Gabriel Boulevard. 1. 7. LOT SPLIT ORDINANCE - PROPOSED CHANGE - ATTORNEY HASSENPLUG Attorney Hassenplug stated that Ordinance.No. 119, Section 9414 should be amended to require completion of construction within one year of the final map approval. - 2 - PC 2 -18 -64 • • Discussion was held regarding the one year requirement, however the final map must be approved within 30 days from the date of Commission approval. (MO) It was moved by Crabtree, second by McCaffree, and unanimously carried that Ordinance No. 119, Section 9414 be recommended to the City Council for amendment. a 9. 10. ZONING ORDINANCE ANALYSIS To be considered later in the meeting. NEW BUSINESS None. COMMUNICATIONS None. MATTERS FROM COMMISSIONERS AND.STAFF A. SURVEY MONUMENTS Advisor Cushman explained that Ordinance No. 119 or Standard Requirements does not require the setting of a survey monument. These should be done before building permits are issued. Chairman Wilt stated if there were no objections this requirement should be worded by staff and added to Item 8 of the Standard Requirements. There were no objections and it was so ordered. B. SIGN REQUIREMENTS - All Zones. Chairman Wilt stated that a study of Sign Requirements should be on the next agenda. C MODIFICATION COMMITTEE 12 Advisor Cushman reported on the Committee's actions on three Modification Cases. Chairman Wilt declared a recess at 9:38 o'clock p.m. The meeting reconvened at 9:55 o'clock p.m. (AGENDA ITEM 8) ZONING ORDINANCE ANALYSIS Chairman Wilt explained that the Commission had completed Mansur's study, however, there still is the Parking Section, etc. -to be studied. Advisor Cushman stated that he had a list of zoning problems that need clarification or policy established. 1. There is no provision in the present ordinance for room and board, day child care, foster homes and homes for the aged, up to 5 persons, except by Conditional Use Permit. This type of care and use is permitted in R zones in the County Ordinance. Commissioner Kunz to prepare a report for the next meeting on this matter. Section 9104.1 - Horses were ruled out as household pets. Section 9105.7 - R -2 - 20 foot distance between buildings. To remain as is. Section 9107 - R -4 - No minimum lot size. To be studies at a future date. Section 9109.1 - C -1 - No sign requirements. To be studied at a future date. - 3 - PC 2 -18 -64 0 0 C -3 - 30 - Plumbing Shop - Should storage area be within enclosed area. C -3 - 15 - Equipment Rental Service - to be exclusive of heavy industrial and agricultural equipment. CM - Restaurants and Cafes are listed twice. Items 9 and 19. Change 9 to be "Drive -in Eating Establishments" M -1 - 4 - Insert "Automobile" Corner Cut -off - This is not in the ordinance. The General Pro- vision Section would be the section to include this matter. The City Attorney will work on this amendment. Attorney Hassenplug stated he would prepare the recommended changes in the Zoning Ordinance to be presented to the City Council.
