PC - Minutes - 04-21-649 0 CITY OF ROSEMEAD ROSEMEAD, CALIFORNIA PLANNING COMMISSION Minutes of April 21, 1964 A regular meeting of the Planning Commission was held in the Council Chambers, 8815 East Valley Boulevard. The meeting was called to order by Chairman Wilt at 8:37 o'clock p.m. 1. The Pledge of Allegiance was led by Commissioner Casares. 2. ROLL CALL: Present: Commissioners: Casares, Taylor, Buchanan, Crabtree, Wilt. Absent: Commissioners: Kunz, McCaffree. Ex officio: Hassenplug, Phillips, Wroe. 3. APPROVAL OF MINUTES - April 7, 1964 (MO) It was moved by Taylor, second by Crabtree, and unanimously carried that the minutes of April 7, 1964, be approved as printed. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO ADDRESS THE COMMISSION: 4. None. ADMINISTRATIVE: OLD BUSINESS 5. None. NEW BUSINESS 6. None. LEGISLATIVE: OLD BUSINESS 7. ZONING ORDINANCE ANALYSIS A. Parkinq Requirements: Secretary Wroe explained that there were many loopholes in the parking section of the ordinance, therefore, staff re- worked this section and there are no changes in meaning, merely a clarification in the wording.. Commissioner McCaffree arrived at 8:48 o'clock p.m. The Commission considered the proposed Section 9122 item by item with the following changes: 1. Section 9122(F) - "When the required parking space is provided on a separate lot from the main building and is not owned by the owner, operator, or person in charge of the premises, said parking space shall be leased for a period not less than years. Upon the expiration of the lease, the City shallTe notified and a plat submitted to the City showing compliance with the parking requirements of this part ". Considerable discussion was held as to the pros and cons of a leasing provision to provide adequate parking requirements. (MO) It was moved by McCaffree, second by 'Nilt, that a ten (10) year lease provision be in Section 9122(f). PC - 4/21/64 • 0 (SMO)' After further discussion Casares placed a substitute motion, seconded by Taylor, that Section 9122(f) be rewritten by the Cit Attorney to provide for a minimum lease period of ten (10� years to apply to existing uses. This revision to be returned to the Planning Commission for restudy. (RC) Roll call vote on the substitute motion was as follows: Ayes: Casares, Taylor, Buchanan, McCaffree, Crabtree, Wilt. Noes: None. Absent: Kunz. 2.. The Commission agreed that Section 9122.6(d) shall be deleted and be made a new part as item (j) of Section 9122. Advisor Cushman arrived at 9:55 o'clock p.m. 3. The Commission agreed that Section 9122.1, last line after the word "except" be deleted and rewritten as follows: "that in zones R -3 and R -4 one of the two required parking spaces may be open area parking, not covered by a roof ". (MO) 4. After discussion it was moved by Casares, second by Taylor that Section 9122.11(c) be changed from 13' to 141. (RC) Roll call vote on the motion was as follows: Ayes: Casares, Taylor, Buchanan, Crabtree, Wilt. Noes: McCaffree. Absent: Kunz. 5. The Commission agreed that Section 9122.11(d), after the word "driveways" insert "when serving multiple dwellings ". 6. Attorney Hassenplug recommended and the Planning Commis- sion agreed that the last two paragraphs of Section 9122.11, should be lettered items (e) and M. Secretary Wroe explained that proposed Section 9122.12 - Landscaping Requirements, Part "A ", came from Section 9106.10 of the Zoning Ordinance and Part "B" came from the R -3 and R -4 Sections of the Ordinance.. B. Sign Requirements Secretary Wroe explained that in the present ordinance sign requirements are scattered in each of the zone sections, therefore, staff has compiled the existing requirements on a chart to be studied. The following were recommended for additions or changes: R -1 - 6 sq.ft. - Setback same as R -1, 4 sq.ft. R -2 - Same as R -1 in its entirety. R -3 - Types of signs authorized add "and any signs per- mitted in zones R -1 and R -2. R -4 - To have any signs permitted in the R zones with same conditions. Secretary Wroe stated there were no requirements for signs in the C -3 zone. Considerable discussion was held regarding the M zone re- quirements. Commissioner Casares recommended that further study be held and this item of business be on the next agenda. Commis- sioners Casares, Crabtree, and Wilt will serve as a committee to study the sign requirements in the C -3 and M zones. C. Planning Advisor Items Advisor Cushman stated that he had no new items for study. - 2 - PC - 4/21/64 • D. Planninq Commissioner Items: 0 Chairman Wilt suggested that the R -4 zone be changed to eliminate residential dwellings and that this zone be fore rest homes, convalescence homes, etc. Considerable discussion was held regarding this zone and its uses. (MO) It was moved by Casares, second by Wilt, that Section 9107.1 be amended to eliminate from Subsection A - R1 and R2 zones and to provide that R3 shall be allowed under the conditions applicable to R3 and that Subsection B be changed by delet- ing all of the first portion of that paragraph up to the word "churches ". (RC) Roll call vote on the motion was as follows: Ayes: Casares, Taylor,. Buchanan, McCaffree, Crabtree, Wilt. Noes: None.. Absent: Kunz. Considerable discussion was held on the definition of "Group Dwellings" and Ad visor Cushman stated he would work with Attorney Hassenplug to determine a more explanatory defini- tion. E. Planning Secretary Items Secretary Wroe recommended that a minor word change in Section 9111.1 B.1 be approved as follows: "Retail stores or business not involving any kind of manufacture, processing or treatment of products other than that which is clearly incidental to the retail business conducted on the premises. When incidental manufacturing, processing, or treatment of products is conducted on the premises, not more than five (S) persons shall be employed and not more than fifty (�O) per cent of the floor area of the building shall be devoted to such incidental use, provided further that such operations or products shall not be objectionable due to noise, odor, dust, smoke, vibration, or other similar causes. (MO) It was moved by Crabtree, second by Casares, and unanimously carried that Section 9111.1 B.l be approved as recommended. Secretary Wroe stated that at the present time there is no provision in the ordinance for this type of Buffer Require - ments.as follows: "Section 9121.22 - Industrial- Residential Buffer Requirements No building shall be erected on any premises in Zone C -M, M -1, or M -2 within 30 feet of any property line which is contiguous with any residen- tial zone, and no building shall be erected on such premises contiguous to a residential zone unless a six (6) foot masonry wall is erected along such property line, provided however that the City may require said wall to be 42 inches in height from the front property line to a depth equal to the required front yard set- back of the abutting R classified property or where a parking area abutts a public street." "An area 3 feet in depth on M zoned premises adjacent to said masonry wall shall be developed to landscaping as may be necessary to make such industrial use compati- ble with the adjoining use. A landscaping plan shall be submitted for approval to the City to show compliance with this section." - 3 - PC - 4/21/64 , (MO) It was moved by Casares, second by Crabtree and motion carried that Section 9121.22 be recommended to the City Council for addition to the Zoning Ordinance. Secretary Wroe recommended that Section 9102.26(5) be added to the Ordinance as follows: " Landscaping - Landscaping shall mean the planting and ma ntenance of trees, with some combination of shrubs, vines, or botanical ground cover; and in addition, but not excluding the above greenery, such structural fea- tures as fountains, pools, sculpture, rocks, screens, walks, fences, or benches." (MO) It was moved by Crabtree, second by Casares, and unanimously carried that Section 9102.26(5) be added to the Zoning Ordi- nance. Secretary Wroe recommended that Section 9106.8 be deleted and replaced by Section 9122. (MO) It was moved by Crabtree, second by Casares, and unanimously carried that Section 9106.8 be deleted and replaced by Section 9122. Attorney Hassenplug suggested that the numbering in the Definition Section of the Zoning Ordinance be deleted, there- fore additions, etc, can be made easier by having it listed alphabetically. NEW BUSINESS 8. PLANNING DEPARTMENT BUDGET Commissioner Crabtree explained the proposed budget expenses for 1964 -65 fiscal year. Advisor Cushman and Attorney Hassenplug were excused at 11:45 o'clock p.m. Discussion was held regarding the budget items. (MO) It was moved by McCaffree, second by Casares, and unanimously carried that the proposed 1964 -65 budget be given tentative approval. 9. ANNUAL CONTRACT CITIES CONFERENCE (MO) It was moved by Crabtree, second by Wilt, and unanimously carried that the Planning Commission recommends to the City Council that conference expenses be figured on a per diem and mileage concept basis. (MO) It was moved by Casares, second by Crabtree, and unanimously carried that the Planning Commission recommends that the City Council reconsider their action of April 21st to in- clude all Planning Commissioners to attend the California Contract Cities Seminar in Palm Springs, May 14 - 17, 1964. 10. PROPOSED AMENDMENT TO GENERAL PLAN - HART STREET EXTENSION Secretary Wroe explained the necessity for the future extension of Hart Street southerly for approximately three blocks. The section between Ramona Blvd, and Marshall Street could develop much sooner than the rest of the area, however this plan should be included in the General Plan. (MO) It was moved by McCaffree, second by Wilt, that the Planning Commission recommend to the City Council the southerly extension of Hart Street be included on the Master Plan of Streets and Highways in the General Plan. - 4 - PC - 4/21/64 • • (RC) Roll call vote was as follows: Ayes: Casarea, Taylor, Buchanan, McCaffree, Crabtree, Wilt.
