A regular meeting of the Planning Commission was held in
the Council Chambers., 8815 East Valley Boulava,^d, The
meeting was called to order by Chairman Kunz at ts35
o'clock p.m.

5. TR 26231 - COMMITTEE REPORT
Commissioners Buchanan and Taylor served on this committee and
reported that year's approval on TR 26231 has expired, there-
fore a new application should be submitted to develop this property.
(MO) It was moved by Farrell, second by Kunz, that the staff send
Notice of Expiration of TR 26231 and that the owner may prepare
a better plan to be submitted at a later date, and that the
report be accepted.

NEW BUSINESS
6, ZONE VARIANCE CASE NO. 24 - PUBLIC HEARING - NARRAMORE CHRISTIAN
FOUNDATION - WALNUT GROVE, 103.36' NORTH OF DRAYER LANE.
PROPOSAL: To establish, operate and maintain a religious
foundation headquarters and appurtenant facilities, including
counseling, administrative and accounting offices, in the
A -1 Zone Light Agriculture).

The plot plan marked Exhibit "A "shows the existing and
proposed development of the subject property. A two -story
office building containing approximately 16,990 square feet
is shown, and two additional building pads are indicated.
On the basis of one parking space per 250 square feet in the
one building shown, 67 spaces would be required. 167 are
shown, with access being taken from Walnut Grove Avenue.
No signs are indicated.
This use is permitted in the C -1 Zone (Neighborhood Commercial)
as a matter of course.
FACTUAL DATA BEARING ON THIS CASE ARE NOTED AS FOLLOWS:
1. The subject property is a rectangular parcel fronting
approximately 660 feet on the westerly side of Walnut
Grove Avenue. It contains approximately ten acres and
is presently developed with a single- family residence.
It slopes downward generally to the east and north, with
a maximum difference in elevation of approximately 70 feet.
The area to the south and west of the subject property is
developed with single- family residences. A golf course
exists to the east, and a water pumping station to the
north.
2. The subject property is zoned A -1 as established by
Ordinance No. 121, effective on December 9, 1963.
3. Walnut Grove Avenue is a 60 -foot wide Secondary Highway
which requires ten feet of widening from subject property
to bring it to standard width.
Advisor Cushman administered the oath to those persons
wishing to testify at this Public Hearing.
Chairman Kunz declared the Public Hearing open at 7:53 o'clock
P .M.
Mr. C. William Sloat, 944 N. Hollister, Pasadena, represented
the Narramore Christian Foundation in their application for
this zone variance. Mr. Sloat, with the aid of Mr. John
Aussenhoffer and Dr. Narramore, gave a summary of the functions
of the foundation, and presented a proposed sketch of their
development plans.
The following persons had various questions regarding the

(MO) It was moved by Pike, second by Farrell, that since the area
is new and still under study, and since there are many un-
answered questions in the minds of the Commission members,
that Public Hearina on this zone variance be continued at
the October 20, VIA, meeting of the Planning Commission.

7. ZONE VARIANCE CASE NO. 25 - PUBLIC HEARING - ALHAMBRA
NEUROPSYCHIATRIC HOSPITAL - 4652 NORTH WAR AVENUE
Advisor Cushman presented the factual data as follows:
PROPOSAL: To expand an existing hospital with less than
required parking, and to establish, operate and maintain a
21 -space parking lot with setback encroachments, in the
adjoining R -1 Zone (Single- Family Residential).
The plot plan marked Exhibit " A " shows the proposed development
of the parking lot, and the hospital which the proposed parking
lot would serve. The parking lot would have 6 -foot high block
walls on the northerly and westerly property lines, and a chain
link fence on the southerly property line. No interior land-
scaping is shown on the parking lot, although a 2 -foot planting
strip is shown along the northerly boundary.
Access would apparently be taken through the hospital property
rather than to Ivar Avenue.
The existing hospital has 31 beds. The proposed addition would
contain 30 beds. On the basis of one parking space per bed, 61
spaces would be required. A total of 29 spaces is indicated.
FACTUAL DATA BEARING ON THIS CASE ARE NOTED AS FOLLO�dS:
1. The subject property is a trapezoidal, interior parcel
easterly of Ivar Avenue.
The area along Ivar Avenue is developed with single- family
residential uses, and the hospital exists along Rosemead
Boulevard.
2. The subject property has been zoned R -1 since April 23, 1930,
when it was part of the unincorporated area of Los Angeles
County.
3. Ivar Avenue is a 60 -foot wide local street.
Rosemead Boulevard is a 100 -foot wide major highway.
Advisor Cushman administered the oath to those persons wishing
to testify at this Public Hearing.
Chairman Kunz declared the Public Hearing open at 8:40 o'clock
p .m.
Mr. James Conte, 4 619 N. Rosemead, Administrator of the
Alhambra Neuropsychiatric Hospital, represented same in their
application to increase parking facilities.
The following persons raised various questions regarding the pro-
posed increase in parking facilities:

Mr. Donald Neptune, Architect, 5060 W. Colorado, Pasadena,
explained that final plats would indicate an 8' rear yard
setback instead of the 4' shown on the proposed plan.

There being no further testimonies, the Public Hearing
was closed at 9 :00 o'clock p.m.
(MO) It was moved by Pike, second by Taylor, that the Planning
Commission grant approval of Zone Variance Case No. 25,
subject to the following conditions:
1. That this variance be for a five year period, at w;,ic;i
time the Planning Commission shall review this variance
and extend the time without a Public Hearing.
2. That the existing property on Ivar Avenue be cleaned L , a
to meet safety standards.
3. That ingress and egress be from Rosemead Boulevard.
4. That curbs, gutters, and sidewalks be installed on Ivar.

8. LAWRENCE AVENUE AREA STUDY
Advisor Cushman explained this study resulted from a Zone
Variance Change and recommended the area be extended to
include both sides of Ivar to Mission Drive, Lawrence, and Bentel.
(MO) It was moved by Buchanan, second by Taylor, that the Lawrence
Avenue Study be continued to the October 20, 1964, meeting of
the Planning Commission..
(RC) Roll Call vote on the motion was as follows:

9. MARSHALL- GLENOON- ROSEMEAD BLVD.- MUSCATEL AREA STUDY
Advisor Cushman explained that this study is not yet complete.
He will proceed with study and present a preliminary report at
the October 6, 1964, meeting of the Planning Commission.
10. ANNEXATION NO. 26 - ZONING
(MO) It was moved by Taylor, second by Buchanan, that the Planning
Commission recommend to the City Council the rezoning of the
two corner lots at San Gabriel Boulevard and Walnut Grove Avenu_-
from A -1 to C -3, upon annexation, and that the remaining propert;-
remain A -1.
(RC) Roll call vote on the motion was as follows:

(MO) It was moved by Taylor, second by Buchanan, to recommend to the
City Council that there be a "D" overlay zone on the entire
property recommended for C -3 Zone in Annexation No. 26.

Chairman Kunz explained the functions, etc., of this orgciiz�*io -:

continue, it will cease its services.
(MO) it was moved by Kunz, second by Farrell, and unanimously car,` e >1
that the Rosemead Planning Commission is in favor and requests
that the West San Gabriel Valley Planning Council continue to
; operate for the same goals and objections as they have in the past.
(MO) It was moved by Farrell, second by Kunz, and unanimously carried
that the Planning Commission recommends that the City Council
go en record favoring this organization and appoint a
rc' - ,�:i::ni:ative to attend these meetings.
Harry Buchanan was nominated unanimously to serve as the Planning
Commission's representative to this organization.
C. ZONING ORDINANCE - SECTION 9121.136
.-sion was held regarding the wording of this Section in the
Ordinance and it was agreed that Advisor Cushman will work on this
matter to be studied at the meeting of September 29, 1964.
(MO) It was moved by Taylor, second by Kunz, and unanimously carried
that the meeting adjourn. Meeting adjourned at 10 :48 o'clock p.m
Next regular meeting will be October 6, 1964, at 7 :30 o'cloc!c p.m.
