PLANNING COMMISSION
Minutes of October 20, 1964
A regular meeting of the Planning Commission was held in the
Council Chambers, 8815 East Valley Boulevard. The meeting
was called to order by Chairman Kunz at 7 :35 o'clock p.m.
1. The Pledge of Allegiance was led by Commissioner Farrell.
2. ROLL CALL
Present: Commissioners: Buchanan, Farrell, Kunz, Pike, Taylor
Absent: None
Ex officio: Brown, Cushman, Lands
3. APPROVAL OF MINUTES - September 29, 1964
(MO) It was moved by Buchanan, second by Taylor, and unanimously carried
that the minutes of September 29, 1964, be approved as printed.
APPROVAL OF MINUTES - October 6, 1964
Chairman Kunz stated that on page 2, item 3, line 2, should read
"a strip of land 30 feet wide to bring it to standard width"
Chairman Kunz stated that on page 2, the opposition to this
variance (Mr. & Mrs. Schermeister) was due to noise, and the
traffic hazard to children living in the neighborhood.
(MO) it was moved by Taylor, second by Farrell, and unanimously carried
that the minutes of October 6, 1964, be approved as corrected.
4. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO ADDRESS THE
COMMISSION.

Bill Douglas, 3609 Brookline, student, addressed the Commission
and raised a question about the traffic signal at Lower Azusa
and Rosemead, and the fact that no 'U' turn is permitted.
Commissioner Farrell explained there would be an upgrade of signal
systems by the State Division of Highways in the near future.

5. ZONE VARIANCE CASE NO. 24 - NARRAMORE CHRISTIAN FOUNDATION,
Walnut Grive, 103.36' NORTH of Drayer Lane.
Advisor Cushman read a letter addressed to the Planning Commission
from Clyde M. Narramore, President of the Narramore Foundation,
requesting postponement of the hearing on this zone variance to
the last meeting in November.
(MO) It was moved by Farrell, second by Pike, that Zone Variance Case
No. 24 be postponed to the November 17 meeting.

PLOT PLAN NO. 185 - RUSSELL W. & BERTHA B. MORRISON (OWNER/APPLICANT)
9269 EAST RIO DELL ST. (SITE)
Advisor Cushman presented the factual data regarding the properties
at 9263 and 9269 Rio Dell together as these properties are adjoining
properties and mutual driveway easements are proposed for the two.
Mr. Mcllvenna, Surveyor, fir the Reeds and Morrisons, answered
questions regarding proposed garage swing around areas, fencing
between properties, and the possibility of owners agreeing to a
cul de sac type dedicated street.
Mr. Mcllvenna stated he did not believe the applicants would be in
favor of a cul de sac arrangement due to the expense involved. He
also stated that both properties were being developed for future
sale.
(MO) It was moved by Taylor, second by Pike, that the applicants be
permitted to withdraw without prejudice at this time, and that
Mr. Mcllvenna resubmit plans at the next meeting after discussing
possible cul de sac arrangement with applicants. Mr. Mcllvenna
withdrew without prejudice mn behalf of the applicants.

8. PLOT PLAN NO. 186 - ANTONIO CAPPUCCIO et al (OWNER /APPLICANT)
3128 & 3132 SULLIVAN AVENUE (SITE)
Advisor Cushman presented the factual data regarding this plot plan.
Considerable discussion ensued regarding existing garage backup
distance, guest parking and access to guest parking.
(MO) It was moved by Farrell, second by Taylor, that applicants be
permitted to withdraw without prejudice and resubmit a more detailed
plan at a later date.

(MO) It was moved by Farrell, second by Buchanan, and unanimously carried
that items 9, 10, and 11 be deferred to a later date.
(MO) It wasmoved by Taylor, second by Farrell, and unanimously carried
that agenda item 13 be placed on the agenda before item 12.
13. Next meeting of the Planning Commission - November 4, 1964.
Chairman Kunz declared a recess at 8:35 o'clock p.m. Meeting
reconvened at 8 :52 o'clock p.m.
(MO) It was moved by Farrell, second by Taylor, and unanimously carried
that Plot'Plan'No. 186 be reconsidered.
(MO) After considerable discussion regarding existing garages, set back
requirements, guest parking, it was moved by Pike, second by Taylor,
that Plot Plan No. 186 be approved on the condition that existing
garage on Parcel " A " be relocated to rear of lot or replaced by a
new garage at that location, allowing for adequate approach and in
accordance with Standard Requirements.
(RC) Roll call vote on the motion was as follows:

12. MOVE IN ORDINANCE STUDY
Commissioner Farrell suggested a comparison study of existing
provisions of Building & Safety Code and proposed ordinance.
Considerable discussion ensued and Advisor Cushman will prepare for
the next meeting of the Planning Commission a packet of available
forms pertaining to Move -Ins.
Mr. Pike reported on Move In - Golden West to Earle. He said the
house to be moved had a stucco exterior in good condition, and
he believed house would fit nicely into area.
(MO) It was moved by Pike, second by Farrell,that relocation be accepted
and the Building & Safety office be so notified.

15. MATTERS FROM COMMISSIONERS & STAFF
Chairman Kunz suggested that Commissioners review "Planning
Commissioners Handbook ".

legal aspects of [crown Act.
Chairman Kunz declared the meeting adjourned at 10:30 o'clock p.m.
