PLANNING COMMISSION
Minutes of January 5, 1965

A regular meeting of the Planning Commission was held in
the Council Chambers, 8815 East Valley Boulevard. The
meeting was called to order by Chairman Kunz at 7:40
o'clock p.m.
I. The Pledge of Allegiance was led by Commissioner Buchanan.
2. ROLL CALL
Present: Commissioners: Buchanan, Kunz, Taylor
Absent: Commissioner Pike
Ex officio: Brown, Cushman, Lands, Wroe
(MO) It was moved by Buchanan, second by Taylor, and unanimously
carried that agenda item 4 be placed before agenda item 3
to expedite the meeting.
4. ADMINISTRATION OF OATH
Deputy City Clerk Edythe Armstrong administered the oath of
office to newly appointed Commissioner Raymond J. Holmes.
The Commissioners welcomed Mr. Holmes to the Commission.
3. APPROVAL OF MINUTES - December 15, 1964
Chairman Kunz stated that MATTERS FROM COMMISSIONERS AND
STAFF, item 10, page 4, should show definite meetings
attended by Commissioners and they should bring back
pertinent information to those not able to attend.
ADD: Chairman Kunz gave a brief report on the meeting of the
Southern California Planning Congress held in Glendale, December
10, 1964. Topic of this meeting was "Desirability of Under-
ground Utilities in Community Development ".
ADD: Commissioner Buchanan attended a meeting of the West
San Gabriel Planning Council, December 11, 1964, in Arcadia,
but was not prepared to report.
Chairman Kunz stated that ADJOURNMENT, item 11, page 4, should
read "There being no further business, Chairman Kunz adjourned
the meeting at 10 :00 o'clock p.m.
(MO) It was moved by Buchanan, second by Taylor, that the minutes
of December 15, 1964, be approved as corrected.

Advisor Cushman reviewed the factual data on this plot plan
which was held over from the meeting of December 15, 1964, due
to lack of representation.
Discussion followed regarding width of driveway, guest parking,
turn around area, condition of existing residence, and land-
scaping in two foot area between fence and drive on south side.,
Mrs. Mary Fisher 16236 E. Merced, West Covina, stated that
she and Mr. Fisher had brought the wiring up to code, removed
trees and repainted the house since purchasing the property
2'- years ago.
(MO) It was moved by Buchanan, second by Taylor, that Plot Plan No.
189 be approved with the condition that the driveway be set
over two feet from south property line, and subject to standard
requirements that apply.
Mrs. Fisher agreed to the conditions of approval.

7. ZONE CHANGE CASE NO. 10 - Public Hearing

Advisor Cushman reviewed the factual data regarding this
request for a zone change, held over from the meeting of
December 15, 1964, due to lack of representation.
Chairman Kunz declared the public hearing open at 8 :08 o'clock p.m.
Advisor Cushman administered the oath to those persons wishing
to testify at this public hearing.
Mr. Jensen, owner of subject property, answered questions from
Commissioners regarding existing dwellings, driveway width,
and parking.
(MO) It was moved by Holmes, second by Taylor, that request for
Zone Change No. 10 (R -1 to R -3) be denied, and that.the iI/S�2T
Commission consider favorably a request for a zone variance,
providing the applicant makes a presentation of a precise c1�&40
plot plan at the meeting of January 19, 1965. a"A" 4111

plot plan.
Discussion followed regarding driveway width, landscaping
along west side of drive, location of driveway and turn
around area.
(MO) It was moved by Taylor, second by Holmes, that Plot Plan No..
135 Revised, be approved subject to the standard requirements
that apply, and that the driveway be moved easterly two feet
from property line to provide for landscaping.

COMMUNICATIONS
9. GARVEY SCHOOL DISTRICT - ACQUISITION OF GENDIAN DAIRY PROPERTY

Advisor Cushman presented the factual data regarding this
property.
After considerable discussion, it was determined that there is
no provision in the ordinance that would allow the Commission
to grant public use of property without a hearing, and that
notice of a public hearing be published, and that notices be
sent to area property owners in accordance with the ordinance.
(MO) It was moved by Taylor, second by Buchanan, that action on a C'��
Conditional Use Permit be deferred until meeting of January 19,
1965 and that if it is not possible to meet on this date
that a special meeting be held on January 26, 1965, at 7:00
o'clock p:m.

10. SERVICE STATION STUDY - CITY COUNCIL REFERRAL
Executive Secretary Wroe gave a brief outline of the study with
respect to location of oil company facilities within the heart
of the city or business district.
After discussion, Advisor Cushman stated he would get a copy of
Arcadia's ordinance admendment to use as a guide, and would have
it available for the January 19, 1965, meeting.
