SUBJECT: ENTERTAINMENT LICENSE FOR TGI FRIDAY'S RESTAURANT
3518 ROSEMEAD BOULEVARD
Summary
The Briad Group has submitted an Entertainment License application requesting a live
DJ, karaoke, and quarterly bar flair fundraising events for TGI Friday's Restaurant. Flair
bartending is the practice of bartenders entertaining guests, clientele or audiences with
the manipulation of bar tools (e.g. cocktail shakers) and liquor bottles in tricky, dazzling
ways. The drinks the bartenders make are auctioned off and the money raised is
donated to a leukemia charity. The subject site is located at 3518 Rosemead Boulevard
in the Rosemead Place Shopping Center, in the C -31D (Medium Commercial with a
Design Overlay) zone.
Staff Recommendation
Based on the analysis and findings contained in this report, it is recommended that the
Planning Commission APPROVE the Entertainment License subject to the eighteen
(18) conditions outlined in Exhibit "B" attached hereto.
Public Notice Process
This item has been noticed through the regular agenda notification process, which
includes a 300' radius public hearing notice to thirty -three (33) property owners,
publication in the Rosemead Reader on March 7, 2013, and postings of the notice at the
six (6) public locations.

CONDITIONS OF APPROVAL
March 18, 2013
1. The Entertainment License is approved for a live DJ, karaoke, and quarterly bar
flair fundraising events for TGI Friday's Restaurant.
2. Prior to the issuance of the Entertainment License, the Planning Division shall
approve a floor plan illustrating the entertainment area. Any modification to the
floor plan shall be reviewed and approved by the Planning Division and all
applicable departments.
3. Approval of the Entertainment License shall not take effect for any purpose until
the applicant has filed with the City of Rosemead a notarized affidavit stating that
he /she is aware of and accepts all of the conditions of approval as set forth in the
letter of approval and this list of conditions, within ten (10) days from the Planning
Commission approval date.
4. The Planning Commission hereby authorizes the Planning Division to make
and /or approve minor modifications to the approval and to these conditions of
approval.
5. The Entertainment License for TGI Friday's. Restaurant is granted or approved
with the City and its Planning Commission and City Council retaining and
reserving the right and jurisdiction to review Iand to modify the permit, including
the conditions of approval based on changed circumstances. Changed
circumstances include, but are not limited Ito, the modification of the use, a
change in scope, emphasis, size, or nature of the use, or the expansion,
alteration, reconfiguration, or change of use. (This reservation of right to review is
in addition to, and not in lieu of, the right of) the City, its Planning Commission,
and City Council to review and revoke or modify any permit granted or approved
under the Rosemead Municipal Code for any violations of the conditions
imposed.
6. The applicant shall defend, indemnify, and hold harmless the City of Rosemead
or its agents, officers, and employees from any claim, action, or proceeding
against the City of Rosemead or its agents, officers, or employees to attack, set
side, void, or annul, an approval of the Planning Commission and /or City Council
concerning the project, which action is brought within the time period provided by
law.
7. All conditions of approval must be complied with to the satisfaction of the
Planning Division and Public Safety Department prior to final inspection.

8. The entire premise is subject to inspections by the Los Angeles County Sheriffs
Department and /or City of Rosemead staff at any time while the business is
operating. Any locked or otherwise secured doors will be opened upon demand.
9. No "Adult type videos" (karaoke laser discs) will be utilized.
10. All doors must be closed when utilizing karaoke or any other music.
11. The licensee and /or security guard will prevent and discourage loitering inside
and in the parking lot.
12. The licensee will be in compliance with the City's Noise Ordinance restrictions at
all times. The volume of the karaoke machine will not be set in excess of the
predetermined digital volume reading limit (4242).
13. Applicant shall post signage in a prominent position in the premises advising
patrons to exit with due regard for the peaceful enjoyment of the area by other
commercial or residential users, advising patrons that loitering in the parking
facility or areas adjacent is strictly prohibited and advising patrons that any
disruption of the area will result in an immediate notification to law enforcement
by the Management of the licensee or the security guard on duty.
14. A management designated "responsible person" (minimum age of twenty -one
with a valid California Department of Motor Vehicles identification) shall be
present at all times. This person shall be able to communicate effectively with
any regulatory City Official, Sheriffs Deputies, Fire Officials, Health Officials,
Building Inspector, Code Enforcement, etc.
15. The public entering the business premises must enter via the main door to the
restaurant.
16. The applicant shall be in compliance with the Rosemead Municipal Code Chapter
1.01.040 (Los Angeles County Provisions Adopted by Reference), which adopts
the County of Los Angeles ordinance as related to "Nonsmoking Areas in Eating
Establishments" (Title 11.15 Health and Safety).
17. The applicant shall be in compliance at all times with, Title 7, Chapter 7.36 of
County of Los Angeles Municipal Code, in which the City has adopted, pertaining
to Entertainment License.
18. Any violation of any applicable laws and /or these operating conditions will be
grounds for suspension and /or revocation of the Entertainment License.
