PLANNING COMMISSION
Minutes of April 20, 1965

A regular meeting of the Planning Commission was held
in the Council Chambers, 8815 East Valley Boulevard.
The meeting was called to order by Chairman Taylor at
7:38 o'clock p.m.
1. The Pledge of Allegiance was led by Attorney Brown.
2. ROLL CALL

3. APPROVAL OF MINUTES: April 6, 1965
Commissioner Kunz referred to page 3, item 10B - Beautification
Committee's Recommendation and stated this recommendation was
in the form of a motion and should be changed to read:'
(MO) It was moved by Commissioner Kunz, second by Commissioner Holmes,
and unanimously carried that the Planning Commission recommends
to the City Council that an ordinance be adopted requiring the
planting of parkway trees in conjunction with all new construction
and remodeling of existing construction on the same basis as curb,
gutter and sidewalk improvements.
(MO) It was moved by Commissioner Kunz, second by Commissioner Holmes,
and unanimously carried that the minutes of April 6, 1965, be
approved as corrected.
4. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO ADDRESS THE
COMMISSION.
There were none.

Advisor Cushman presented the factual data regarding this request
for a zone variance.
Advisor Cushman administered the oath to those persons wishing to
testify at this public hearing.
Chairman Taylor declared the public hearing open at 7:50 o'clock p.m.
Mr. W. C. Stephenson, 8347 East LeRoy, San Gabriel, represented
the owners in their request for a zone variance.
There being no further testimony, Chairman Taylor declared the
public hearing closed at 7:55 o'clock p.m.

Discussion followed regarding a permanent easement of record
over the rear portions of parcels 54, 55, and 56 to provide
access to the subject parking lot.
(MO) It was moved by Commissioner Pike, second by Commissioner Kunz,
that the request for Zone Variance Case No. 29 be approved
subject to the City of Rosemead standard requirements and
ordinance requirements governing parking lots.
(RC) Roll call vote on the motion was as follows:

Noes: None
Absent: None
(MO) It was moved by Commissioner Kunz, second by Commissioner Pike,
and unanimously carried that agenda item No. 7 be heard before
agenda item No. 6.

Advisor Cushman presented the factual data regarding this plot plan.
Discussion followed regarding an easement for ingress and egress
on LaMadrina, and the dedication of 10 ft. of right -of -way on
Walnut Grove for street widening purposes.
(MO) It was moved by Commissioner Kunz, second by Commissioner Holmes,
that Plot Plan No. 202 be approved subject to the standard
requirements that apply.
(RC) Roll call vote on the motion was as follows:

6. CONDITIONAL USE PERMIT NO. 2
Public Hearing
Asociacion de Charros de Los Angeles (Applicants)
1601 N. Walnut Grove (Approx. Site)
Advisor Cushman presented the factual data regarding this
application for a Conditional Use Permit to hold Mexican Type
Rodeo Shows.
Advisor Cushman administered the oath to those persons wishing to
testify at this public hearing.
Chairman Taylor declared the public hearing open at 8:10 o'clock
p.m. '
Speaking for the Asociacion de Charros de Los Angeles were
Victor Trevizo, 2044 Workman, Los Angeles, and Carlos Valencia,
130 South Virginia, Azusa.
Mr. Trevizo stated that the events would include roping, riding
and Mexican dances. Further,-that they had provided bleacher
seating for 1,000 persons, and public sanitation facilities had
been installed.

Acting Secretary Farrell read a letter dated March 30, 1965,
from the San Gabriel Valley dater Company in favor of the
Asociacion de Charros de Los Angeles in their request for a
Conditional Use Permit.
In opposition to this request for a Conditional Use.Permit were
the following persons:
William Girard, 8450 E. Yarrow
Otis rlhite, 845; E. Yarrow
Barbara White, 8459 E. Yarrow
William Farris, 8423 E. Yarrow
C. William Sloat, 944 N. Hollister, Pasadena
John Aussenhoffer, 1050 N. Hollister, Pasadena
Opposition to this request was based on the following points, i.e.
noise, dust, considerable drinking, too many animals, traffic
overflow into public streets, public address system too loud,
children unsupervised, children playing in the Wash - dangerous.
Further, that the facilities were an eyesore to the community,
and the sanitary facilities inadequate as evidenced by the lack of
the use of same.
There being no further testimony, Chairman Taylor declared the
public hearing closed at 8:42 o'clock p.m.
(MO) It was moved by Commissioner Pike, second by Commissioner Kunz,
that Conditional Use Permit No. 2 be denied.

11. MATTERS FROM COMMISSIONERS AND STAFF
A. It was suggested that a Study Meeting be held on May 5, 1965•
B. Commissioner Pike informed the Commission that there will be a
meeting on May 10, 1965 regarding Sister City Project. All
Commissioners were invited to attend.
C. It was agreed that the Commission should have an Invocation
preceeding each meeting.
12. ADJOURNMENT
There being no further business, Chairman Taylor declared the
meeting adjourned at 9:10 o'clock p.m.
