PLANNING COMMISSION
Minutes of October 5: 1965
A regular meeting, of the Planning Commission was held in
the Council Chambers.at.8815 East Valley Boulevard. The meeting
was called to order by Chairman Taylor at 7135 o'clock p,m.

2. ROLL CALL
Present: Commissioners Buchanan, Holmes, Taylor, E Kunz
Absent : Commissioner Pike

3. APPROVAL OF MINUTES: September 7, 1965
The minutes were corrected as follows: #6, pg. 3, Roll Call -
Commissioner Taylor voted aye on Plot Plan #211 motion.
(MO) It was moved by Commissioner Holmes, second by Commissioner
Buchanan, and unamimously carried that the minutes of September 7,
1965, be approved as corrected.
Commissioner Pike arrived at 7:40 o'clock p.m.
APPROVAL OF MINUTES: September 21, 1965.
The minutes.were corrected as follows: No. 5, pg. 2, para-
graph 8., #8.,,9, 10, and 11 - Change word Variance to Conditional
Use Permit.
QMO) It was moved by Commissioner Buchanan, second by Commissioner
Holmes, and unanimously carried that the minutes of September 21,
1965, be approved as corrected.

(MO) It was moved by Commissioner Buchanan, second by-Commissioner
Kunz,.that the request to waive sidewalk requirement be denied,

6. Plot Plan #225

Mr. Larry Maye, 418 So. Rosemead Blvd., Pasadena,.California,
attended the meeting as representative of Mr. & Mrs. Morris.
Mr. Farrell presented the factual data.
Mr. Maye stated their loan had taken care of plans for sidewalks,
gutters, etc.

Discussion was held regarding driveway and turn around areas,
It was suggested that both have a foot or two added.
There were no objections to suggested alterations:
(MO) It was moved by Commissioner Pike, seconded by Commissioner
Kunz, that Plot Plan #225 be approved subject to standard
requirements that apply, with exception to expanding the turn
around area to 12' rather than 9 ft, and guest parking as shown
on plan.
(RC) Roll call vote on the motion was as follows:

7. Plot Plan #226

Mr. Stewart attended meeting representing
9068 Fairview, San Gabriel, California
Attorney Robert L. Bacon, 4100 N. Rosemead Blvd., Rosemead
attended the meeting representing Mr. Ross Burdick, 3343 N. Ivar,
So. San Gabriel, (who owns adjacent property) to oppose the plan.
Mr. Bacon presented testimony for Mr. Burdick that, "In his opinion,
for the benefit of the City of Rosemead, the plan should be denied
because the area could be developed to better use for the Community."
The facts that there was much vacant land & possibilities of a
cul de sac street were discussed.
(MO) It was moved by Commissioner Pike not to deny Plot Plan #226,
but post -pone decision for 30 days and give applicant time to
contact neighbors to try to develope something. There was no second.
(AMEND) Commissioner Pike amended to allow withdrawal without prejudice.
Commissioner Holmes seconded.
Mr. Stewart agreed to withdraw without prejudice.

Commissioner Holmes disqualified himself from this case because
he is owner.
Mr. Farrell presented factual data on the plan.
Mr. James Floe, Check Mate Construction Co., 4116 E: Peck Rd.,
El Monte, California was present representing the plan.
(MO) It was moved by Commissioner Pike, second Commissioner Buchanan
that Plot Plan #227 be approved subject to standard requirements
that apply and that the driveway be widened to 14 ft.

9. Mr. Farrell suggested there be a study session on the underground
utility subject and that the item be carried to a special meeting.
Mr. Harold Bishop, 3726 N. Bartlett, Rosemead, Calif., gave opinion
on underground utilities and suggested professional consultation.
The meeting is scheduled for 8:00 o'clock a.m. , Friday, November 5.
The company will be contacted.
LEGISLATIVE
OLD BUSINESS
10. Attorney Brown informed the Commission that according to zoning
ordinance, a resolution should be adopted on action taken on
Zone Variances and Conditional Use Permits. Discussion followed.
(MO) It was moved by Commissioner Kunz, seconded by Commissioner Holmes
that Resolution No. 65 -2 of the Planning Commission of the City
of Rosemead, granting Conditional Use Permit No. 5 be adopted and
read by title only.
(RC) Roll Call vote on the motion was as follows:
Ayes: Commissioners Buchanan, Holmes, Taylor, Kunz, & Pike
Noes: None
Absent: None
(MO) It was moved by Commissioner Kunz, second by Commissioner Holmes
that Resolution No. 65-1 of the Planning Commission of the City
of Rosemead, granting Zone Variance No. 32 be adopted and read by
title only.
(RC) Roll Call vote on the motion was as follows:
Ayes: Commissioners Buchanan, Holmes, Taylor, Kunz, & Pike
Noes: None

11. COMMUNICATIONS There were none
12. MATTERS FROM COMMISSIONERS AND STAFF
Discussion was held regarding carports in R -I zone (single family
residential). It was felt they'do not inhance the appearance
of residential areas. It was suggested a resolution be recommended
to the City Council regarding Land Use & Zone Ordinances 9122.1 and
9104. Attorney Brown will check and report on this at the next
meeting,
Discussion was held on Zone Ordinance 9104.1 F regarding inter-
pretation of what constitutes a household pet. It was clarified
to mean domestic an.imals.
(MO) It was moved by Commissioner Holmes, second by Commissioner
Buchanan and unanimously carried that the meeting be adjourned.
Meeting adjourned at 9.07 o'clock p.m.
