PLANNING COMMISSION
Minutes of November 2, 1965
A regular meeting of the Planning Commission was held in the
CONncil Chambers at 8815 East Valley Boulevard. The meeting was
Galled to order by Chairman Taylor at 7:30 o'clock p.m,
1. The Pledge of Allegiance was led by Commissioner Holmes.
Attorney Brown presented the invocation,

3. APPROVAL OF MINUTES: October 19, 1965
It was moved by Commissioner Kunz, second by Commissioner Pike
and unanimously carried that the minutes of October 19, 1 965
be approved as recorded.
4. TIME RESERVED FOR THOSE IN THE AUDIENCE WHO WISH TO ADDRESS THE
COMMISSION:
Mr. Herbert Finley -9368 Valley Blvd.- Rosemead, California
Mr. Finley stated his opinion on the Ward's Shopping Center and
said he felt closing of Ramona Blvd, was not right and felt it
would depress the area. He was informed he could have.attended
the Public Hearing on the Shopping Center and stated objections
at that time. He said he couldn't get into the meeting. He
made accusations of financial gain of the City Administrator
and that the project was pushed through. When asked, he said
t he had no evidence to support these accusations. He was advised'
oil IC / that he was actually out -of -order and if a Public Hearing is
held regarding closing of Ramona Boulevard, all residents in the
area will be notified.

6: Plot Plan No. 226 - resubmitted

3335 Ivar (SITE)
Mr. Hersh, Director of Planning, presented the factual data on
plot plan 226.
Ross Morgan, Realtor -114 W. Las Tunas -San Gabriel, California
Mr. Morgan identified himself as realtor representing Mr. Stewart
on the proposed plot plan property. He went over the report he
had submitted regarding visits to surrounding property owners.
The fact that the owner's signature is not on the plan was discussed.
(MO) It was moved by Commissioner Holmes, second by Commissioner Kunz,
that Plot Plan No. 226 be denied and that the applicant secure
necessary data from the City Staff to bring a new Plot Plan that
the Commission could negotiate and accept because this Plot Plan
does not meet standard conditions.
Amendments were made, but died with lack of a. second.

Commissioner Holmes withdrew his motion with agreement of second.
Mr. Hersh informed the Commission that per phone cohversation
reportedly from Attorney Adams, of Adams, Andersen S Bacon Law
Office, Mr. Burdick, their client, wished to withdraw his objection
to the proposed plot plan.
(MO) It was moved by Commissioner Holmes, second by Commissioner Pike
to ask the applicant to withdraw his plot plan without prejudice and
give him sufficient time to come back before the Commission with a
proper plot plan at a later date; and after consulting with Mr. Hersh.
Mr. Morgan said he felt he would be able to obtain the signature
of the owner on the plot plan.

7. Attorney Brown presented information with regard to City control by
Conditional Use Permit of tateerns, bars, cocktail lounges, etc. that
have on sale alcoholic beverages,.who are in C zone, and within 200 ft.
of a Residential Zone.
Attorney Brown gave City Attorney's feeling that the City is generally
limited in control of these establishments and the requirement of a
Conditional Use Permit would be valid.
(MO) It was moved by Commissioner Pike, second by Commissioner Kunz,
that the Planning Commission recommend to the City Council that they
adopt an ordinance prepared by the City Attorney's office requiring
a Conditional Use Permit for establishments having on sale alcoholic
beverages who are within 200 ft. of any R Zone.
(RC) Roll Call Vote on the motion was as follows:
Ayes: Commissioners: Buchanan, Holmes, Kunz, Pike, is Taylor
Noes: Commissioners: None
Absent: Commissioners: None
Attorney Brown will study subject and desirability of deleting the
section in C Zone permitting establishments selling on sale alcholic
beverages and putting it into the Conditional Use Permit section.
8. Attorney Brown presented information with regard to deleting carports
in the R -1 Zone.
The Ordinance prepared by the City Attorney was discussed.
Chairman Taylor declared a recess at 9:08 o'clock p.m.
The meeting reconvened at 9:15 o'clock p.m.
Discussion was held with regard to deleting carports in any single
family dwelling in any zone or in R -1 and R -2 Zones. Also discussed
was the size of the enclosure permitted and whether it should all be
under one roof.

that the Planning Commission recommend to the City Council that they
adopt an Ordinance basically in form of the Ordinance prepared by
the City Attorney's office which would delete carports from the
R -1 Zone and would require garages in R -1 and R -2 uses and developments.

12. Secretary Meyer reminded the Commission of the meeting for
Underground Utility study, Friday, November 5th, at 8:00 o'clock a.m.,
in the Council Chambers.
The City Council members will be notified in case of interest.
13. Chairman Taylor announced a luncheon meeting of the West San Gabriel
Valley Planning Council to be held Friday, November 12th, at 12 noon
at the Derby Restaurant in Arcadia. For reservations call:

There being no further business, Chairman Taylor declared the meeting
adjourned at 9:40 o'clock p.m.
