PLANNING COMMISSION
MINUTES OF JUNE 8, 1966
A regular meeting of the Planning Commission was called
to order by Chairman Taylor at 7:34 P.M. in the Council
Chambers at the City Hall, 8815 East Valley Boulevard.
1. CALL TO ORDER
The Pledge of Allegiance was led by Alex Goodman, Manager
of the Chamber of Commerce.
The Invocation was given by Commissioner Buchanan.

3. APPROVAL OF MINUTES - MAY 17, 1966
Chairman Taylor asked if there were no objections the
approval of the Minutes of May 17, 1966, would be deferred
till after Commissioner Pike's arrival.

(MO) Commissioner Buchanan moved, second by Commissioner Holmes
to defer until the absent Commissioners arrived; carried

Mr. Hersh, Director of Planning, presented the factual data.
Leon Payne of Shannon Homes, representing the applicants,
gave additional information with regard to the future
development of the subject property.
(MO) After Commission discussion it was moved by Commissioner
Holmes, second by Commissioner Pike that Plot Plan Number
250 be approved subject to the following conditions:
1. The applicant shall submit five (5) copies of revised
plot plans indicating the lots as approved, for staff
approval and review.

la. Parcels A and B, after dedication, shall be approxi-
mately 48 feet wide and 126 feet deep (Delta Street frontage).
lb. Parcel C, after dedication, shall be approximately
65 feet wide and 95 feet deep (Fern Street frontage).
2. The applicants shall dedicate to the City, for street
purposes, five feet of their street frontage, on both
Fern Street and Delta Street.
3. The 14' by 20' accessory building (shed) presently
located at the southeasterly corner of Parcel C may be
relocated on the rear of Parcel B, brought to City Standards
painted and stuccoed. The said building to be relocated to
Parcel B or removed prior to approval of the required
Parcel Map.
4. That subsequent to Staff approval of the revised plans,
the applicant shall submit a Parcel Map to the City
Engineer as required and set forth in the State Subdivision
Map Act, and shall pay required processing and recording fees.
5. That prior to approval and recordation of said Parcel
Map the applicants shall improve the property with curbs,
gutters, sidewalks, and street trees.
6. The applicants shall submit their signed affidavit of
Acceptance of Conditions prior to staff approval of the
revised plans.
7. The subject property shall otherwise conform to the
requirements of the Rosemead Zoning Ordinance and the.
applicable Commission Standards and Policies.

conditions:

1. The subject property shall be developed and maintained
substantially as shown on the plot plan marked Exhibit A.
2. That a sidewal.k, to City Standards, shall be installed
along the street frontage and two street trees, approved
by City Staff, be planted in the parkway, prior to the
approval and recordation of the required Parcel Map.
3. That the applicant shall submit a Parcel Map to the
City Engineer, as required and set forth in the State Sub-
division Map Act, and shall pay the required processing and
recording fees.
4. That no building permit shall be issued for any structure
on the rear of the subject property until the required
Parcel Map has been recorded and approved.
5. The subject property shall be developed in conformity
with the Rosemead Zoning Ordinance requirements and all
applicable Commission Standards and Policies.

Don Harvel, 91262 East Valley Boulevard, representing the
applicant, gave the Commission additional information.
Discussion by the Commission.
(MO) It was moved by Commissioner Buchanan, second by Commissioner
Holmes, to approve a lot - split, Revised Plot Plan Number 253,
a division of land into Parcels A and B as set forth on the
Exhibit, subject to the condition that the ultimate development
of separate parcels would not take place until there has been
a submission to the Planning Commission Staff of a plot plan
showing the proposed structures in relationship to the property
lines, and is approved by Commission; the preparation and
filing of the necessary Parcel Map together with the recordation
fees.

Mr. Hersh, Director of Planning, presented the factual data.
George Phillips, Real Estate Representative for Union Oil Company
gave the Commission additional information regarding signs
and landscaping.
(MO) it was moved by Commissioner Pike, second by Commissioner
Holmes to approve Plot Plan Number 254, subject to the following
conditions:
1. The subject property be developed substantially as
indicated on the plot plans, marked Exhibit A, with the addition
of two parking spaces, making a total of seven parking spaces.
2. A buffer strip of landscaping be planted along the masonry
wall on the south property line, subject to the approval of Staff.
3. That wheel stops be installed at the seven required parking
spaces, and at any other parking spaces installed on the subject
property.
4. The subject property shall otherwise conform to the require-
ments and standards of the Rosemead Zoning Ordinance and the
applicable Commission Standards and Requirements.

Pike, second by Commissioner Holmes, that Plot Plan Number
260 be approved subject to the following conditions:
1. That five (5) copies of revised plot plans, showing
complete dimensions, be submitted to Staff for approval.
2. That a sidewalk, to City Standards, be installed along
the street frontage of both the proposed and existing dwellings
and that street trees, approved by City Staff, be planted in
the parkway.
3. That the applicant submit a Parcel Map, as required and set
forth in the State Subdivision Map Act, and pay the required
fees to cover processing and recordation of the Parcel Map.
5. The applicant shall submit the signed Affidavit of Acceptance
of Conditions to Staff.
6. That subject property shall otherwise conform to the require-

gave the Commission additional development information.
(MO) It was moved by Commissioner Holmes, second by Commissioner
Pike, that Fiot Plan Number 261 be approved subject to.the
following conditions:
1. The subject property shall be developed and maintained
substantially as shown on the plot plan marked Exhibit A.
2. That a sidewalk, to City Standards, be installed along the
northerly forty (40) feet of the Delta Street frontage prior
to occupancy of the proposed dwelling.
3. The existing shed and pile of debris at th rear of the
three -car garage on Parcel A be removed prior to approval of
the Parcel Map.
4. The applicant and owner shall submit to the City Engineer
a Parcel Map as required and set forth in the State Subdivision
Map Act, and shall pay the required processing and recordation fees.
5. That no building permit shall be issued for the proposed
dwelling :.intil the applicant and owner have submitted to Staff
the Affidavit of Acceptance of Conditions and the required

Number 177 in its entirety.
General discussion by the Commission followed the reading.
(MO) It was moved by Commissioner Holmes, second by Commissioner Pike
to recommend to City Council to extend Urgency Ordinance No. 177
for a period of one year to allow proper and complete study.

18. CANCELLATION OF JUNE 21, 1966, MEETING OF PLANNING COMMISSION
(MO) It was moved by Commissioner Holmes, second by Commissioner
Pike, to cancel the Planning Commission meeting of June 21,
1966 due to the move of City Hall to new quarters.
Unanimous vote.
ADJOURNMENT
Chairman Taylor declared the meeting adjourned to July 5, 1966
at 9:56 P.M.
