CALL TO ORDER The Pledge of Allegiance was led by Commissioner O'Hagan The Invocation was given by Commissioner Pike 2. SUBDIVISION- TENTATIVE TRACT NUMBER 26746 J. B. WEBER DEVELOPMENT COMPANY, INC. (a &o) Mr. Hersh presented the factual data (MO) It was moved by Commissioner Holmes, seconded by Commissioner Pike that the Planning Commission recommend approval of Tentative Tract No. 26746 to the City Council with the 16 conditions recommended by staff subject to correction of the lineal footage of curbs, gutters, and sidewalks re- quired on Muscatel Avenue. (RC) ROLL CALL VOTE on the motion as follows: AYES: Commissioners: Holmes, O'Hagan, Pike, Taylor NOES: Commissioners: None ABSENT: Commissioners: Buchanan CONDITIONS FOLLOW • TENTATIVE TRACT 26746 Conditions 0 Approval of Tentative Tract 26746 expires eighteen months from the date of approval of this tract by the City Council of the City of Rosemead, April 9, 1968. 2. All lots shall conform to the area requirements of the R -1 -6000 zone. 3. Curbs, gutters and sidewalks shall be placed and construc- ted on the East side of Muscatel Avenue, across the approx- imately 289 feet of contiguous ownerships of which the subject tract is comprised; the improvements to be con- structed to the satisfaction of the City Road Department. 4. Sidewalks shall be provided throughout the subject tract, including the easterly side of Muscatel Avenue. Where sidewalks are adjacent to the curb they shall be five (5) feet wide, and in such case the street lights,and fire hydrants shall be located outside the sidewalk area. 5. Street trees, lights, and signs shall be provided in accord- ance with City standards. 6. Each lot shall have at least thirty -five (35) feet of street frontage, and those lots fronting on the cul -de -sac shall have approximately radial lot lines. 7. Dedicate, with the dedication of Fendyke Avenue, the one foot strip of land held in Trust and shown on the ten- tative map as seventy -five (75) feet in length, located in the vicinity of lot 1 and traversing Fendyke Avenue in the vicinity of lot 9. 8. a. Street and drainage improvements, and easements needed for street drainage shall comply with Road Department re- quirements. b. Easements shall not be granted or recorded within rights -of -way proposed to be deeded or dedicated for public streets, until after the tract is recorded, unless such easements are subordinated to the road easement by cert- ification on the title sheet of the final map. C. Align center lines of all streets without jogs at in- tersections. d. Design streets to have minimum center line curve radii which will provide center line curves of 100 feet minimum length, or to the satisfaction of the Road Department. 9. With portions of the property subject to sheet overflow and ponding, approval pertaining to local drainage is subject to the following requirements. a. Provide for contributory drainage from adjoining properties. b. Eliminate the sheet overflow and /or ponding,or elevate-the floors of the buildings with no open- ings in the foundation walls to at least 12 inches above the finished pad grade. 10. Approval of this tract is contingent upon the installation and dedication of local sewers to serve the subdivision. Easements are tentatively required, subject to review by the City Engineer to determine the final locations and requirements. The subdiv shall consult the Saniletion Division of the Department of City Engineer to determine the sewer design requirements. 11, a. All lots shall be served by an adequate size water system. The water system shall include fire hydrants of the size and type and location as determined by the Fire Chief. b, The water mains small be of sufficient size to accorro- date the total domestic and fire flows required for the tract. Domestic flows required are to be determined by the City Engineer. Fire flows required are to be det^- .rmin--d by the ire Chief. c. At the time the final tract map is submitted for check- ing, plans and specifications for the water mains shall be submitted to the City Engineer for checking and app roval, and shall comply with the City Engineer's stand- ards. d. Approval for recordation of this tract is contingent upon approval ::f pians and specifications mentioned above, and upon the subdivider submitting to the City Engineer, either (a) an Agreement and a Faithful Per - forinance Bond in the amount estimated by the City Eng- ineer, guaranteeing the installation of the water system, or (b) an agreement_ and other evidence satifactory to the City Engineer, indicating that the subdivider has entered into a contract with the serving water utility to construct the water system as required, and has de- posited with such water utility security guaranteeing payment for the installation of the water system. e. The specifications shall include a certificate or state- ment from a water uti,ity stating that the proposed system can be operated by the water utility and that the system will in every respect meet the requirements of the City. olater, per the owner's statement will be furnished by the California hater and Telephone Company. 12, a. The grading plan mu =t be approved by the City Engineers department prior to recordation of the final map. b. Prior to issuance of building permits, submit a soils engineer's report cn the expansive properties of soils on all building sites in the proposed subdivision. Such report shall be suP ported by sufficient test data to justify the findings. Ir expansive soils are found to exist at locations and d4:pths likely to affect future structures, the report si,all include specific recommen- dations for resisting the effects of differential move- ment of soils supporting structures. Soils compacted to a minimum of 90% of the optimum density and exhib- iting a swell of more than 3% from air dry to saturation under a surcharge loading of 60 pounds per c uare foot shall be considered expansive soils. 13. Street trees and other plantings shall be subject to approv- als by the City Superintendan` of Trees, including the removal of any existing trees from street right of -ways dedicated or to be dedicated, 14. In regard to flood hazards refer to the "flood hazard report" from the City Engineer of the City of Rosemead. 15. Sanitary sewers shall be installed and used as the method of sewage disposal.. 16. That the Planning Commission may, at the request of the subdivider and a snow of just_ cause, consider and modify the preceding conditions, prior to approval and recordation of the Final Map, when subject to adequate technical advise and council, the Commission finds it in the best interests of the City of Rosemead to modify any of the said conditions. • 8. PLANNING COMMISSION POLICIES AND STANDARDS- OCTOBER, 1966 The Policies and Standards were presented by Mr. Hersh (MO) It was moved by Commissioner Holmes, seconded by Commissioner Pike that the Planning Commission adopt the Standard Re- quirements and Planning Commission Policy for Approval of Plot Plans and Divisions of Land (October, 1966). (RC) ROLL CALL VOTE ON THE motion as follows: AYES: Commissioners: Holmes, O'Hagan, Pike, Taylor NOES: Commissioners: None ABSENT: Commissioners: Buchanan LEGISLATIVE UNFINISHED BUSINESS 9, ZONE CHANGE NUMBER 20 - Returned by City Council Mr. Hersh presented the factual data Chairman Taylor set Thursday, October 27th as a date for a sturl session between the Planning Commission and the App- licants for Zone Change Number 20 to meet and discuss pre- liminary plans and specifications for a potential Planned Development Zone over the area originally requested for C -3 -D. The meeting will be at 7:30 P.M. in the Council Chambers. NEW BUSINESS 10. N - .ne COMMUNICATIONS 11. The Commissioners were reminded of the League of California Citites Convention in San Diego, October 16 -19, 1966. MATTERS FROM THE COMMISSION & STAFF 12. REORGANIZATION OF THE PLANNING COMMISSION (New Chairman, Vice- Chairman etc.) was discussed. (MO) It was moved by Commissioner Holmes, seconded by Commissioner Pike and unanimously carried that the reorganization be held over until all Commissioners are present.
