PLANNING COMMISSION
MINUTES OF DECEMBER 6, 1966
A regular meeting of the Planning Commission was
called to order by Chairman Pike at 7:45 P.M. in the
Council Chambers of the City Hall, 3018 Charlotte
Avenue
1. CALL TO ORDER
Pledge of Allegiance was led by Administrative Assistant Meyer.
The Invocation was given by Commissioner Buchanan.
2. ROLL CALL

3. APPROVAL OF MINUTES
November 15, 1966
(MO) It was moved by Commissioner Buchanan, seconded by
Commissioner O'Hagan that the Minutes of November 15, 1956
be approved as written. Unanimously carried.
4. TIME RESERVED FOR PERSONS IN THE AUDIENCE WHO WISH TO ADDRESS
THE COMMISSION.

6. ZONE CHANGE CASE NO. 20
Mr. George Hughes of 8780 East Valley Boulevard appeared
for Victor Pearce Realty asking for a time extension.

(MO) It was moved by Commissioner Holmes, seconded by Commissioner
O'Hagan that the applicant be given until January 3, 1966, to
prepare the necessary preliminary plans and to appear before
the Planning Commission.

regulations to govern service stations.

(MO) It was moved by Commissioner Taylor, seconded by Commissioner
O'Hagan and unanimously carried, that the proposed regulations
be reviewed by the Attorney and returned later for further
consideration.
8. ZONE CHANGE CASE NO. 25
R -1 to PO
Planning Director Hersh presented data.
Mr. George Hughes of Victor Pearce Realty addressed the
Planning Commission.

(MO) It was moved by Commissioner Holmes, seconded by Commissioner
O'Hagan that the requested Zone Change No. 25 may be advertised
and a Public Hearing held to consider the proposed zone over all
or a portion of the applicants property and the abutting areas.

9. Consideration of C -2 Zone
Planning Director Hersh presented recommendations of Planning
Consultant, Larry Wise, for C -2 Zone.
Recommendation was made by Mr. Hersh to have Section 9191
omitted.
It was recommended by Commissioner Taylor that the proposed
C -2 Zone be referred back to the Planning Consultant for further
information and later re- introduction. Suggestion approved.
LEGISLATIVE UNFINISHED BUSINESS
10. Nuisance Laws
Question was raised as to whether it was up to the Planning
Commission to act on grievances having to do with "nuisance"
complaints.
The Planning Commission discussed their course in originating
zoning regulations and amendments.
(MO) It was moved by Commissioner Holmes, seconded by Commissioner
O'Hagan that this matter be referred to the City Council for
instruction and direction. Unanimously carried.

COMMUNICATIONS
12. Southern California Planning Congress Meeting - Thursday ev. ^ning.
December 8, 1965. There will be a speaker panel. Topic: Inpact
of Tourism on Community Planning, by Mr. Stanley Jones, Field
Director of the All Year Club of Southern California. The
meeting will be held in the City of Anahe,`:,, at the Disneyland
Hotel.
13. The West San Gabriel Valley Council will hold a Luncheon at
noon, Friday, December 9, 1966. Mr. Julius Shulman will speak
on The Visual Aspects of our Urban Environment. Invitation
was extended to Planning Commission.
MATTERS FROM THE COMMISSION & STAFF :
14. Planning Director Hersh informed the Commission that Planning
Consultant, Larry Wise, requested Study Session be set up for
December 15, 1966, to study Land Use Element of the General Plan.
