PC - Minutes - 12-20-66r CITY OF ROSEMEAD ROSEMEAD, CALIFORNIA PLANNING COMMISSION MINUTES OF DECEMBER 20, 1966 A regular meeting of the Planning Commission was called to order by Chairman Pike at 7:30 P.M. in the Council Chambers of the City Hall, 3018 Charlotte Avenue. 1. CALL TO ORDER The Pledge of Allegiance was led by Commissioner Taylor The Invocation was given by City Attorney Brown. �. ROLL CALL Present: Commissioners: Holmes, O'Hagan, Pike, Taylor. Absent: Commissioners: None. Ex Officio: Brown, Cordova, Hersh, Meyer. 3. APPROVAL OF MINUTES: December 6, 1966. It was moved by Commissioner Holmes, second by Commissioner Taylor, that the minutes of December 6, 1966, be approved as written. Unanimously carried. 4. Induction of New Commissioner. City Clerk, Edythe Armstrong, administered Oath of Office to Mr. Lyle Larson. 5. ORAL COMMUNICATIONS FROM THE AUDIENCE. None. PUBLIC HEARINGS 6. ZONE CHANGE CASE NUMBER 25 Letter from Applicant was read by Administrative Assistant Meyer, requesting an extension of hearing to January 17, 1967. It was moved by Commissioner Holmes, second by Commissioner O'Hagan, that extension be granted. Unanimously carried. UNFINISHED BUSINESS 7. None. NEW BUSINESS 8. None. LEGISLATIVE UNFINISHED BUSINESS 9. Service Station Ordinance Proposal. It was moved by Commissioner Taylor, second by Commissioner Holmes, to recommend to the City Council the imposition of an Urgency Ordinance for a moratorium to encompass the entire City, prohibiting any development of service stations within the City, until such time the Council has received.and acted on a Service Station Ordinance, amending the City Zoning Ordinance. Roll call vote as follows: Ayes: Commissioners: Holmes, Noes: Commissioners: None. Absent: Commissioners: None. Larson, O'Hagan, Pike, Taylor. PC Meeting 12 -20 -66 0 40 NEW BUSINESS 10. None. COMMUNICATIONS 11. Statement: City Council re: Commission Initiative. The staff indicated to the Council that the State Planning Act gives the Planning Commission authority to investigate any matter of interest to the City. The City Council concurred with this authority and indicated that if the Commission requires Official Sanction on any particular matter, the Council can always be approached for guidance, both formally and informally. C -2 Zone The Council requested the Commissioners investigate this matter, - and deliver a recommendation to the City Council. Consideration of Controls over Animals The Council will consider a recommendation of the Commission when the Planning Commission reports on this matter. 12. PLOT PLAN NUMBER 250 Planning Director Hersh advised the Commission of facts altering the situation with regard to the property at Fern and Delta, and recommended that the existing conditions be amended to conform to the existing requirements. It was moved by Commissioner Taylor, second by Commissioner Holmes, and unanimously carried, that the conditions for Plot Plan 250 be amended as follows: ' ondition 1. The applicant shall submit five copies of a revised Plot Plan for staff approval and review. Conditions la and lb, be deleted. Condition 2,be amended to require the applicant to dedicate to the City, for street purposes, the necessary corner cutoff area on the Northeast corner of Fern and Delta Streets. MATTERS FROM THE COMMISSION & STAFF 13. Nominations open for Vice - Chairman of the Planning Commission. Commissioner Taylor nominated Commissioner Holmes It was moved by Commissioner O'Hagan, second by Commissioner Taylor, and unanimously carried that the nominations be closed and the secretary instructed to cast a unanimous ballet for Commissioner Holmes. ADJOURNMENT Chairman Pike declared the meeting adjourned at 8:55 P.M. Chairman Secretary
