Commissioner Taylor at 7:35 P.M., in the City Council Chambers, 3018 North Charlotte Avenue, Rosemead. 1. CALL TO ORDER The Pledge of Allegiance was led by Commissioner Holmes Commissioner Pike delivered the invocation. 2. Planning Director Hersh presented the factual data. (MO) Mr. Barraza, the applicant, and Mr. Chavez, the owner, were present to answer questions from the Commission. Discussion by the Commission: It was moved by Commissioner Larson, seconded by Commissioner Holmes, that Plot Plan #330 be approved subject to the following conditions: 1. Development of the subject property in accord with a revised plot plan marked "Exhibit A - Revised." 2. Five feet of street frontage along the width of the lot shall be dedicated for street purposes prior to issuance of a building permit. Curbs, gutters and sidewalks, to City Standards, shall be installed on the Strathmore Avenue frontage of site. 3. This approval shall expire one year from the date of approval unless a building permit has been issued; construction has'started on the proposed addition; and construction is being diligently pursued prior to the stated expiration date. Planning Director Hersh presented the factual data. Mr. Costanzo, the applicant, and Mrs. Iva Ruth File, the owner, were present to answer questions from the Commission. Discussion by the Commission. (MO) It was moved by Commissioner Holmes, seconded by Commissioner O'Hagan that Plot Plan #332 be approved subject to�the following conditions: 1. Development of the subject property in accord with a revised plot plan marked "Exhibit A - Revised ". 2. The existing substandard sidewalk shall be removed and re- placed with a new sidewalk to City Standards. A street tree to City Standards (Carrotwood - Cupania anacaridiodes) shall be installed on the Jackson Street frontage. 3. Elevations of the front facade of the two -story house at the front shall . be submitted to the City, and the building front shall be constructed substantially as approved by the staff. 4. Owner /applicant shall submit a signed Affidavit of Acceptance of Conditions to staff. 5. Development of the subject property shall otherwise be in accord with the applicable standards and policies of the Planning Commission; and in accord with the regulations of the City Zoning Ordinance (Ord. 112). 6. December 19, 1967 Planning Commission City of Rosemead 3018 North Charlotte Avenue Rosemead, California 91770 RE: Tract No. 24918 (Map dated November 14, 1967) City of Rosemead Gentlemen: At its meeting of December 1, 1967, the Los Angeles County Subdivision Committee reviewed the tentative map of the subject tract in accordance with its contractual agreement with the City of Rosemead, Messrs. Shurl Curci and George Bach, representing the subdivider, Adotph E, Hersh, Planning Director , City of Rosemead, Steve Street, Assistant' City Administrator, City of Rosemead, and Bob Mimiaga, Assistant City Engineer, City of Montebello, were present at discussion concerning dedication and improvements for San Gabriel Boulevard andArroyo Drive within the City of Montebello, the widths and improvements for the streets within the proposed development and facilities and ease- ments necessary to eliminate the note of flood hazard in and adjacent to the natural drainage courses affecting the subject property. The tentative map was considered satisfactory and with the following conditions the Committee recommends approval. 1,. This approval expires eighteen months from the date of the approval of this tract by the City Council of the City of Rosemead. DESIGN 2. Provide sufficient area for the 82 unit tract, in an R -1 - 6,000 zone, to have a gross density of 6,000 square feet per lot. 3. Provide the necessary facilities and easements to eliminate the note of flood hazard from the final map of all lots in this tract to the satisfaction of the City Engineer. 4. a. Provide a width of 50 foot right -of -way for " A " street, to include a 40 foot roadway between curbs, with five foot wide curbside sidewalks (including curb) on each side of roadway. Provide a street tree and utility easement five feet wide Inside each property line abutting '!A" street. b. Provide a street right -of -way width of 46 feet for "B", "C", "D", and "E" streets; to include a 36 foot roadway between curbs, with five foot wide curbside sidewalks (including curb) on each side of roadway. Provide a street tree and utility ease- ment five feet wide inside each property line abutting "B", "C", "D ", and " E " streets. c. Locate street -side above- ground utilities within the street tree and utility easement. d. Provide a 38 foot radius (to property line) for the cul de sac bulbs on "B" and "D" streets. Provide a 28 foot radius (to property line) for the cul de sac bulbs on "C" and YE!' streets. 5. Show.one foot wide lots on the final map at the easterly end of "C" and " E " streets across their respective rights -of -way and dedicate these lots in fee to the City of Rosemead. 0 A City of Rosemead December 19, 1967 Tract No. 24918 Page Two 6. Dedicate, if not already dedicated, the necessary street right - of -way fou San Gabriel Boulevard to provide a width of 46 feet from the latest City Engineer approved center line, the/parkway to be six feet wide, with a 6 foot wide curbside videwalk (curb included). Provide compacted fill (full width of street to meet elevation requirements), base material (gutter to center line), grading, curb, gutter and sidewalks for San Gabriel Boulevard to the satisfaction of theCity. Provide a five foot wide street tree and utility easement inside the property lines abutting San Gabriel Boulevard. Subdivider shall provide a street design for San Gabriel Boulevard, provided the final tract map is recorded prior to February 15, 1968. 7. Dedicate complete access rights from San Gabriel Boulevard to the abutting residential lots, and construct six foot masonry walls to City Standards, subject to City approval, adjacent to the pro- perty lines abutting San Gabriel Boulevard, except that the required wall shall have at least one indentation per lot to allow for a tree well, 4' by 4' in inside dimension. Prior to submitting final maps, submi.t�: to the City of Rosemead a copy of the approved grading plan for final determination and City approval of the design and location of the required wall. 8. Dedicate any additional widening and provide improvements for Arroyo Drive, abutting the subject tract, in accordance with plans and specifications of the City of Montebello, and to the satis- faction of the4ity of Rosemead. 9. Provide slope planting and an irrigation system to the satisfaction of the City of Rosemead. Include, in the tract convenants, a condition to require continued maintenance of the plantings on those lots having planted slopes. Prior to recordation, submit to the City of Rosemead a letter agreeing to this condition and an approved grading plan showing the required plantings and irrigation system. 10. Provide at least 35 feet of frontage and approximately radial lot lines for all lots fronting on the cul -de -sacs. 11. Provide water mains, fire hydrants, and fire flows as determined by the City of Rosemead for all land shown on the map to be recorded. 12. Provide street trees, street lights and signs throughout the tract, in accordance with the standards of the City of Rosemead. 13. Include the area in the southeasterly corner of the tract as a part of the adjacent lots with design to the satisfaction of the City of Rosemead. 14. The City of Rosemead will accept the offer of the subdivider of $200.00 per lot, for park purposes; the'money to be paid to the City in increments as stated and agreed in the subdivider's letter of offerance on file in the City Hall. ROAD DEPARTMENT 15. a. Comply with the Road Department's requirements regarding street and drainage improvements and easements needed for street drainage. Easements shall not be granted or recorded within rights - of -way proposed to be deeded or dedicated for public.streets, until after the tract is recorded, unless such easements are subordinated to the road easement by certification on the title sheet of the final map. c. Align center lines of all streets without jogs at intersection. CITY ENGINEER - DESIGN DIVISION 16. "The property in an adjacent to natural drainage courses is subject to flood hazard. Portions of the property are subject to sheet overflow and high velocity scouring action. Approval pertaining to local drainage is subject to the following requirements: 1. Provide drainage facilities to remove the flood hazard to the satisfaction of the City Engineer and dedicate the necessary easements. 2. No building permits will be issued for lots subject to flood hazard until adequate drainage facilities protecting those lots are operable as determined by the.City Engineer. 3. Provide for contributory drainage from adjoining properties. 4. Eliminate the sheet overflow or elevate the floors of the buildings with no openings in the foundation walls to at least 12 inches above the finished pad grade." CITY ENGINEER - SANITATION DIVISION 17. "Approval of this tract is contingent upon the installation and dedication of local sewers to serve each lots of the subdivision. Easements are tentatively required, subject to review by the City Engineer to determine the final locations and requirements. The subdivider shall consult the Sanitation Division of the Department of City Engineer to determine the sewer design require- ments." CITY ENGINEER - WATERWORKS& UTILITIES DIVISION 18. "1. All lots shall be served by an adequate size water system. The water system shall include fire hydrants of the size and type and location as determined by the City of Rosemead. 2. The water mains shall be of sufficient size to accommodate the total domestic and fire flows required for the tract. Domestic flows required are to be determined by the City Engineer. Fire flows required are to be determined by the City of Rosemead. 0 0 3. At the time the final tract map is submitted for checking, plans and specifications for the water mains shall be sub- mitted to the City Engineer for checking and approval, and shall comply with the City standards. d i' City of Rosemead December 19, 1967 Tract too. 24918 Page Four Tr ct C) . i : 4, Approval for recordation of this tract is contingent upon approval of plans and spe%fications mentioned above, and the subdivider submitting to the City Engineer, either (a) ah Agreement and a Faithful Performance Bond in the amount estimated by the City Engineer guaranteeing the installation of the water system, or (b) an agreement and other evidence satisfactory to the City Engineer, indicating that the subdivider has entered into a contract with the . serving water utility to construct the water system as required, and has deposited with such water utility security guaranteeing payment for the installation of the water system. 5. All lots shall be served by underground utilities. CITY ENGINEER - BUILDING A ND SAFET DIVISION 19. "The grading plan must be approved prior to recordation of the final map. Prior to issuance of building permits, submit a soils engineer's report on the expansive properties of soils on all building sites in the proposed subdivision. Such report shall be supported by sufficient test data to justify the findings. if expansive soils are found to exist at locations and depths likely to affect future structures, the report shall include specific recommendations for resisting the effects of differential movements of soils supporting structures. Soils compacted to minimum of 90% of the optimum density and exhibiting a swell of more than 37. from air dry to saturation under a surcharge loading of 60 pounds per square foot shall be considered expansive soils." CITY ENGINEER - GEOLOGY SECTION 20. "A soils report will be required prior to approval by the Engineerir.g Geology Section ". r EPARTMENT OF PARKS AMD RECREAT! 21. "The subdivision is reasonably free of flood hazard from major channels and streams under the Flood Control District's jurisdiction. "Approved on the condition that sanitary sewers be installed and used as the method of sewage disposal.
