PC - Minutes - 01-02-68�r 4 PLANNING COMMISSION CITY OF ROSEMEAD ROSEMEAD, CALIFORNIA MINUTES OF JANUARY 2, 1968 A regular meeting of the Planning Commission was called to order by the Chairman, Commissioner Taylor, at 7:32 P.M., in the City Council Chambers, 3018 North Charlotte Avenue, Rosemead, 1, CALL TO ORDER The Pledge of Allegiance was led by Commissioner Pike Reverend Clarence Starling of the Old Fashion Southern Baptist Church delivered the invocation, 2, ROLL CALL: Present: Holmes, Larson, Pike and Taylor Absent: O'Hagan Ex Officio: Director of Planning - Al Hersh Admin. APPROVAL OF MINUTES - December 19, 1967 (MO) It was moved by Commissioner Holmes, seconded by Commissioner Larson, and unanimously carried, that the minutes of December 19, 1967 be approved as written. 4. TIME RESERVED FOR PERSONS IN THE AUDIENCE WHO WISH TO ADDRESS THE COMMISSION, None PUBLIC HEARING 5. CONDITIONAL USE PERMIT #15 - General Host Corporation DBA Van de Kamp's Holland Dutch Bakers - sale and serving of beer with meals in coffee shop. Planning Director Hersh presented the factual data. Chairman Taylor declared the public hearing open at 7:39 P.M. Mr. Hersh administered the Oath to those persons wishing to testify. PROPONENTS 1. Mr. Richard Komlodi, representing Van de Kamp's, 1558 Sunset Plaza Drive, L. A. 69, testified regarding reasons and justi- fication for granting the requested permit. OPPONENTS 1, Mr. Van Morgan, 9025 E. Discussion by the Commission. kmo) It was moved by Commissioner Pike, seconded by Commissioner Holmes, that Conditional Use Permit #15 be approved per Resolution No. 68 -1, subject to the following conditions: 1. The subject property, used as a coffee shop, may serve and sell beer with meals, subject to issuance of a valid permit from ABC (Alcoholic Beverage Control) for such purposes. The site shall be developed substantially as indicated on the approved plot plan marked "Exhibit A ". 2. The property shall otherwise be developed and maintained in accord with applicable Zoning Ordinance standards and Planning Commission Policies and Standards. 3. Owner /applicant shall submit a signed Affidavit of Conditions to staff prior to inauguration of beer sales. (MO) It was moved by Commissioner Larson, seconded by Commissioner Holmes, that Conditional Use Permit #16 be approved per Resolution 68 -2, subject to the following conditions: 1. The subject property shall be developed substantially in accord with the approved plot plan marked "Exhibit A ". 2. The applicant shall dedicate a ten foot wide area along the Mission Drive frontage of the site as an easement for street purposes. 3. Necessary curbs, gutters, sidewalks and street trees shall be installed along Mission Drive and Delta Avenue prior to occupancy of the proposed church. 4. There shall be no door openings on the South and East sides of the proposed church; and no window openings on the south side of the proposed buildings. . 5. There shall be no more than two signs established on the site, including a bulletin board. .Signs shall be indirectly illuminated and shall not be more than twenty square feet in area, per face. The location of the signs shall be subject to the approval of the Director of Planning. 6. There is a period of ten (10) days following the Planning Commission approval of this conditional Use Permit during which the decision may be appealed to the City Council. There should be no final action or construction commenced prior to the expiration of the appeal period of determination of any appeal filed. 7. The property shall otherwise be developed and maintained in accord with applicable Zoning Ordinance standards and Planning Commission Policies and Standards. 8. This permit shall become null and void unless use thereof is commenced within one year from the date of approval hereof. 9. Owner /applicant shall submit a signed Affidavit of Acceptance of Conditions to staff prior to issuance of a building permit. PLOT PLAN #339 - Northwest corner of Angelus and Graves A\m ues - Minor Land Division - Division of R -1 parcel into three lots. Planning Director Hersh presented the factual data. Mr. Santi, the owner, and Mrs. McCready, owner's agent, were present to answer questions from the Commission. Discussion by the Commission. (MO) It was moved by Commissioner Pike, seconded by Commissioner Larson, that Plot Plan #339 be approved subject to the following conditions: 1. The subject property shall be divided as indicated on the plot plan marked "Exhibit A The applicant shall submit a Parcel Map of the approved division for processing, approval and recordation in accord with the requirements of the State Subdivision Map Act; and shall deposit $150.00 with the City to guarantee submission of the Parcel Map; and shall pay the required processing and recordation fees ($39.00). 2, The applicant shall install curbs, gutters, sidewalks and street trees to City standards on both Graves and Angelus Avenues, within one year from stated date of approval. 3. Future development of the subject property shall otherwise be in accord with applicable standards and policies of the Planning Commission; and the regulations of the,City Zoning Ordinance (Ord, 112). 4. Owner /applicant shall submit a signed Affidavit of Acceptance of Conditions to staff. Planning Director Hersh presented the factual data. (MO)' Mr. George Bach, representing Tudor Land Company,. was present to answer questions from the Commission. Discussion by the Commission. It was moved by Commissioner Holmes, seconded by Commissioner Pike that Plot.Plan #340 be approved subject to the following conditions:. 1. The subject property shall be developed with five model homes and a gravel paved parking lot, substantially as indicated on the approved plot plan marked "Exhibit A ".. l PC January 2, 1968 Page Five 0 0 Plot Plan #340 (Continued) 2. The five lots on which the model homes are placed shall be incorporated into the proposed subdivision substantially as approved herein, except that the required street and wall improvements shall later be installed as required in approvals for the final tract map. 3 This approval to construct five model homes shall not be construed to grant authority to sell or lease the structures, nor to occupy the building for purposes other than as temporary display models. 4. The applicant shall submit a bond in the sum of $16,000 guaranteeiing to remove the five model homes and appurtenant facilities and restore the site to the status of a cleared, graded parcel of land, one year from the date of this approval. Should the final tract map for Tentative Tract 24918 be approved within said one year period, the subject property shall be completed in accord with the requ- irements of the tract approval, and the bond then be released. 5. Owner /applicant shall submit a signed Affidavit of Acceptance of Conditions to staff. The following four uses were discussed as being similar and equivalent to existing permitted uses in the C -1 Zone: 1. Food Market 2. Bakery products shops, including baking facilities incidental to on- premise sales. 3. Dry Cleaning stores, including dry cleaning and pressing facilities limited to cleaning for individual store patrons. 4. Coffee Shops and Food -to -go establishments. (MO) It was moved by Commissioner Larson, seconded by Commissioner Pike that these uses be approved and a recommendation made to the City Council to include the four uses as similar to existing C -1 uses and that they be permitted in the C -1 Zone.
