PC - Minutes - 02-20-68PLANNING COMMISSION CITY OF ROSEMEAD ROSEMEAD, CALIFORNIA MINUTES OF FEBRUARY 20, 1968 A regular meeting of the Planning Commission was called to order by Chairman Taylor at 7:38 P.M., in the City Council Chambers, 3018 North Charlotte Avenue, Rosemead. 1. CALL TO ORDER The Pledge of Allegiance was led by Mr, Street Commissioner Pike delivered the invocation. 2, ROLL CALL Present: Commissioners: Larson, O'Hagan, Pike and Taylor Absent: Commissioner: Holmes Ex Officio: Director of Planning - Al Hersh City Attorney Bob Joehnck Admin. Asst. - Steve Street Secretary - Jenny Davenport 3. APPROVAL OF MINUTES - February 6, 1968 Chairman Taylor pointed out the time of adjournment was not recorded. The minutes were corrected to read: At 9:30 P.M. Chairman Taylor adjourned the meeting to February 12, 1968, the meeting to convene at 7:30 P.M. (MO) It was moved by Commissioner Larson, seconded by Commissioner O'Hagan, and unanimously carried, that the minutes of February 6, 1968 be approved as corrected, 4. PLOT PLAN NO. 331 was held until after presentation of item #8. 8. PLOT PLAN N0, 350 - Metro Steel Buildings and Antique Auto Parts - Revised Plot Plan - RE: Zone Variance 45 - North of Alley '. Garvey, Planning Director Hersh presented the factual data. Mr. Gene Scott of Antique Auto Parts_ and Mr. Holden of Metro Steel Buildings were present to answer questions from the Commission. 9 PC February 20, 1968 Page Two 0 Discussion included the reason for a change in the plot-plan, the number of parking spaces, a wall on the easterly side of building, weed clearance, commencement of construction and building permit,.time limit of the Variance No. 45, availability of storage property, clearance, and relationship to surrounding residential property. There were several motions that died for lack of a second. (MO) It was moved by`Commissioner Larson, seconded by Commissioner O'Hagan to grant a 4 week time extension of Zone Variance No. 45 Revised in order to allow the applicant time to clear the area, I a building permit and commence construction in accordance wi.t: the conditions and as previously approved under Zone Variance Case No . 45`Revlsed. , . The meeting was reconvened by Chairman Taylor at 9:00 P.M, 7, PLOT PLAN NO. 331 - Revised Union Oil Co. and Tic -Toc Market. Minor Division of Land & Design.Overlay Approval - Lower Azusa Road Planning Director Hersh presented the factual data. Mr. Cruse of Tic Toc Markets and Mr. McClard, Engineer for Tic Toc Markets were present to answer any questions from the Commission. Discussion of the case included curb cut requirements, mutual easement agreement,, change in sign at front of market an add -' itional 10 foot setback of the market, and changes of elevation grade so adjoining commercial zone area could later possibly be related to the existing development. Commissioner Pike request d that it be in the record that he does not agree that it is the Tic Toc Market's obligation to change the previously approved drainage pattern.. {MO) It was moved by Commissioner Pike, seconded by Commissioner O'Hagan that Plot Plan Ko.. 331 Revised be'approved with a 30 foot curb cut, the word magazines deleted from the sign on the buildingydraina -;e to be reviewed and approved by the City Drainage Engineer, and conditions as follow: 1. Approval of the requested minor division of land is granted conditionally as stated herein, and only for the purpose of allowing the requested Tic Toc Market. No parcel map shall be approved or recorded until plans for the proposed Tic Trc Market have been submitted to the building department. Failure to comply with these conditions, and to commence construction of the proposed market within six months of recordation of the required Parcel Map shall void this approval and institute revocation of the land division. 2. Development of Parcels 1 and 2 of subject property shall ba substantially in accord with the approved plot plan marked E PC February 20, 1958 Page Twat ? 0 "Exhibit A- Revised ", pages 1 through 4. A 6 foot high masonry walled enclosure for trash shall be installed at the rear of Parcel 1, at the east end of the seven parking spaces. Wheel stops shall be provided for all parking spaces on Parcel 2, the market site. 3. Title papers for the two proposed parcels I and 2, and the Parcel_ Map shall carry a statement granting an easement (one to the other) with access rights over driveways and paved areas. Two copies of the recorded new titles for each parcel shall be submitted to the Rosemead Planning Director after recordation, with the required easement statement clearly marked. 4. Applicants shall submit a Parcel Map (with six prints) in accord with the approved tentative plan, to be processed by the City Engineer, the map to be prepared in accord with the requirements of the State Subdivision Map Act. The applicants shall deposit the sum of $300.00 with the Planning Department to guarantee submission of the map and to cover processing fees. Thirty -six dollars ($36.00) of this sum shall be on a seperate check made payable to the "County Eng>rtieer" . 5. The applicant shall submit plans for the proposed Tic -Toc Market to the building department for plan check. No building permit may be issued prior to recordation of the required Parcel Map. 6. This approval shall not be effective for any purpose until the owner of the subject property, and the authorized agent of the Tic -Toc Market company have each filed an Affidavit of Acceptance of Conditions with the Planning Department. 7. The existing drainage on the portion of Parcel 2 in front of the proposed market shall be modified in accord with City standards; subject to review and approval of the City Drainage Engineer and concurrence of the property owner. Owners of Parcels I and 2 may, in the future, arrange mutual access easements between properties in the C -3 -D Zone, along the southerly side of Lower Azusa Road east from Encinitas Avenue, for mutual use of paved drives. 8. Development of the subject property shall otherwise be in accord withittle applicable standards and policies of the Planning Commission and_thg regulatipns of the Rosemead Zon- ing Ordinance_(ORD.112).
