PC - Minutes - 08-06-68PLANNING COMMISSION MINUTES OF AUGUST 6, 1968 0 A regular meeting of the Rosemead Planning Commission was called to order at 7:33 P.M. by Acting Chairman Holmes, in the Council Chambers of the City Hall, 8838 Valley Boulevard, Rosemead 1. CALL TO ORDER The Pledge of Allegiance was led by Commissioner Floe The Invocation was delivered by Administrative Assistant,. Steve Street. 2. ROLL CALL Present: Commissioners: Floe, Holmes, Hunter and Schymos Absent: Commissioners: Larson Ex Officio: Director of Planning - Al Hersh Administrative Assistant - Steve Street Secretary - Foy Burton 3. APPROVAL OF MINUTES - July 16, 1968 Commissioner Holmes abstained from voting on approval of the July 16, 1968 minutes as he was not present at that meeting. (MO) It was moved by Commissioner Schymos, seconded by Commissioner Floe and approved by Commissioners Floe, Hunter and Schymos, that the minutes of July 16, 1968 be approved as written. 4. TENTATIVE TRACT NO. 28167 - Revision of tract design and the conditions of approve] at the request of John Marshall Con - §truction Company, Northwest corner Wells and Walnut Grove Avenue - R -1 Zone; Planning Director Hersh presented the factual data, the revised tract plan and the proposed revisions of the conditions. Mr. Bill Schultz, representing the John Marshall Construction Company, was present to answer questions from the Commission, Discussion by the Commission included agreements necessary with regard to Lot 9, installation of utility connections arranged to accommodate future street extension, street signs, safety signs, turnaround radius of end of street, and necessity for a barrier to be placed at north end of the street (Rockhold). PC August 6, 1968 Page Two TENTATIVE -TRACT NO. 28167 (Continued) (MO) It was moved by Commissioner Floe, seconded by Commissioner Hunter, that the conditions for Tentative Tract No. 28167 be revised and approved as follows and recommend approval by the City Council: 1. This approval shall expire 18 months from the date of the approval of this tract by the City Council of the City of Rosemead. DESIGN 2. Provide sufficient area for all lots, except Lot 9, to conform with the requirements of the R -1 - 6000 zone. 3. Provide a right -of -way width of 40 feet with 30 feet between curbs for the proposed street (Rockhold Avenue) a four and one -half foot wide sidewalk to be integral with the curb and gutter, and to extend along the entire length of both sides of the street. 4. Dedicate a width of 25 feet from center line for Wells Street, provide curb and gutter with a four and one -half foot wide sidewalk adjacent to the curb; curbs to be located 20 feet from center line of street. 5. Provide a 5 foot wide planting and utility easement adjacent to the rights -of -way for Wells Street and the proposed new street (Rockhold Avenue). The area in this easement not to be considered as reducing the area of the lot. 6. Provide the necessary dedication to accommodate a property line return at the intersection of Wells Street and Walnut Grove Avenue to the satisfaction of the Road Department. 8. Dedicate complete access right from Walnut Grove Avenue directly to the abutting lots. 9. Provide the necessary length of six (6) foot high chain link fence along and within one foot of the rear of the lots abutting the Southern California Edison Company right -of -way with design standard comparable with D -62, leaving the existing approximately 100 foot length of fencing. If the wall and chain link fence are to be constructed sub- sequent to the recordation of this tract, file a faithful performance bond and agreement with the City Engineer Design Division, insuring their construct.F.on prior to the sale of lots or occupancy of homes constructed thereon. The penal sum of the bond shall be-determined by the City Engineer. 10. Provide a temporary asphalt curb at the north end of the proposed new street with a standard guard rail and re- flectors on the barrier, at north end of the proposed street (Rockhold Avenue). 0 PC August 16, 1968 Page Three TENTATIVE TRACT NO. 28167 (Continued) 0 11. Provide street lights and street trees to the satisfaction of the City of Rosemead. 12. Provide underground utilities for the entire tract. ROAD DEPARTMENT 13, a. Comply with the R oad Department's requirements regarding street and drainage improvements and easements needed for street drainage. b. Easements shall not be granted or recorded within rights - of -way proposed to be deeded or dedicated for public streets, until after the tract is recorded, unless such easements are subordinated to the road easement by certification on the title sheet of the final map. CITY ENGINEER - DESIGN DIVISION 14. The property is subject to sheet overflow. Approval pertaining to local drainage is subject to the following requirements: 1. Provide for contributory drainage from adjoining properties. 2. Eliminate the sheet overflow or elevate the floors of the buildings with no openings in the foundations walla' to at least 12 inches above the finished pad grade. CITY ENGINEER - SANITATION DIVISION 15. Approval of this tract is contingent upon the installation and dedication of local sewers to serve each lot of the subdivision, with provisions for future extensions to the north. Easements are tentatively required, subject to review by the City Engineer to determine the final locations and requirements. The subdivider shall consult the Sanitation Division of the Department of City Engineer to determine the sewer design requirements. CITY ENGINEER - WATERWORKS & UTILITIES DIVISION )6. 1. All lots shall be served by an adequate size water system. The water system shall include fire hydrants of the size and type and location as determined by the Fire Chief, with provisions for future extensions to the north. The water mains shall be of sufficient size to accom- modate the total domestic and fire flows required for the tract. Domestic flows required are to be deter- mined by the City Engineer. Fire flow required are to be determined by the Fire Chief, with provisions for future extensions to the north. 3. At the time the final tract map is submitted for checking, plans and specifications for the water mains shall be submitted to the City Engineer for checking and approval, and shall comply with the City Engineer's standards. 4. Approval for recordation of this tract is contingent upon approval of plans and specifications mentioned above, and the subdivider submitting to the City Engineer, either (a) an Agreement and a Faithful Performance Bond in the amount estimated by the City Engineer guaranteeing the installation of the water system, or (b) and agreement and other evidence satis- factory to the City Engineer, indicating that the sub- divider has entered into a constrict with the serving water utility to construct the water system as required, and has deposited with such water utility security guaranteeing payment for the installation of the water system. 5. The specifications shall include a certificate or state- ment from a water utility stating that the proposed gystem can be operated by the water utility and that the system will in every respect meetithe requirements of the City. (Domestic water will be supplied by the San Gabriel Valley Water District). CITY ENGINEER - BUILDING AND SAFETY DIVISION 17. Prior to recordation, submit a soils engineer's report on the expansive properties of soils on all building sites in the proposed subdivision. Such report shall be supported by sufficient test data to justify the findiggs. If expansive soils are found to exist at locations and depth likely to affect future structures, the report shall include specific recommendations for resisting the effects of differential movement of soils supporting structures. Soils compacted to a minimum of 90% of the optimum density and exhibiting a swell of more than 3% from air dry to saturation under a surcharge loading of 60 pounds per square foot shall be considered expansive soils. FLOOD CONTROL DISTRICT 18. The subdivision is reasonably free of flood hazard from major channels and streams under the Flood Control Dis- trict's jurisdiction. Approved on the condition that sanitary sewers by installed and used as the method of sewage disposal., with provisions for future extension to the north. Request from City Councii to review front yard setbacks in Industrial Zones. Planning Director Hersh relayed a request from the Council that a Committee be appointed to review front yard setbacks in !ndustrial Zones, Acting Chairman Holmes appointed Commissioners Floe and Schymos to the Industrial Zone Setback Committee.. 9. Planning Director Hersh announced the August meeting of the Southern California Planning Congress to be held August 8, 1968 in Santa Ana. Commissioners Floe, Hunter and Schymos indicated they would like reservations made for this meeting. 10. Planning Director Hersh announced there would be a special meeting, a joint session of the City Council and the Planning Commission, held Wednesday, August 14, 1968 at noon at the T & J Restaurant, to discuss policy and procedural matters. 11.
