PLANNING COMMISSION
MINUTES OF SEPTEMBER 17, 1968

A regular meeting of the Rosemead Planning Commission was called to
order by Chairman Larson at 7:45 P.M. in the Council Chambers of
the City Hall, 8838 Valley Boulevard, Rosemead, California.
1. CALL TO ORDER
The Pledge of Allegiance was led by Administrative Assistant
Steve Street.
Commissioner Hunter delivered the Invocation.

3. APPROVAL OF MINUTES - SEPTEMBER 3, 1968
(MO) It was moved by Commissioner Schymos, seconded by Commissioner
Hunter and unanimously carried, that the minutes of September
3, 1.968 be approved as written.
4. TIME RESERVED FOR PERSONS IN THE AUDIENCE WHO WISH TO ADDRESS
THE COMMISSION.

5. CONDITIONAL USE PERMIT NO. 24 - Second -hand store - 8210 Garvey
Avenue - Gutierrez
Planning Director Hersh presented a letter to the Commission
from Mr. Alex Reed, the owner of the subject property, stating
a request to be allowed to withdraw the case without prejudice
as the property would be used as a strictly lawful antique
shop and requesting the return of the $125.00 filing fee.
ii-0) It was moved by Commissioner Schymos, seconded by Commissioner
Hunter that the applicant be allowed to withdraw hi.s case
(Conditional Use Permit No. 24) without prejudice and a
recommendation be made to the City Council to return the
$125.00 filing fee.

6. INDUSTRIAL ZONE SETBACKS - Proposed regulation change.
Chairman Larson set this item back on the agenda to allow the
other cases to be heard,
NEW BUSINESS
7. PLOT PLAN NO. 384 - Modification of street improvement re-
quirement - 8428 Wells Street - Miyadi.
Planning Director Hersh presented the factual data and indi-
cated that,if requested', the City Council would consider
ordering the remaining less than 50% of the block, unimproved
section of Wells Street, to be improved and the cost applied
to the property owners;
Mr. Miyadi and his.neighbor Mr; Stanley; were present to
address the Commission.
Mr. Miyadi addr'ess'ed the Commission stating objections to the
existing law, that he had discussed the possibility of re-
questing Council action but would not impose on h.i.s neighbors,
but was agreeable to requesting the Commission to recommend
so to the Council. Mr. Stanley concurred in this request.
Discussion by the Commission included problems of installing
improvements, needs of neighborhood, hazards to school children,
needs of school and benefit of improving area.
(MO) It was moved by Commissioner Larson, seconded by Commissioner
Hunter that upon request of the applicant, Mr. Miyadi and
his neighbor, Mr. Stanley, the Commission request the City
Council order the unimproved portion of Wells Street be im-
proved from the west boundary of the city to the school
property, and that if Council did not so order, Mr. Miyadi's
request for modification be denied and he install the
required improvements. If the City Council ordered improve-
ments, Mr. Miyadi be permitted to proceed without improvements.

Planning Director Hersh presented the factual datai
Mr. John Marshall and Mr. William Pursley were present to
answer questions from the Commission.
Discussion by the Commission included height of wall along
Walnut Grove and Wells, distance from garages on two lots
to the property. line, and need for safety signs for school
children.
Mr. Hersh stated in regards to the requested name change
that a check with the Fire Department indicated it is more
desirable to leave the name as Rockhold Avenue, avoiding
confusion.,

2. The required five foot to six foot high wall along the
rear of properties along Walnut Grove Avenue, shall
not exceed a height of three feet for a length of twenty -
five feet north and west from the street lines at the
intersection of Walnut Grove Avenue and !dells Street.
3. Development of the subject property shall otherwise be
in accord with the applicable standards and policies
of the Planning Commission; and in accord with the
regulations of the City Zoning Ordinance (Ord. 112).
4. Applicant /owner shall submit a signed Affidavit of Accep-
tance of Conditions to staff.

Planning Director presented the proposed changes to the
Commission.
Brief, discussion followed concerning the merits of the pro-
posed regulation changes.

Industrial Zone Setback (Continued)
(MO) It was moved by Commissioner Schymos, seconded by Commissioner
Hunter that the following Industrial Setback regulations
be approved, and that consideration and approval of the
regulations be recommended to the City Council.
Amend Section 9114.3 of the Rosemead Zoning Ordinance as
follows:
1. Delete the existing Section 9114.3
2. 9114.3 Building Line and Yard Setbacks
A. Building lines and,yard setbacks are hereby
required and established for' al.l property in
M -1 Zone, the setback to be measured from
the property line abutting the side line of
the street.
B. The building line and front yard setback shal
be twenty -five (25) feet, measured from the
property line abutting the side line of the
street on which the property fronts, except
that on the following streets in the M -1
Zone the building line and front yard set-
back shall be five (5) feet:
Abilene Street
Garvey Avenue
San Gabriel Boulevard
Temple City Boulevard
Valley Boulevard
C. The building line and front yard setback for
Lorica Street, a private street with a future
right -of -way width of fifty (50) feet, shall
be five (5) feet measured from the future
abutting side line of the street. The future
abutting side line of said street shall be
established twenty -five (25) feet from and
parallel to the future center line of the
street, as shown on City maps.
D. All property in the M -1 Zone located on
corner lots shall have a building line and
side yard setback of five (5) feet measured
from the property line abutting the side line
of the street on which the property sides.
E. All property in the M -1 Zone with a -we nty-
five (25) foot front yard setback may use
the rear twenty (20) feet of the setback area
for limited parking facilities, subject to
approval of plans by the Director of Planning..

F. The front five (5) feet of all required front
side yard setbacks shall be landscaped and
all landscaping shall be continuously main-
tained.
3. Delete from the Rosemead Zoning Ordinance the following
sections or portions of sections in the respective zones:
A. Delete all of subsection "C" in Section 9109.1 (C -1
Neighborhood Commercial Zone)
"Dwellings for caretakers or watchmen employed for and
actually engaged in the care, protections or operation;
of the premises or property located thereon. All
buildings used exclusively for dwelling purposes sha '
comply with the provisions of the R -4 Zone."
B. Delete the following portion of Section 9111.3 (Front
Yard Minimum) - (C -3 Medium Commercial Zone).
". ..All buildings used for dwelling purposes for
watchmen or caretakers shall comply with the provisions
of the R -4 Zone.'
C. Delete subsection B -4 from Section 9113.1 in C -M (Com --
mercial Manufacturing) Zone - (B. Accessory Uses
11 4. Single family residence and garage of a caretaker."
D. In the M -1 (Light Manufacturing) Zone Section 9114.3
(Front Yard Minimum) is previously indicated to be
deleted, including the following sentence referring to
a caretaker's residence.
"All buildings used for dwelling purposes for watchmen
or caretakers, shall comply with the provisions of the
R -4 Zone."
E. The Planning Commission recommends that the following
suggested regulations be inserted in the zoning ordi-
nance regulations in every Commercial and Industrial
Zone to standarize and control the establishment and
maintenance of a caretaker or watchman's dwelling in
such zones. The paragraph should be located under
"Accessory Uses" in each said zone.
"A dwelling for a caretaker or watchman employed or
designated, and actually engaged in the care, protec-
tion, maintenance or operation of a lawful use, or of
property located on the same premises. Any building
used for dwelling purposes for a caretaker or watch-
man shall be established and maintained in compliance
with the provisions of the R -4 Zone. A mobile home
or trailer shall not be construed or approved as a
dwelling for a caretaker or watchman in any zone,
except that a mobile home or trailer may be tempor-
arily used for such dwelling purpose for a period cot
to exceed six months, during the initial construction
period of any new development being established on
the same premises."

MATTERS FROM COMMISSION AND STAFF
9. Mr. Hersh advised the Commission of the first reading of
the proposed Subdivision Ordinance by the City Council on
Wednesday, September 18, 1968 at 8:30 A.M.
