CAUL TO ORDER Commissioner Floe led the Pledge of Allegiance Commissioner Hunter delivered the Invocation. 2.. APPROVAL OF MINUTES= January 7, 1969 Commissioner Dauer pointed out an error under the Call to Order, stating that it should read that Commissioner Dauer led the Pledge of Allegiance instead of C hairman Larson. (MO) It was moved by Commissioner Schymos, second by Commissioner Hunter and unanimously carried that the minutes of January 7 1969 be approved as corrected. 4. TIME RESERVED FOR PERSONS IN THE AUDIENCE WHO WISH TO ADDRESS THE COMMISSION. NONE PUBLIC HEARING 5. NONE UNFINISHED BUSINESS 6, Request to alter Section 9121.4 -E of the Zoning Ordinance to allow a similar C -3 use with less than required parking - Mr, Mau - Northwest corner Emerson and San Gabriel Boulevard. Mr. Hersh informed the Commission that Mr. Mau and Mr. Moody, the owner of the property, had informed him that Mr. Mau was no longer interested in the property and withdrew his request.. NEW BUSINESS 7. PLOT PLAN NO. 402 - 1000 San Gabriel Boulevard - Design Overlay Approval - Standard Oil Company. Planning Director Hersh presented the factual data. Mr. Maynard, 2415 West Avenue 30, Los Angeles, was present to answer questions from the Commission and stated the suggested conditions were satisfactory. t, PC January 21, 1969 Page Two PLOT PLAN NO. 402 (Continued) Mr. McKittrick, Standard Oil Company, 1242 West First Street, Los Angeles was present to answer questions from the Commission. (MO) It was moved by Commissioner Schymos, second by Commissioner Hunter that Plot Plan No. 1, 02 be approved subject to the following conditions: 1. The subject property shall be developed and maintained sub- stantially in accord with the approved plot plan marked "Exhibit All 2. Curbs, gutters and sidewalks shall be constructed on the northerly 50 feet of frontage on Walnut Grove Avenue in accord with City standards. 3. Lighting for the station shall be arranged as required by the Planning Commission as indicated on approved "Exhibit A" plans. The two light standards required at the rear of the property shall be equipped with light meter switches to turn on the lights at dusk, and off at dawn. 4. Applicant shall install an adequate permanent watering system in landscaped areas, and shall submit precise plans for Planning Department approval. 5. The landscaped area to the rear of the new parking facility on the north side of the subject property shall be not less than six feet in width, with a six inch concrete curb serving to enclose the landscaping and as the required wheel stop. 6. Required masonry walls on the north and west boundaries shall be six (6) feet high above grade, ex c ept that in the first twenty (20) feet west from the Walnut Grove property line, and north from the San Gabriel Boulevard property line the wall shall not exceed a height of three (3) feet. A three (3) feet high masonry wall shall be established on the west side of the new landscaped planter on the northerly approximately 52 feet in the area parallel and abutting the Walnut Grove property line. 7. The applicants, or their successor in interest,shall agree and guarantee by signing the required "Affidavit of Acceptance of Conditions" that in the event the area north or west, or both, of the subject property should be approved and developed for commercial pruposes, that they will upon written request of the City of Rosemead and at their own expense remove all or such portion of said walls as are requested removed by the City. And further,that said walls will be removed and the finished appearance adjusted as requested, within thirty days of said written request. 8. Development of the subject property shall otherwise be in accord with the applicable standards and policies of the Planning Commission, and in accord with the regulations of the City Zoning Ordinance (Ord4112) PC January 21, 1969 Page Three 9• This approval shall expire one year from the date/b` approval unless a building permit has been issued; construction has started and construction is being diligently pr:rsued to com- pletion prior to the stated expiration date, 10. Mrs. Jean De Cocker, 8617 Landis View Lane, addressed the Commission requesting some type of diming switch be insta °led to automatically turn the parking lot lights on at dusk and off at dawn. Mr. McKittrick stated there were no objections to this request, Commissioner Schymos, second by Commissioner Hunter, added .. above mentioned condition No. 3 to the motion. Mr. Walter Cole was present to answer questions from the Commission. Discussion by the Commission included width of driveway, paving of the driveway, materials to be used on exterior of the relocated dwelling and ability of ingress and egress to one of the carports, iM0) It was moved by Commissioner Hunter, second by Commissioner Schymos that Plot Plan No, 403 be approved subject to the following conditions: 1, The subject property be developed and maintained substantia ly as indicated on the plot plan marked "Exhibit A ". The relo- cation of the rear building and additions to the building to be in accord with Building Department requirements and standards. The slab below the building to be relocated shall be removed and the drive area paved to City standards. 2. All open paved areas at rear' seventy (70) feet of subject property shall be in accord with City standards. 3. The ta•!o dwellings combined as one building shall be structurally refinished with siding or stucco, to � ;e the two buildings together and the appearance improved to City standards,. Mr. Lew Webb, 1127 Santa Antta, Arcadia, was present to answer any questions from the Commission. Discussion by the Commission included the possibility of re- quiring additional parking facilities if there were a duplex on the property. The.Commission held this item over to the next agenda to give the staff time to determine if the existing dwelling on the property is a duplex or a single family dwelling, and to advise on parking requirements. 10. PLOT PLAN NO. 404 - 3728 Strang - Minor Land Division - Euclid Land and Construction Company. Planning Director Hersh presented the factual data. Mr. Lew Webb was present to answer any questions from the Commission, and stated briefly the circumstances leading to the division of this property. (MO) After discussion of the facts in this case it was moved by Commissioner Floe, second by Commissioner Hunter that Plot Plan No. 404 be approved, subject to-the following conditions: 1. The subject property shall be divided as indicated on the plot plan marked "Exhibit A "/ 2. The applicant shall secure a permit and install a sidewalk and driveway approaches to City standards, and shall deposit $500.00 in cash or a certificate of deposit, with the Planning Department prior to submission of a Parcel Map, or issuance of a building permit, to guarantee in- stallation of sidewalks, driveways, and four street trees PC January 21, 1969 Page Five PLOT PLAN NO. 404 (Continued) (Italian Stone Pine); This deposit to be refunded after installation of irprovements to City standards. 3. The applicant shall submit a Parcel Map of the approved division for processing, final approval and recordation in accord with the requirements of the State Subdivision Map Act; no bui'l'ding permit to be issued before recordation of the Parcel Map, The applicant shall submit a check in the sum of $45.00 (made out to the Los Angeles County Engineer) to cover the processing and recordation fees. 4. Future development of the subject property shall otherwise be in accord with the applicable standards and policies of the Planning Commission and the regulations of the City Zoning Ordinance (Ord. 112). 5. This approval shall expire one year from the date of approval unless the required Parcel Map has been processed, approved and recorded in accord with the requirements of the State Subdivision Map Act. 6. Disaassicn by the Commission included possibility of any division of the property in the future, and the possibility of the fourteen feet from the proposed house to property line could be used for access to a dwelling on a third lot in the rear, and that since that would required Commission approval to form one parcel and redivide the land there is no problem of control over the situation. (MO) It was moved by Commissioner Dauer, second by Commissioner Floe that Plot Plan No. 405 be approved subject to the following conditions: 1. The subject property shall be divided as indicated on the plot plan marked "Exhibit A ". 2. The applicant shall secure a permit and install a sidewalk and driveway approaches to City standards, and shall deposit $280.00 in cash or a certificate of deposit with the Planning Department prior to submission of a Parcel Map or issuance of a building permit, to guarantee installation of sidewalk; driveways and two street trees (Crepe Myrtle). REQUEST - - FOR TIME EXTENSION - ZONE VARIANCE NO. 56 - 8754 Steele Street - Roy Nakagawa Planning Director Hersh presented a brief history of this property and the extensive progress made on the property ,si.nce the approval of Zone Variance No. 56. Mr. Nakagawa was present to answer any questions from the Commission. Discussion by the Commission included satisfactory progress on the development, problems of requiring bonding if work is not completed, including the desirability and financial factors involved in requiring a forfeiture bond. 'MO) It was moved by Commissioner Floe, second by Commissioner Dauer that a time extension by granted to Mr. Roy Nakagawa in con- junction with Zone Variance Case No. 56, subject to the following conditions: 1. The applicant be granted a one year time extension of Zone Variance No. 56 in which to complete the interior of the subject dwelling, and four (4) month time extension to May 31, 1969, to complete all required exterior work and to landscape the front yard, including a street tree to City standards. 2. That the applicant maintain diligent acitivity on the pro- ject weekly, and in accordance with all building code re- quirements. 0 PC January 21 , 1969 Page Seven ZONE VARIANCE NO. 56 (Continued) Ob 3. The one year time extension shall expire on January 21, 1970. 4. The applicant shall submit a signed and notarized "Affidavit of Acceptance of Conditions" to the Planning Department, agreeing to abide by the conditions set forth herein. 5. Subject property shall otherwise be developed in accord with the city zoning regulations (Ord. 112) and the Planning Commission Policies and Standards. Outdoor storage in Commercial and Industrial Zones Mr. Hersh presented a proposed ordinance to regulate outdoor storage in the commercial and industrial zones. Discussion by the Commission included discrepancies between zones in regard to outdoor storage and controls, the need for such controls, the potential hazard to come uses, and the desirability of controls. Commissioner Schymos moved to set this matter aside for six months. Planning Director Hersh indicated the need to solve a number of minor problems as they come up rather than leave everything for one massive review of the entire zoning ordinance. It was decided by the Commission unanimously to set this item aside for a period of six months until the C -M Zone Committee and the Zoning Regulations Committee completed their studies. b. Public Weighing Scale in M -1 Zone Planning Director Hersh presented a request he had from C & G Systems to include Public Weighing Scale in the M -1 Zone. Mr. Hersh stated the use is reasonable in the M -1 Zone and a relatively rare use. Such a facility would require a large land area, with visibility from and goad access to one or more major highways, with adequate waiting and parking area for large trucks and the staff recommended that because of the many attendant problems that Public Weighing Scales be included in the zoning ordinance as a use in the M -1 Zone subject to a Condi- tional Use Permit. Discussion by the Commission included methods of insuring the proper location and controls for a public weighing scale. PC January 21, 1969 Page Eight (MO) It was moved by Commission Floe, second by Commission Schymos that the Planning Commission recommend to the City Council that the Zoning Ordinance be amended to add "Public Weighing Scales" as a use by Conditional Use Permit in the M -1 Zone.
