PC - Minutes - 01-07-69PLANNING COMMISSION MINUTES January 7, 1969 A regular meeting of the Rosemead Planning Commission was called to order by Chairman Larson at 7:40 P.M. in the Council Chambers of the City Hall, 8838 Valley Boulevard, Rosemead, California. 1. CALL TO ORDER Chairman Larson led the Pledge of Allegiance. The Invocation was delivered by Commissioner Schymos. 2. ROLL CALL VOTE: Present: Commissioners: Dauer, Floe, Hunter, Larson and Schymos Absent: Commissioners: None Ex Officio: Director of Planning - Al Hersh City Administrator - Milt Farrell Secretary - Foy Burton 3. APPROVAL OF MINUTES - December 17, 1968 Commissioner Schymos stated he would like to clarify that the plan of Zone Variance No. 57 stated 20 seats and the motion stated 32 seats permitted. Mr. Hersh stated the revised plan indicated 32 seats and approval letter would be corrected to this effect. Commissioner Dauer stated the time of adjournment should read 10 :50 P.M. instead of 9:50 P.M. (MO) It was moved by Commissioner Schymos, second by Commissioner Hunter and unanimously carried, that the minutes of December 17, 1968 be approved as corrected. 4. TIME RESERVED FOR PERSONS IN THE AUDIENCE WHO WISH TO ADDRESS THE COMMISSION. NONE PUBLIC HEARING 5. NONE UNFINISHED BUSINESS 6. Discussion of Amateur radio operators and broadcasting antennas. Mr. Hersh presented his report and recommendation, stating the Federal Communications Commission preempts the field controlling amateur transmitters and broadcasting stations and the basic concern of the City should be the outward appearance and construc- tion of antennae. Staff suggestions included the removal of amateur operators from the Conditional Use Permit section of the ordinance. i PC January 7, 1969 Page Two Discussion by the Commission included height limitations already covered in the ordinance, Federal Communications Commission control over interference with surrounding televisions and radios, and methods. of enforcing regulations. (MO) It was moved by Commissioner Schymos seconded by Commissioner Hunter, approving the 'suggested change, with a recommendation to the Council that an appropriate amendment be made to Section 9124.1 -16 of the Rosemead Zoning Ordinance, the sectiontD read: 16. Hersh presented, for purpose of information to the Planning Commission, a list of changes made to the Sign Standards for Rosemead Square as a result of discussions with the Architectural Review Board, Mr. Gilbert and Mr. Bud Moffat of Winchell Donuts. The Commission found no objections to the changes listed as follows: On Leaseholds up to a Width of 100 feet: No sign may be established within three feet of the leasehold line, except the leasehold on the corner of a building having an extended canopy protruding beyond the lease line. The extended fascia length may be included in the lease- hold with the same three feet limiting sign length. 2. For Leaseholds in Excess of 100 feet: The three feet clear area shall be maintained at each end of the leasehold and signs may not extend more than 50% of the leasehold area, except at the corner of buildings with an extended canopy. The Planning Director may grant a reasonable modification of this requirement substantially in accord with the intent of these standards. 3. Letter heights (block letters) to remain not more than 30 inches maximum height. PC • January 7, 1969 Page Three 6 4. Logos for individual tenants shall be contained within the 30 inch height, except that the Director of Planning may grant a reasonable modification of this requirement substantially in accord with the intent of these standards. 5. Length of sign not to exceed 75% of the leasehold or leasehold plus canopy extension dimension. F B. Mr. Hersh informed the Commission that he had been in contact with Mr. Mau, a prospective purchaser of the property at the northwest corner of San Gabriel Boulevard and Emerson. Mr. Mau wishes to use the existing tin building for retail sales of service station supplies and equipment, with some wholesale business. Mr. Mau indicated intentions to eventually stucco the existing building. Mr. Mau was in- formed that even though a retail use was permitted in the C -3 Zone, the property did not have sufficient parking. Mr. Mau requested the Commission and the Council to consider and act on his proposed use as similar to those uses which can be permitted in the C -3 Zone without required parking, in accordance with ordinance directives.
