The regular joint meeting of the Rosemead Housing Development Corporation and City Council was called to
order by Mayor Armenta at 7:00 p.m. in the Rosemead City Council Chamber located at 8838 East Valley
Boulevard, Rosemead, California.

STAFF PRESENT: City Manager Allred, City Attorney Richman, Assistant City Manager Hawkesworth,
Community Development Director Ramirez, Director of Parks and Recreation Montgomery- Scott, Public
Works Director Marcarello, and City Clerk Molleda.
1. PUBLIC COMMENTS FROM THE AUDIENCE
Dolores Weidermann — inquired about parking lot issues at Valley Gateway Plaza on Valley Boulevard.
Community Development Director Ramirez explained that there are two property owners that hold a parking
agreement in which the public can park anywhere.
Mayor Armenia stated that the City could only require quantity of parking stalls on a property.
Council Member Clark inquired about the tour bus parking issue.
City Manager Allred explained that if an ordinance were adopted to regulate tour buses, then the City would
have to designate a parking area. The tour buses bring in tourist to businesses and have not caused major
issues in the City.
2. PRESENTATION
Los Angeles County Metropolitan Transportation Authority Presentation regarding Express
Lanes on the I -10 Freeway

Stephanie Wiggins — Executive Officer of Metro gave a brief overview and PowerPoint presentation
regarding the express lanes on the 1 -10 freeway.
Presentation is available in the City Clerk's Office during regular business hours.
Ron Esquivel — stated that frequent express lane drivers that do not use carpool lanes at least four times a
month, will be charged a maintenance fee. He also stated that if people do not use a credit card to pay, they
will be required to pay a higher fee.
Brian Lewin — suggested an increase of proper signage on carpool lanes for drivers to exits properly.
Ms. Wiggins — stated that the maintenance fee was standard in the State of California and drivers who do
not pay with credit card are charged $10 more for a deposit and a separate $25 for the responder device.
Council Member Clark asked how Metro responds to drivers expressing that tax dollars are being use for
freeways and they are now being charged.
Ms. Wiggins - replied that the use of express lanes is optional and drivers have the choice to access any
lanes.
3. PUBLIC HEARING
A. The Fiscal Year 2013.14 Annual Action Plan for Federally- Funded Programs
The City Council will conduct its required annual public hearing regarding the projected use
of federal Community Development Block Grant (CDBG) and HOME Investment Partnership
funds for the upcoming 2013 -14 fiscal year. The U.S. Department of Housing and Urban
Development (HUD) has not yet announced the final amounts to be allocated to participating
communities; however, cities have been warned that Congress will again make cuts to these
programs.
Under federal regulations, no more than 15% of the CDBG allocation can be used for "social
service" activities. Written proposals have been received from four (4) organizations that are
current recipients, which include the Family Promise, Family Service, People for People, and
Southern California Housing Rights Center.
Recommendation: That the City Council conduct the public hearing and take public
testimony on the Annual Action Plan covering the period of July 1, 2013 — June 30, 2014.
No further City Council action is necessary at this time.
Community Development Director Michelle Ramirez reviewed the staff report.

Kimberly Jackson — representative of Family Promise of San Gabriel Valley thanked the City Council for
their continued support and funding to their emergency homeless shelters, which is offered to local families.
Chancela Al- Mansour - Executive Director of the Housing Rights Center thanked the City Council for the
ongoing support and the ability to work with City staff.
Helen Nazarian representative of Santa Anita Family Services stated they have been providing counseling
services to the Rosemead community and hopes to continue those services.
Norene Rand - representative of People for People thanked the City Council for their support.
Tom Morgan - Regional Director of the Rio Hondo Community Development Corporation thanked staff and
the City for housing projects worked over the years.
Mayor Armenta closed the public hearing at 7:43 p.m. No further City Council action was necessary at this
time.

Minutes of August 14, 2012 and September 11, 2012 were deferred to a future meeting.

C. National League of Cities Congressional City Conference — March 9th — March 13th
Washington, DC
The City Council will consider authorizing attendance to the National League of Cities
Congressional City Conference in Washington, DC, on March 9th — March 13th.
Recommendation: That the City Council authorize the attendance, at City expense, of any
Council Member that wishes to attend the National League of Cities Congressional City
Conference in Washington, DC.
D. Cancellation of the March 12, 2013 City Council Meeting
The City Council will consider action to cancel the March 12th City Council meeting due to
lack of a quorum. The next regular scheduled City Council meeting is set for March 26,
2013.
Recommendation: That the City Council cancel the March 12, 2013, City Council meeting.
E. Release of Bond — Tract Map No. 62930
(3832 — 3840 Charlotte Avenue)
A faithful performance bond and a labor and materials bond were included as conditions of
approval of Tract Map 62930 to ensure the completion of required public works
improvements. The required improvements consisted of constructing sewer laterals and a
driveway, the planting of a parkway tree, the relocation of a water meter, and the installation
of curb drains and survey monuments. In lieu of bonds, the subdivider provided two
certificates of deposit totaling the amount of $32,900. The work has been completed to the
satisfaction of the Public Works Department and it is recommended that the certificate of
deposit be released.
Recommendation: That the City Council:
1. Accept the completed public improvements; and
2. Authorize the release of the certificate of deposit in the amount of $32,900.

Sidewalk, Curb and Gutter Replacement Project — Rejection of Bids
As a part of the City's Fiscal Year 2012 -13 Capital Improvement Program, the City Council
approved the "Sidewalk, Curb, and Gutter Replacement Project ", which consists of the repair
and replacement of sidewalk, curb and gutter in various locations throughout the City. This
project is aimed at increasing pedestrian safety, improving compliance with the Americans
with Disabilities Act (ADA) and is funded through gas tax monies. On February 6, 2013, bids
were received and reviewed for the project.
Recommendation: That the City Council reject all bids received for this project and direct
staff to readvertise the project for bid.
Council Member Steven Ly made a motion, seconded by Mayor Pro Tem Polly Low to approve the
Consent Calendar, with the exception of the minutes of August 12, 2012 and September 11, 2012. Vote
resulted in:

5. MATTERS FROM CITY MANAGER & STAFF
A. Proposed Conceptual Design of Jay Imperial Park
The City Council will review and discuss the draft conceptual design for the future Jay
Imperial Park to be developed along the Southern California Edison (SCE) transmission lines
easement. The proposed park will be located on San Gabriel Boulevard, south of Garvey
Avenue, extending to the west on two parcels adjacent to Pine Street and Falling Leaf
Avenue. The final design of the park will be contingent upon approval by SCE.
Recommendation: That the City Council review the conceptual design for Jay Imperial
Park and authorize the City Manager to initiate formal discussions with Southern California
Edison regarding park design development.
Director of Parks and Recreation David Montgomery-Scott reviewed the staff report and presented a
PowerPoint presentation of the proposed draft for the Jay Imperial Park.
City Manager Allred clarified that speeding issues were going to be addressed near the proposed park area.
Mayor Pro Tom Low asked about the cost maintenance of the park per year.
Director of Parks and Recreation Montgomery-Scott replied that the maintenance for the park would be tens
of thousands of dollars for the contractor to trim and landscape the area.

Council Member Ly inquired about a skateboard area as well as, a dog park.
Director of Parks and Recreation Montgomery-Scoff stated that the skateboard area would need a
designated concrete area if installed. He added that residents have expressed a desire for a dog park.
Council Member Clark asked what Southern California Edison thought about a dog park.
Director of Parks and Recreation Montgomery-Scott explained that Southern California Edison
representatives expressed concern with the safety of their maintenance staff working in the park.
Council Member Alarcon asked if there might be issues with day labors that migrate to the park.
Director of Parks and Recreation Montgomery-Scott assured Council that the park development would be
frequented by staff and that there will be a Sheriff's presence in the park as well.
MayorArmenta stated that day labors would not be patronizing the park because they are not homeless.
She inquired about traffic calming conditions, pedestrian in ground lighting, and asked about the trail on the
south side of the park.
Director of Parks and Recreation Montgomery-Scoff explained that the trail is an access lane required by
Southern California Edison that will not be access by the public.
Council Member Ly asked about the chain link fence surrounding the park.
Director of Parks and Recreation Montgomery-Scott explained that there will be a green screen fence on the
north and south side of the park. The east and west side fence will be removed: however, any nearby
resident property fence lines will not be removed.
Council Member Steven Ly made a motion, seconded by Mayor Pro Tern Polly Low to authorize staff
to initiate discussions with Southern California Edison regarding the Jay Imperial Park design
development. Vote resulted in:

6. MATTERS FROM MAYOR & CITY COUNCIL
Mayor Pro Tem Low inquired about the Lunar New Year Festival.
Director of Parks and Recreation Montgomery-Scott replied that EDI Media had been responsive on the
issues that arise during the past Lunar New Year Festivals.

Council Member Alarcon asked that the meeting adjourn in memory of Father William Schafer of Don
Bosco Technical Institute.
MayorArmenta thanked Mayor Pro Tern Low for conducting the last meeting of January in her absence. She
reported she had attended the U.S. Conference of Mayors and met with U.S Secretaries and discussed
housing and economic development issues in California.
7. ADJOURNMENT
The meeting adjourned at 8:07 p.m. in memory of Father William Schafer of Don Bosco Technical Institute.
The next regular City Council meeting is scheduled to take place on February 26, 2013 at 7:00 p.m.
