RENOVATION PROJECT — AWARD OF CONTRACT
SUMMARY
As a part of the City's Fiscal Year 2012 -13 Capital Improvement Program, the City
Council approved the "Rosemead Community Recreation Center Interior Renovation
Project," which consists of extensive renovations and updates to the interior of the
facility, including the addition of classroom space, a computer lab, offices, and new
paint and flooring throughout. This project is the first phase in an effort to improve the
aesthetics and functionality of the community center. Future phases will include exterior
fagade improvements, the addition of a mini - plaza, and the addition of new classroom
space at the building. This project is funded through a grant from the County of Los
Angeles and bond repayment funds from the former redevelopment agency, the use of
which is restricted to capital improvement projects.
Staff Recommendation
It is recommended that the City Council:
1. Approve the plans and specifications for the Rosemead Community Recreation
Center Interior Renovation Project, and;
2. Authorize the City Manager to enter into a contract with California Averland
Construction in the amount of $602,350.00 and establish a contingency in the
amount of 15% ($90,353.00) to cover any unforeseen construction expenses.
The Rosemead Community Recreation Center was built in 1976 and provides a number
of services for the Rosemead Community. Over the past two years a comprehensive
plan was developed for the modernization and renovation of the facility. This includes
interior improvements, fagade enhancements, a new heating, ventilation and air
conditioning system, new roof, and the addition of a small public plaza and classroom
space. To date, both the roofing and the heating, ventilation, and air conditioning
components of the plan have been completed. These projects were funded through the
Federal Energy Efficiency Community Block Grant program.

For the current phase of the project, a Notice Inviting Bids was advertised in local
newspapers and trade publications for a period of three weeks, beginning on March 28,
2013. At 11:00 a.m. on April 17, 2013, the City Clerk publicly opened and read eleven
(11) sealed bids with the following results:

Staff has reviewed the bid documents for completeness and investigated the
contractor's background and recent projects for competency. California Averland
Construction is the lowest responsive bidder for the base bid and both alternate bid
items. California Averland Construction has completed a number of public projects for
several agencies including the University of California, Santa Barbara, the City of
Burbank, and Los Angeles County Public Works.
It is recommended that the award include the base bid and alternate bid items #1 and
#2. Both alternates include the installation of new paint and flooring and will complete
the interior renovation of the facility. California Averland Construction's total bid price of
$602,350 was well below the engineer's estimate of $645,000.00 for this project,
including the base bid and both alternate bid items.
TIMELINE
The project calls for a construction period of 120 days. It is anticipated that a contract
should be signed within 30 days of bid award. Thus, this phase of the project should be
completed during summer 2013 unless, given the building's age, the project is delayed
by unforeseen circumstances.
FINANCIAL REVIEW
Funding for this project was included in the Fiscal Year 2012 -13 Capital Improvement
Budget using Los Angeles County grant funds in the amount of $500,000.00. An
additional $192,703.00 would need to be taken from bond repayment funds from the
City Council Meeting

former redevelopment agency. The bond repayment funds must be utilized for capital
improvement projects.
ENVIRONMENTAL REVIEW
This project is categorically exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15301 (a) of the CEQA Implementing Guidelines.
