Thank you for the opportunity to submit this proposal for the subject RFP. Established in
1986, ACC Environmental Consultants, Inc. (ACC) is an employee -owned full service
environmental consulting and design firm recognized for its excellent and reliable client
service.
ACC has one of the most qualified and experienced staffs in the state and our experience
in large -scale community sensitive projects is deep and on going. We utilize project
management best practices, state of the art equipment, innovative data gathering software
systems and our excellent communication skills to assist our clients in achieving there
near and long -term environmental and industrial hygiene compliance goals in a practical
and quality driven manner.

2. Qualifications
ACC Senior Management Staff has been with the firm an average of 17 years and are
highly responsive and professional. The City of Rosemead (City) will always be assured
that someone with extensive knowledge and experience will be assigned to your projects.
ACC staff undergoes continuous training to maintain and enhance their knowledge of
regulations and state of the art tools to use for monitoring and recording project events
and schedules. Our documentation protocol is designed to guide our staff in observing
and recording all project events as required by regulatory and special conditions for each
project we are involved with.
Consulting firms are only as good as the personnel assigned to the project. ACC has built
an experienced staff by providing employees with a stake in the firm, a supportive work
environment, excellent benefits package and the tools and training they need to be
successful in our industry.

Responsiveness: ACC is characterized by our ability to provide professional services in a
responsive cost effective manner while achieving successful outcomes and client
satisfaction.
Dedicated resources: ACC dedicates a Senior Project Manager (SPM) as the responsible
principal to manage our client's contracts. The SPM's mission is to gain a clear
understanding of our clients needs and to ensure prompt, economic and quality responses
to their needs.
ACC's resources are available - up to 24 hours a day 7 days week and we are able to
provide emergency response within 4 -hours of receipt of a request for work. ACC will
work with the client to develop the best communications practices to ensure consistent
response times to meet all project requirements.
ACC will provide written reports and other project related documentation in a timely
manner as defined by the Client and will distribute required documentation as required to
all authorized personnel. Typically, ACC is able to provide written reports within 72
hours of receipt of sample results from the laboratory and routinely provides verbal report
information to authorized personnel at the time sample results are received.

tools, ACC streamlines the deliverable process for all reports and documentation
allowing us to provide timely and economical reports.
ACC practices a pro- active approach to ensuring our clients are always in compliance
with changing regulatory and program requirements regarding hazardous materials.
Client relations: As evidenced by the fact that over 80% of our business is repeat
business it is clear that ACC retains the loyalty and faith of our clients that we provide

Equipment and Facilities: ACC maintains all the necessary equipment and the facility
required to provide Phase Contrast Microscopy on -site or in our laboratory. ACC
participates in the AIHA Proficiency Analytical Testing (PAT) Program and all of our
field technicians are trained to provide NIOSH 7400 PCM analysis on -site during
asbestos removal activities.

Compliance Software: ACC utilizes its own software programs and data base programs
to assist our clients achieve their goals of organizing their Industrial Hygiene and
Environmental assessment needs by creating solid platforms to manage — hazardous
materials — training programs and operations and maintenance activities. ACC will
provide the City with one fully functional program for each of the applicable programs
ACC uses to accomplish the goals of this RFP at no cost

ACC is an established industry leader in the field of lead -based paint testing and
consulting. Our staff of California Department of Public Health (DPH) certified lead -
based paint professionals have successfully completed hundreds of lead surveys and
removal projects. Our knowledge of the regulations as well as our depth of experience
working with qualified contractors allows us to maintain a reputation as one of the top
consulting companies in the field.

Senior Project Manager: Mr. Justin Graham CAC, CA/DPH, Mr. Graham will be the
day -to -day contact for the required work and the City's primary contact person, he will
provide oversight of the field personnel and will review all reports and documentation.
Mr. Graham is Sr. Project Manager in charge of large client projects in the Los Angeles
office including LAUSD. He has extensive experience in large project surveys, asbestos
and lead management programs, project cost estimation, abatement design and field

management programs, project cost estimation, abatement design and field monitoring.

Lead Paint Inspector /Risk Assessor, with over 12 years of survey,

Mr. Graham is in charge of the Los Angles Unified School District
contract, which is an as needed contract serving the entire LAUSD
region of approximately 830 school sites. The program combines
survey, project design, project oversight and general consulting for
asbestos issues for LAUSD. He has overseen the successful
completion of well over 500 projects over the past 11 years.
He has also performed various hazardous materials surveys for the
Los Angeles County Housing Authority and miscellaneous private

7. Statement of Understanding
ACC understands that the City of Rosemead, Community Development Department is
looking for a consultant to provide service related to residential lead -based paint and
asbestos testing for City's housing programs. These services include:
• Combine Lead and Asbestos Testing/Risk Assessments
• Clearance Testing
ACC will address each of these scope items to ensure the City that ACC understands the
scope of work to be performed and the objectives to be accomplished.
Combine Lead and Asbestos Testing /Risk Assessment
Lead -based paint and asbestos testing/risk assessments will be performed in accordance
with the scope of work, HUD/EPA requirements and Title X of the Community and
Development Act of 1992, and will be incompliance with all relevant Federal, State and
local laws.
ACC understands that the City will provide a scope of work for the home improvement
rehabilitation activities. The inspection process will ensure that all surfaces and building
components containing lead hazards are identified to prevent the creation of future lead
hazards. Residential units will be evaluated using a combination of X -ray florescence
(XRF) paint inspections in addition to confirmatory paint chip samples. For risk
assessments additional samples to analyze water, soil and dust -wipe sampling may be
required.
Within five days of the lead -based paint and risk assessment ACC will provide a final
report, which will include the items detailed in the RFP.
Clearance Testing
Since most abatement projects can generate a considerable amount of asbestos and leaded
dust, it is necessary to determine if the final cleaning of the contractor was successful.
ACC will perform both a visual examination and environmental sampling as defined in
the scope of work.
For interior lead and/or asbestos abatement the clearance tester will provide single
sampling or composite sampling. Exterior lead abatement may also require soil samples
around the foundation of the property where activities occurred, as well as any nearby
play areas for children and shall be cleared in accordance with Chapter 15 of the' HUD
Guidelines and as set for by Federal and State law.
All clearance sample results will be made available to the City within 72 hours of
submission to the laboratory for analysis. The clearance tester will abide by all applicable
Federal, State and local laws including the Residential Lead -Based Hazard Reduction Act
of 1992, Title X of the Housing and Community Development Act of 1992..

8. Description of Standard Operating Procedures
The following narrative provides our approach to perform the scope of work related to
this RFP.
Project Initiation: All Project types.
ACC will proceed to schedule the work in accordance with protocols described in the
RFP and as directed by the City.
Project Execution:
An ACC Project Manager will assign the appropriate certified technical staff to perform
the contracted work. All communications are managed directly by the ACC Project
Manager.
The work will be performed in accordance with the requirements defined in the RFP and
completed within the allotted time frame.
All data collected in the field will be recorded on field forms and the report written and
reviewed to meet agreed upon schedule requirements.
Combine Lead and Asbestos Testing /Risk Assessments
It is essential that the information gathered during a survey /inspection/sampling or risk
assessment is accurate, presented in an understandable manner and complies with all
applicable regulations and standards. To reach this goal we have developed methods and
standardized tools to assist the inspector in performing and reporting his/her observations.
ACC submits lead and asbestos bulk, air or wipe samples to LA Testing Laboratories
located at 520 Mission Street, South Pasadena, CA 91030 or Micron Environmental Labs
located at 3565 Lexington Ave, El Monte, CA 91731. Both labs are NLLAP- approved
laboratory.
Risk assessments are performed to determine the presence or absence of lead -based paint
and asbestos hazards and to suggest appropriate hazard control measures. A CA/DPH
Certified Lead Inspector /Assessor and Certified Asbestos Consultant or Site Surveillance
Technician will only perform this type of inspection.
ACC will conduct environmental sampling in each building. ACC will then perform the
visual assessment of the building and paint conditions and record the observations. Based
on observations and established patterns, ACC will select sampling locations.
Dust samples will be collected as single surface dust samples. No composite dust
sampling is allowed (i.e. multiple dust wipes in one sample container). Dust samples are
typically collected in the entryway, common spaces, the kitchen, living room, and a
child's bedroom and playroom. Sample locations include floors, interior Windowsills, and
exterior window surfaces (troughs /wells). One floor sample and one windowsill or

exterior window surface (trough /well) should be collected in each main room or area.
Dust samples should be collected in accordance with HUD Guidelines Appendix 13.1.
Soil samples should only be collected from bare soil areas in child play areas, near the
building foundation (drip line), in gardens or any other area. Soil samples should be
collected in accordance with HUD Guidelines Appendix 13.3.
Water sampling of the potable drinking water system is optional, therefore the inspector
should review the scope of work for details.
Using the visual assessment data and laboratory sample results determine whether lead
hazards as defined above are present. All deteriorated paint observed must be tested by
use of an XRF analyzer or paint chip sampling by collecting all layers of paint and
submitting them to an accredited laboratory.
When performing XRF survey. ACC will take at least three calibration check readings
using the NIST Standards before beginning the inspection and after every four hours of
testing. A set of calibration reading should also be done at the end of testing for that day.
ACC shall perform a lead -based paint inspection of subject properties in accordance with
United States Department of Housing and Urban Development (HUD) "Guidelines for the
Evaluation and Control of Lead -Based Paint Hazards in Housing." In accordance with
Chapter 7 of the HUD guidelines, Table 7.3, for pre and post -1960 construction, ACC shall
perform the inspection and testing inside the number of units noted below for each site.
Testing will also include all common and exterior areas of the subject building, and the
testing of all "testing combinations" as defined by HUD. The sampling will be performed by
a California Department of Public Health (DPH)- Certified Inspector and/or Sampling
Technician, using a Niton X -ray Florescence Spectrum Analyzer.
ACC shall prepare a report of findings, which will include the address of the building(s)
inspected and/or common areas, date of the inspection, inspector certifications, all XRF
readings including calibration check readings, percentage of each component that tests
positive, a description of the testing protocol used, XRF instrument information, information
regarding owner's legal obligation to disclose test results to tenants and /or purchasers, and a
final classification of all testing combinations into positive or negative categories
All asbestos testing will be conducted by a Cal/OSHA Certified Site Surveillance
Technician and/or a Cal/OSHA Certified Asbestos Consultant. Standard industrial
hygiene practices for obtaining samples of suspect asbestos containing materials must be
followed during sampling procedures. Before sampling, the inspector should determine
the location(s) to obtain samples from very carefully.
ACC will always employ wet methods when taking a sample. The area should also be
repaired if damaged by spraying encapsulate on friable surfacing materials and repairing
sample locations as described below.

For sampling thermal systems insulation ACC will use wet methods at all times such as:
the wet sponge core sampling method should be used on undamaged materials. For
damaged areas, obtain samples by wetting the material and carefully picking material off
the pipe. Samples should be obtained from the damaged areas whenever possible. The
inspector must repair holes in thermal systems insulation caused by sampling by filling
the hole with caulking and a water - activated non - asbestos wetting cloth.
ACC's policy for preparing and delivering samples to laboratories requires that staff
execute sample collection and transmittal to the laboratory in the most expeditious
manner possible while maintaining the integrity of the sample chain of custody at all
times. The following steps define the protocol required for all sampling events. They may
vary slightly depending on volume or type of samples.
• The Technician must be informed and understand the type and all sampling
requirements for the subject sample
• Set up samples by strictly following specific sampling methods and using
appropriate equipment and sample medium
• Accurately record all project and sample information on appropriate Chain of
Custody Form including the type of sample and expected turn around time for
each sample
• Communicate promptly with the designated laboratory — informing them of the
approximate time of delivery of sample and the expected turn around time.
• Get commitment from lab that turn around time will be honored
• Deliver the sample at the end of the shift or, arrange for currier service to pick up
samples when completed
• Transport samples to laboratory — obtain signed and time and date stamped copy
of Chain of Custody
• Follow up with lab to determine if sample analysis is on schedule
• Obtain results via phone and by electronic transmission — all ACC staff have the
capability to have e -mail sent directly to them while in the field
• Report sample results promptly upon receipt to authorized personnel
Lead Clearance Sampling
Since most lead abatement projects can generate a considerable amount of leaded dust, it
may be necessary to determine if the final cleaning of the contractor was successful.
Clearance wipe sampling shall be performed as required by the project specifications
and/or as required by DPH and/or HUD. All lead abatement work designed to last more
than 20 years or lead abatement work in response to an elevated blood lead (EBL) child
shall be cleared in accordance with Chapter 15 of the HUD Guidelines.
Asbestos Clearance Sampling

After final visual inspections have been performed and the Contractor has encapsulated
the substrate and work area, ACC will perform clearance sampling. When glove bag
removal is the sole removal method used in a dusty environment, ACC does not perform
aggressive air sampling. In all full- containment areas, ACC will use the aggressive
method to clear an area.
The Project Form must state that either Phase Contrast Microscopy (PCM) or
Transmission Electron Microscopy (TEM) will be used. If PCM is used, then the
clearance criteria is 0.01 Fee and if it is TEM we use the release criteria as outlined under
AHERA, an average of 70 structures or less per square millimeter (str /mra) of air filter
area is required.
It is ACC's and the Public Agency's responsibility to determine what type of air
monitoring in each phase of the work and area of work should be required. On some
projects, PCM may be considered adequate or due to time limitations, the only feasible
method. In other areas the Public Agency or ACC may insist on using TEM due to the
sensitivity of the Client or size of abatement area.
ACC will include the certificate of visual inspection. This needs to be filled out for each
separate work area. This is a certificate that is given to the Client at the end of the work.
This form certifies that the Contractor has visually inspected the work area, all surfaces
are clean, and no debris or residue is found. The Owner's Representative that he has
accompanied the Contractor on the visual inspection and his inspection has been
thorough and to the best of his knowledge the Contractor certification is true and an
honest one also sign it.
Equipment
ACC equipment is always in top -notch condition and is calibrated on a regular bases.
High (0 to 201pm) and low -flow (0 to 41pm) rotometers are secondary, field calibration
devices for most sampling ACC conducts (i.e. TEM, PCM, dust, mold and
bacteriological sampling). These devices are calibrated every six months using a primary
standard. ACC either sends the rotometers out to a lab for calibration or calibrates them
in -house using a Gilibrator or DryCal Air Flow Calibrator.
All technicians must carry the corresponding calibration curve /information with them at
all times on projects. Technicians should also note the rotometer ID on each sampling
chain of custody form (internal and external labs). Additionally, on Cal/OSHA regulated
projects, Cal/OSHA may ask to review the calibration records for the secondary
calibration devices used on those jobs.
ACC's Gilibrator is used as a primary calibration device for secondary field calibration
equipment (i.e. high and low flow rotometers) and is also used as a field calibration
device for certain sampling methodology (i.e. VOC sampling using sorbent tubes and
Masterflex pumps).

Reporting to Appropriate Government Agencies
Complete documentation of the work is the City's proof of a properly performed and
completed project. Data collected during the survey is documented in ACC's database and
on ACC's Survey Data Forms, including assessment of materials, quantities of materials,
and description of material locations. Sample results are entered into the report as soon as
they are received from the laboratory.
A draft report is prepared and reviewed by the project manager and upon completion of the
review the final draft report is given to the City's for their review. The final report is then
prepared and issued.
The report contains all requirements listed in the RFP as well as the following information:
• Executive Summary
• Dates of the inspection and signature of the CA/DPH certified inspector
• A copy of the inspector's Certification
• Laboratory reports for all bulk sample results used in the report
• Description of the results of laboratory analysis
The final report includes hard copy originals of all reports and laboratory data generated
for this project. In addition, ACC will also provide the City with a disk of electronic
report copies. All originals of data used by ACC to assist in generating the subject
reports will be returned to the City at the end of the project.
ACC will prepare and submit required reporting documentation to HUD, EPA (if
required) and the California Department of Health Services (CDHS) on all residences
with lead -based paint hazard levels exceeding minimum, federally acceptable lead levels.
