Management Staff Contract Administrator: Norman S. Eke, Senior Vice President, CAC Mr. Eke will serve as the Contract Administrator and has corporate binding authority to negotiate and authorize contracts. Mr. Eke is the Managing Officer of the California Environmental Offices and is also currently a member of the Converse Executive Committee. He has 24 years of professional environmental experience and has completed and managed environmental and asbestos assessments for a range of municipal properties. Mr. Eke serves as the current ASTM Sub Committee Chairman for the ASTM E50.02 Real Estate Assessment and Management Sub Committee, which includes standards for Phase I & II Environtnental Sites Assessments, Vapor Encroachment, Building Energy Efficiency, Asbestos and Mold. In addition to administering the contract, Mr. Eke will provide quality assurance /quality control guidance for reports and other deliverables. Ms. Tanaka will be responsible for providing our services to the City on time and within budget, and has the authority to commit budget and resources to your projects. Ms. Tanaka is an experienced project manager capable of supervising projects with expedited schedules or those spanning several years. Ms. Tanaka is currently the Client Manager for the Cities of Arcadia, Irwindale and Santa Monica, as well as the Counties of Los Angeles and Orange. Asbestos and LBP Project Manager: George Paler, Environmental Professional, CAC, DPH Lead Certified Inspector /Assessor, Monitor and Designer Mr. Paler has 24 years of experience relating to asbestos and lead -based paint services including asbestos and LBP surveys, Project Design, and Abatement Project Management. Mr. Paler has provided services to educational facilities including public and private schools and school districts, universities, motion picture studios, casinos, museums, military facilities, local, state and federal governmental agencies, and health facilities. Mr. Paler has designed asbestos, lead, and other hazardous materials survey plans and oversaw surveys for major modernization projects for multiple sites within Southern California. His duties have also included the preparation of abatement specifications and bid documents, cost estimates for hazardous materials abatement and oversight of asbestos and hazardous materials abatement projects, air monitoring and clearance services, and waste disposal. Project Environmental Scientist: Steve Weatherton, Certified Site Surveillance Technician (CSST), DPH Certified Lead Project Monitor Mr. Weatherton has 14 years' experience in conducting Phase I and II Environmental Site Assessments, asbestos surveys and abatement monitoring, LBP abatement monitoring, mold surveys, chemical spill protection control and counter measure plans (CSPCC) and hazardous materials business plans as well as hazardous material site cleanup, and manifesting. Mr. Weatherton has environmental consulting experience on sites located throughout California and portions of northern Nevada, and he has had direct experience interacting with various regulatory agencies. Senior Staff Environmental Scientist: Alex Fernandez, CSST Mr. Fernandez has 12 years' experience conducting Phase I and II Environmental Site Assessments (ESAs) throughout California. Mr. Fernandez has completed Phase I ESAs on undeveloped land, residential properties, and industrial facilities and his Phase II ESA experience includes soil sampling for residual agricultural chemicals and petroleum hydrocarbons; quarterly groundwater sampling; soil and groundwater remediation; and underground tank removals. Mr. Fernandez also has experience conducting asbestos surveys and abatement monitoring for various school districts in Los Angeles and San Bernardino Counties. Staff Environmental Scientist: Lisa Walldez, DPH Certified Lead Inspector /Assessor Ms. Walldez has over six years experience with Transaction Screen Process (TSPs) Reports and Phase I Environmental Site Assessments (ESAs) on vacant, commercial, residential, and industrial properties throughout California. Ms. Walldez also has conducted numerous LBP Surveys on residential and commercial properties for demolition and acquisition activities. Ms. Walldez's lead related experience also extends to soil sampling. She has completed lead soil sampling activities, using Converse's Niton XRF device, to screen soil for lead. Staff Environmental Scientist: Rodney Stansfield, DPH Certified Lead Inspector /Assessor Mr. Stansfield has completed and managed numerous asbestos surveys and abatement monitoring projects in California and Arizona. Clients have included school districts, hospitals, property management companies, and building owners. Work has included generating abatement specifications, air sample collection, review of contractor submittal packages, and reading asbestos clearance samples on -site. In addition, Mr. Stansfield has conducted lead abatement monitoring and clearance sampling. 1.4 Related Experience Converse has over 25 years of experience providing environmental services for public agencies including local municipalities, the County of Orange Department of Public Works, and the Los Angeles County Department of Public Works, among others. Our Environmental Services group has a high rate of repeat business, a reflection of our company -wide commitment to client relationships, timely and cost - effective services, and quality deliverables. We have provided several example projects to illustrate our technical expertise, longevity with clients, and ability to meet project specifications to the satisfaction of our client. W City of Arcadia: Phase I & II ESAs, Asbestos & LBP Services The City of Arcadia Development Services Department and Public Works Department are both current clients of Converse. Recent services completed for the City have included Phase I Environmental Site Assessments, Asbestos and Lead -base Paint (LBP) Surveys and Abatement Monitoring Services, as well as an Underground Storage Tank (UST) investigation. The recent Phase I ESAs completed for the City of Arcadia have included a former bowling alley that was converted into a church and school; an industrial facility with a three -stage clarifier and former USTs; and two contiguous commercial properties occupied by approximately 15 tenants. Recognized environmental conditions (RECs) identified at the various sites have included the use and storage of petroleum products and solvents, and the presence of subsurface features such as drainage trenches, USTs, and clarifiers. The surveys have been conducted on the above bowling alley, single family dwellings, CONVERSE PROJECT TEAM commercial parcels, as well as City Hall. Norman Eke Laura Tanaka Converse has also generated asbestos and LBP Michael Van Fleet abatement specifications, which have been incorporated John Ziegler into City bid documents and conducted the abatement George Paler portion of the mandatory pre -bid walks. Converse Lisa Walldez conducts abatement monitoring services for projects and has provided full time oversight on behalf of the City of CONVERSE RESPONSIBILITIE: Arcadia. Phase I Environmental Site Assessments, Underground Currently, Converse is providing full -time oversight and Storage Tank Removal, Asbestos monitoring during the asbestos and LBP abatement Surveys, Lead -Based Paint activities during the renovation of the City Hall. Our Surveys, Specifications, monitoring services are being completed after normal Abatement Monitoring Services, business hours and includes weekend monitoring as Indoor Air Quality Monitoring well. The abatement activities have occurred approximately every 10 days over a two month period PROJECT DURATION and should be completed by year end 2012. During the 2007 — Present City Hall abatement project, Converse also provided Indoor Air Quality monitoring services for typical comfort perimeters, as well as nuisance du and fiberglass. Once the abatement activities are completed, Converse will generate Close -out Reports, which will summarize the abatement activities. Included are Phase I and II Environmental Site Assessments, asbestos and LBP surveys, and abatement monitoring services. Typical properties surveyed are residential dwellings and commercial structures that the city is in the process of acquiring. Destructive sampling methods are commonly used during the asbestos surveys. Converse Consultants has also provided third party reviews of asbestos survey reports & abatement close out documents. Converse completed a Phase I ESA on a vacant lot, which was formerly used as an equipment storage yard for a construction company in October 2008. Based on the Phase I ESA, additional assessment was recommended to assess potential impact from residual pesticides, a former underground storage tank, and a bermed area of unknown use and origin. Subsequent Phase II activities included a soil gas survey around the former UST in December 2008, which did not detect vapor concentrations of concern. However, soil sampling completed in February 2009 detected high concentrations of arsenic around the unknown bermed feature. Approximately 60 tons of impacted soil has been remediated (excavated) on a portion of the site. Remediation of the impacted the oversight of the Los Angeles County Fire Department. area was completed in 2011 under Converse is currently completing the abandonment of a 200 -foot water well located on a City property. Prior assessments completed by Converse at the site included a Phase I ESA, which identified the well, and assessment of the well to determine the depth and general, condition. Numerous asbestos and LBP Surveys have been completed for residential dwellings and associated structures prior to City acquisition proceedings. Typical services include non- destructive sampling methods due to the properties still being occupied. Once vacant, Converse will continue the survey to reevaluate and sample any previously un- sampled suspect materials. City of Santa Monica: Groundwater, Construction & Lead Air Monitoring Converse has completed projects for two departments at PROJECT LOCATION: the City of Santa Monica: the Civil Engineering and Santa Monica, CA Architecture Services Division. For Civil Engineering, Converse completed a limited aquifer testing study and hydrogeologic evaluation of the Shallow Aquifer adjacent to a proposed filter complex for the City of Santa Monica's Charnock Well Field Restoration Project at the Arcadia Water Treatment Plant. Prior to the construction activities, another consultant completed a Geotechnical Evaluation to determine depth to groundwater. Borings conducted during their investigation indicated groundwater was located between 21 to 26 -feet below ground surface (bgs). However, once construction began, groundwater was found as shallow as eight feet bgs. Converse was then retained to evaluate depth to groundwater, and to evaluate parameters of the Shallow Aquifer to aid in the development of a construction dewatering plan that was being generated by other consultants. Prior to our field activities, well permits were obtained from the Los Angeles County Department of Public Works. Notifications of the pending field work were submitted to the City of Santa Monica, Department of Environmental Health, and the Los Angeles Regional Water Quality Control Board. Eke Laura Tanaka Michael Van Fleet John Ziegler George Paler Rodney Stansfield Amanda Liu Lisa Walldez SCOPE OF SERVICES: Groundwater Monitoring, Construction Air Monitoring In August 2009, Converse installed two groundwater Air Monitoring —Lead monitoring wells to a depth of 22 -feet bgs. Once the wells CONTRACT DATES: were developed, aquifer pump testing was completed. 2009 to Present The groundwater levels were monitored electronically using a Solinst Levelogger, and manually using a water level sounder. Pumping was conducted using a Grundfos Redi -Flo2 submersible pump. The flow was initially discharged in 55- gallon rates were measured by timing the discharge into a graduated bucket. Groundwater samples were collected during our investigation and analyzed for the constituents necessary to apply for a National Pollutant Discharge Elimination System (NPDES) discharge permit. The analytical results indicated all constituents were non - detect above method detection limits with the exception of four metals. Currently, Converse is completing Construction Monitoring Services for the Architecture Services Division during the development of a new multi -story parking structure. The project, which began in July 2012, consists of conducting perimeter air monitoring for airborne lead concentrations, observing the excavation process for asbestos debris, and providing continuous field monitoring for Volatile Organic Compounds (VOCs) concentrations. Converse also provided soil sampling and oversight for the abandonment of two underground storage tanks and a 55- gallon drum. During the abandonment procedures, Conversed worked under the oversight of the City of Santa Monica Fire Department. Two of the projects were completed for County medical facilities and the third project was completed at a library/sheriff station. All projects were completed by Converse's certified asbestos and lead staff. The scope of work for the Care Center included: • Complete review of surrey reports and 2012. CONTRACT DATES: • Review of existing construction plans to determine February 2012- Present which materials would be impacted by the pending renovation activities. • Survey of building for vapor barrier paper to collect bulk samples. Vapor barrier paper had been identified as a presumed asbestos - containing material in the prior survey report. However, it was determined by Converse that no vapor barrier paper existed in the impacted renovation areas. • Revisions to existing abatement specification to exclude the vapor barrier paper. • Abatement monitoring and oversight completed in July 2012. Converse Consultants qV K:\41- Enviro \12 -41- 304 -00 Rosemead \12 -41- 304- 00_pro.docx Lead -Based Paint and Asbestos Testing Consulting Services City of Rosemead Converse Project No. 12 -41- 304 -00 Page 12 The scope of work for the LA County -USC Medical Center included: • In order to meet the DPW's construction schedule, an expedited proposal process was completed in April 2012. • Asbestos and LBP survey of approximately 50,000 square -feet (one floor) of hospital completed in April 2012. • Collection of approximately 200 bulk asbestos samples of flooring, wall, ceiling materials, insulating and fire - proofing materials. • Inventory of polychlorinated biphenyl (PCB) equipment and light ballasts, mercury switches and thermostats. • Survey for mold. Moisture readings collected did not detect any levels of concern. • Survey of roof and two additional floors of hospital are still pending. • Abatement specifications are also still pending and will be completed after the final survey. • Abatement monitoring and oversight are pending. The following scope of work will be performed in accordance with the appropriate regulations: • Federal regulations 24 CFR Part 35 and Chapter 7 (revised) "HUD Guidelines for Lead Based Paint Inspections" and 40 CFR Part 763 - Asbestos • California Title 17, CCR, Division 1,m Chapter 8 (LBP) and Title 8 of the CCR (Asbestos) 5.2 Project Approach The following outlines the proposed investigation program and rationales, proposed fieldwork, proposed laboratory analysis and justification (as applicable), and data analysis and presentation for the Asbestos & Lead -Based Paint Inspection /Assessment, Health Risk Assessment, and Clearances, as well as related services. Asbestos Survey The Asbestos Survey will be limited to the predominant style of accessible materials that are present at the buildings. The following scope of services will be performed by either a Converse CAC or CSST: Review of any available building records (e.g., building plans and specifications) to document whether asbestos containing building materials (ACBMs), both friable and non - friable, were specified in the building design. 2. Visual survey of the structure onsite for presumed ACBMs and homogeneous areas (areas that have uniform color, texture, and appearance). Materials will be divided into friable and non - friable materials. The homogenous materials are placed in one of the following Environmental Protection Agency (EPA) categories: Surfacing Materials (sprayed or troweled -on materials) Thermal Systems Insulations (materials generally applied to various mechanical systems) Miscellaneous Materials (any materials which do not fit in the above categories) The strategy for the collection of asbestos samples will be in accordance with EPA guidance document "Asbestos in Buildings: Simplified Sampling Scheme for Friable Surfacing Materials ", EPA 560/5- 85 -030a, October 1985, 40 CFR 763 (AHERA), and the South Coast Air Quality Management District (SCAQMD), Rule 1403. Samples collected will be processed for shipment to an accredited laboratory following EPA protocol and chain -of- custody procedures. Samples at the laboratory will be analyzed, on a normal turnaround basis (five business days) for asbestos content using polarized light microscopy (PLM) in general accordance with Environmental Protection Agency (EPA) Test Method 600 /R- 93/116. Laboratory testing is required to determine the presence of asbestos. 5. The results of the field and laboratory investigations will be evaluated to determine if asbestos - containing building materials are present in the collected samples. The analytical test results will be presented together with the sample locations and a list of materials surveyed found to contain asbestos. The sample locations and a list of materials surveyed found to contain lead will be presented in the report along with a cost estimate for abatement and operations and maintenance plan. Perini v MGM v Century Steel and Pacific Coast Steel v Converse 07/2010— Converse is named as a fourth party defendant in this matter. Converse was hired to do inspections during construction. Materials were allegedly installed improperly during construction and the contractor is seeking recovery from economic losses, and other things, from Converse. Discovery is ongoing. 8/25/11 General American Insurance Company /Remedial Civil Contractors, dba "RCC v Redhawk Engineering et al — This is a subrogation lawsuit by GAIC on behalf of RCC. RCC contracted with Elsinore Valley Municipal Water District for a recycled water pipeline. After construction of such, RCC was responsible for repaving the roadway along the 5 mile roadway area. RCC hired Redhawk Engineering to complete the asphalt overlay, which EVMWD has since rejected because of alleged negligent installation. Converse had been hired by Kaufman Consultation to perform soil compaction during the installation of the pipeline. Based on our expert's investigation the roadway issues are a result of the contractor having used the wrong size aggregate, and poor installation and is not a result of Converse's work. Discovery is ongoing. 9/18/2012 Lataweic v Cal Tech — Cal Tech tendered defense /indemnity to Converse for a suit by Lataweic. Lataweic alleges BI from falling while walking across grass at Cal Tech. DOI February 16, 2010. Converse performed some drilling work after May 2009, and CalTech believes our borehole may be responsible for injury. The Scope of Services was performed at four units (Units A, B, C, and D) at a multi -unit residential building located at 600 West Florence Avenue in the City of Los Angeles, Los Angeles County, California. The purpose of the survey was to identify LBPs as part of the City of Los Angeles' Lead Hazard Remediation Program. The work was completed by a certified Lead Inspector /Risk Assessor and has been performed in accordance with our Work Authorization No. LS110091. Our work consisted of the following tasks: Performed testing of suspect LBPs using a portable Niton XLp 702A x -ray fluorescence (XRF) device. • Performed a LBP risk assessment for the dwellings. All dwelling units and common areas were assessed and surveyed. Preparation of this report. • CONVERSE completed the survey on Tuesday, August 9, 2011. A lead concentration greater than 1.0 milligrams per cubic centimeter (mg /cmz) was detected in the following components with varying paint conditions: 600 West Florence Avenue Exterior • Wood window sills and associated components (frames) on all sides. Window components painted white, in fair to intact condition. • Wood door frames on all sides, painted white. In fair to intact condition. • Wood doors on all sides, painted white. In fair to intact condition. LBP was not detected on the interior painted surfaces in Units A, B, C, or D In addition to the XRF readings, composite soil samples were collected from the east side drip line and southeast bare soil play area. A concrete walkway, driveway and back yard extended up to the building on the north, southeast, south and west sides. The concentration of lead in the composite soil sample was below 400 parts per million (ppm). Current Environmental Protection Agency (EPA) and Housing and Urban Development (HUD) Guidance for soil is 400 ppm for bare play areas and 1,200 ppm for other areas. Using these criteria, soil is not a lead hazard at this property. Nine single- surface dust wipe samples were collected inside the 600 West Florence Avenue building. Two samples each from Units A, B, and C and three samples from Unit D. Laboratory analysis detected lead in dust equal to the HUD Guidance for floors in the sample collected from the Living Room floor in Unit A, (Sample, A-1). Laboratory analysis did not detect concentrations of lead in dust above the HUD Guidance for ®CONVERSE Project No. 11- 41- 227 -01 II Copyright 2011 CONVERSE CONSULTANTS floors (40 micrograms per square foot (Ng /ft2)), or sills (250 pg /ft2) in the remaining eight wipe samples collected from the four occupied units. Using these criteria, dust inside the Living Room of Unit A is a lead hazard. During our Lead Survey and Risk Assessment, Converse observed that the painted surfaces on the exterior of the building were in a fair to intact condition; no visible paint chips on soils adjacent to the building were observed. The interiors of all the units (A, B, C, and D) were observed to be intact. No damaged or peeling paint was observed. If more than 2 square feet per room or 20 square feet outside of LBPs will be disturbed during repair, renovation, or remodeling activities, which includes painting activities, the work should be completed by a contractor that is certified and appropriately trained to minimize lead hazards during the work (EPA Renovation, Repair, and Painting Rule). In addition, surfaces such as window sills and troughs, and floors should be cleaned on a regular basis to prevent the accumulation of lead- containing dust. The Standard Reevaluation Schedule 3 contained in the HUD Guidelines is applicable to this property. The property should be reevaluated in one (1) to two (2) years. The property owners should evaluate and monitor the condition of the LBPs on their property on an annual basis or whenever other information indicates a potential problem. ®CONVERSE Project No. 11-41- 227 -01 Copyright 2011 CONVERSE CONSULTANTS 1.0 Identifying Information The LBP Survey and Risk Assessment were completed for the four -unit residential building located at 600 West Florence Avenue in the City of Los Angeles, Los Angeles County, California. The four (4) units were assessed and surveyed for lead. The owner of the building was identified as Mr. Meldran E. Bailey. The occupants /tenants of the dwelling units were identified as the following: • 600 West Florence Avenue, Unit A: Ms. Geraldine Williams 600 West Florence Avenue, Unit B: Ms. Barbara Walton • 600 West Florence Avenue, Unit C: Ms. Ebony Quinney • 600 West Florence Avenue, Unit D: Ms. Stephany Bazar The 4 -unit residential building was constructed as early as 1951 and consists of approximately 2,470 square feet. Each unit is similar and consists of two (2) bedrooms, a living room and kitchen separated by a small partition wall, and one (1) bathroom. Windows inside the units were observed to be newer unpainted metal sliding -type. All doors are wood. There are black metal grates over all windows and black metal screen doors at the entrance to each unit. A Site Map has been provided as Figure 1 and Figures 2 through 5 indicate the interior details of each unit. Converse collected a total of nine (9) dust wipe samples from the building; two dust wipes from Units A, B, and C and three from Unit D. The samples were analyzed for lead content in accordance with the Environmental Protection Agency (EPA) Test Method 7082 (dust wipe sample) and Test Method 7420 (soil sample). The dust wipe samples and the soil samples were collected in general accordance with the protocols outlined in Appendix 13.1, Wipe Sampling for Settled Lead - Contaminated Dust, and Appendix 13.3, Soil Sampling Protocol for Housing, of the HUD guidelines. A California Department of Public Health From 8552, Lead Hazard Evaluation Report, was completed and sent to the DPH. A copy of the completed form has been provided as Appendix E. ® CONVERSE Project No. 11-41- 227 -01 3 Copyright 2011 CONVERSE CONSULTANTS 3.0 Discussion of Results 3.1 List of Location and Type of Identified Lead Hazards The exterior LBPs noted during this assessment were found to be in fair or intact condition. The interior painted surfaces of the building are in good condition overall, the risk assessment indicated that LBP paint hazards (as defined in Title X of the 1992 Housing and Community Development Act) exist in the following location: 600 West Florence Avenue • A dust wipe sample (Sample A -1) collected from the Living Room floor at the east -side main entrance in Unit A contained a concentration of lead dust equal to the HUD Guidance dust level of 40 tag/ft'. Therefore, lead dust on the Living Room floor of Unit A represents a lead hazard. Dust wipe samples collected at the other occupied units were all below the current HUD Guidance levels. The concentration of lead in the soil sample was below 400 tag /g. Current EPA and HUD Guidance for soil are 400 tag /g for bare play areas, and 1,200 tag /g for other areas. Using this criteria, soil is not a hazard at this property. 3.2 Lead Hazard Control Options Converse recommends that the Living Room floor in Unit A be cleaned on a regular basis using lead -safe work practices. If more than 2 square feet per room or 20 square feet outside of LBPs will be disturbed during repair, renovation, or remodeling activities, which includes painting activities, the work should be completed by a contractor that is certified and appropriately trained to minimize lead hazards during the work (EPA Renovation, Repair, and Painting Rule). In addition, surfaces such as window sills and troughs, and floors should be cleaned on a regular basis to prevent the accumulation of lead- containing dust. 3.3 Reevaluation Schedule The Standard Reevaluation Schedule 3 contained in the HUD Guidelines is applicable to this property. Asbestos - Containing Construction Material (ACCM): The California Environmental Protection Agency (Cal /EPA) defines an ACCM as any substance containing one -tenth of one percent (0.1 %) to one percent (1 %) asbestos by weight. The purpose of the survey was to identify suspect asbestos - containing materials (AGMs) and lead -base paints (LBPs) prior to demolition activities at the Property. The work was completed by environmental professionals and has been performed in accordance with our proposal dated June 22, 2012. Our work consisted of the following tasks: • Performed a destructive survey of the property structures. However, access was not obtained from the following suites: 3 and 5 Morlan Place; and 121 and 145 North Santa Anita Avenue. • Collected bulk samples of suspect ACMs, and submitted samples to the laboratory for analysis. Sample numbers 101 -122, 123, and 124, and 121 -59, 60, 61, and 62 were not collected. • Performed testing of suspect LBPs. • Preparation of this report. • CONVERSE completed the survey on June, 25, 27, and 28, 2012. The abatement must be performed by a Cal /OSHA licensed asbestos abatement contractor using methods in accordance with Title 8 of California Code of Regulations (CCR) 1529 and South Coast Air Quality Management District Rule 1403. CONVERSE further recommends that asbestos abatement procedures be monitored by an independent Certified Asbestos Consultant knowledgeable in asbestos abatement procedures. The exterior stucco and interior plaster at the 101 -111 North Santa Anita Avenue and 3- 11 Morlan Place building contains less than one percent (<1%) asbestos thereby classifying the materials as ACCMs. The beige VFT with white streaks in Suite 103 is also an ACCM. The ACCMs could be left in place and demolished with the building if the general contractor uses wet methods during the demolition and has workers that are asbestos trained. Access was not obtained from the following suites: 3 and 5 Morlan Place; and 121 and 145 North Santa Anita Avenue. Converse recommends sampling these suites prior to demolition activities. If sampling does not occur, the suspect materials at these suites will need to be considered ACMs and abated as such. A lead concentration greater than 0.7 mg /cmz was detected in the following components. The paints were observed to be in damaged condition and should be stabilized prior to demolition activites. 121 -159 North Santa Anita Avenue • Exterior brown wood doors and frames, and wood window sills. The damaged LBPs will need to be stabilized prior to demolition activities. All paint stabilization must be performed by a Department of Public Health (DPH) licensed lead abatement contractor using workers that have undergone the necessary lead training and are DPH certified workers. Lead paint waste generated by the paint stabilization activities must be characterized prior to disposal to determine whether or not the waste is hazardous. Suspect materials in the individual structures were divided into friable and non - friable materials and placed in one of the following EPA categories: • Surfacing Materials (sprayed or troweled -on materials) • Thermal Systems Insulations (materials generally applied to various mechanical systems) • Miscellaneous Materials (any materials which do not fit in the above categories) Our sampling methodology followed the general guidelines for bulk asbestos sampling as presented irn Section 40, Part 763 (AHERA) of the Code of Federal Regulations (CFR) and extended to public buildings by ASHARA in 1994. CONVERSE used an x -ray fluorescence (XRF) device to measure,lead content in painted surfaces. The detection level for lead was set at 0.7 mg /cmz as defined by Los Angeles County, DHS.
