In response to the Request for Proposal (RFP) issued on October 29, 2012, Executive
Environmental Services Corporation DBA Executive Environmental (EE) submits the following.
EE is a California Corporation (Corporation No. C2199425) whose principal place of business is
located at 310 East Foothill Boulevard, Suite 200, Arcadia, California. The senior project
manager contact for this agreement will be Mr. Timothy D. Galeana, Senior Project Manager,

The RFP indicates that the City of Rosemead's is seeking a qualified Risk Assessor /Inspector to
perform Lead -Based Paint (LBP) and Asbestos testing, risk assessments and clearances for the
City's CDBG- funded residential rehabilitation program. EE fully understands the scope of
services presented in the RFP and is fully capable of providing the specified work.

7. STATEMENT OF UNDERSTANDING SCOPE OF WORK
EE always provides the most comprehensive environmental consulting services to meet the
needs of our clients and successfully complete all projects. EE is very familiar with and fully
understands the "scope of service" as described in this RFP. EE has completed numerous
asbestos and lead inspections and clearance procedures for educational, governmental, private,
and commercial clients.
EE completely understands the needs of the City of Rosemead for completion of projects of this
nature. We realize the importance of effective and efficient combined risk
assessment /inspection and clearance testing for both lead and asbestos. We will work diligently
with the City Officials to ensure timely completion of each project. Brief, but detailed, scopes of
work will be provided for contractors to ensure quick, efficient and regulatory compliant projects
which will result in savings to the City. We, again, appreciate the opportunity of being of service
to you.
Mr. Tim Galeana, Senior Project Manager, will serve as the principal for the City's projects. Mr.
Tim Galena has over 18 years of experience in completing assessment projects. Mr. Galena
has both the management and pragmatic expertise to successfully complete this project. Mr.
Galena will head the project team and coordinate with City's to ensure that the City's is always
kept informed of all matters relating to the project.

STANDARD OPERATING PROCEDURES
With regard to the City's needs, EE has demonstrated through years of experience that we
possess the needed staff and expertise to successfully complete all needed environmental
services required at the City. Briefly, EE typically approaches this type of project as follows:
1. Combined Lead and Asbestos Testing /Risk Assessment
EE will meet with City staff to present project objectives. EE will review all documents
regarding previous site investigations to include as- built, drawings and building historical
data.
Following completion of the review and upon the approval of City staff members:
a. Establish an asbestos protocol in accordance with AHERA guidelines outlined in 40
CFR 763 to coincide with EPA and SCAQMD Rule 1403. Determine the number of
samples to be collected, method of collection and chain -of- custody procedures.
Assign a unique identification for each sample, place sample in suitable container
and deliver to a NVLAP accredited laboratory for analysis via FILM. Direct additional
analysis via point counting, CHATFIELD, SEM or TEM analysis, as required, to
reduce abatement requirements for the City. Certified Asbestos Consultants will
complete these inspections.
Lead inspections will be conducted in accordance with Title 17 and Modified Title X
procedures in concert with HUD, sate, federal and local regulations. A Niton XLp
300 X -ray fluorescent (XRF) instruments will be used to conduct the inspections.
Confirmatory paint chip samples (approximately 1 per one hundred) will be collected
and analyzed, as required. Performance Characteristic Sheets (PCS) will be
submitted for the XRF instrument used. CDPH Certified Lead Professionals will
conduct the required inspections.
c. Conduct a thorough risk assessment examination of property to identify lead -based
paint hazards. CDPH Certified Lead Professionals will conduct the required risk
assessment services.
d. Prepare AutoCAD drawings showing locations of positive XRF readings for lead
paint and location of FILM bulk samples for asbestos.
e. Following the analysis and evaluation of findings, EE will complete a comprehensive
written report documenting the inspections /risk assessments.
2. Clearance Testing:
a. Complete visual inspections of sites to ascertain that proper abatemdnt procedures
were completed.
b. Complete clearance testing in accordance with City, State, and Federal regulations:

c. Collect dust wipe samples for lead analysis; submit dust wipe samples to a fully
accredited laboratory for lead analysis via EPA 7420, Atomic Absorption
Spectrometry (AAS).
d. Collect air samples for asbestos analysis; submit air samples to an accredited
laboratory for asbestos analysis via NIOSH 7400, Phase Contrast Microscopy
(PCM).
e. Provide clearance notices for each portion of the project and a complete written
report with project summary and analytical results.
